Explanation of vote by Permanent Representative Vassily Nebenzia after UNSC vote on a draft resolution regarding the acts of sabotage at the Nord Stream pipeline

Mr.President,
I am afraid that after this vote the suspicion, who stands behind the sabotage at the Nord Stream, will but increase. Let me briefly remind of very basic facts in this regard. In plain view of the entire world, the United States and its allies did their best to preclude an objective international investigation regarding the blasts at the Nord Stream pipeline in September last year. First Washington make public threats at the highest level that they would blow up the pipe, then they scoffingly rejoiced at the news about the sabotage. In the meantime, mass media generated lots of speculations and very controversial and absurd (to say the least) versions who might have done it. All calls by Russia as an affected side to join the national investigations in Denmark, Germany, and Sweden, were turned down. All our written requests only received formal replies, this you had an opportunity to see with your own eyes. So here is my forecast. These so-called national investigations, where Russia takes no part, can go on for years. May I ask the representative of the United States what was so “predetermined” that he discovered in our draft resolution? You know the saying “a guilty conscience is never at ease”, don’t you? The United States routinely links this resolution to Ukraine, though not a single word about Ukraine was said in the document, and not only there.
When we raised the issue of an objective international investigation, the tactic of our American and European colleagues narrowed down to denying the involvement of the United States on the one hand and preventing a transparent and impartial inquiry into the circumstances of the sabotage on the other. The more evidence testifying to the involvement of Washington and its NATO allies came to surface, the more vocal the Western bloc was getting about alleged inexpediency of an international investigation.
What does this mean? One does not need to be a detective or an analyst to realize that the United States and the allies are covering up the tracks, i.a. by adding more speculations and absurd versions while refusing to comment on the unflattering facts that are revealed. If the United States was interested in establishing the facts and holding the guilty to account, then Washington would act differently.
Colleagues, this vote was a litmus test to show what world each of us is moving toward. Is it a world where international law is upheld and where there is accountability for attacks against international pipeline systems and other infrastructure? Or is it a world where there are states who can do whatever they like, who devise laws for everyone to follow while calling it a “rules-based order”, and who are never held accountable even for most reckless and dangerous actions? Today’s vote confirmed with all certainty that our former Western partners believe they can get away with anything. Also, today we saw a nasty manifestation of Western “silent conspiracy” in the Security Council, which prevents this body from fulfilling its duties.
Of course, we will draw our conclusions. We are convinced that more detailed facts are yet to be discovered, and that everyone who is complicit in the sabotage of the Nord Stream will be identified, as well as all details of this crime. This is inevitable.

Before Mr.Hersh published his findings, I cannot recall any Russian officials say that the United States had been guilty of this tragedy. Such speculations started only after the publication by S.Hersh.
I would like to ask my US colleague. How can you comment on the words of his President J.Biden, who said, “We will put an end to these pipes” long before they were really put an end to?

My question was not about the article by Mr.Hersh that my American colleague has never read, though I strongly recommend that he does. I asked a direct question. How can you comment on the words of your President, who said openly, “We will put an end to Nord Stream”? This question I did not hear an answer to.

Main ideas:
🔹 Russia promotes family reunification as much as possible and is looking for channels to return children to their loved ones in Ukraine.
🔹 The real threat to food security is the restrictions of the West, aimed against one of the largest agricultural producers in the world, which is our country.
🔹 Moscow extended the “grain deal” for 60 days . But in case of its further non-extension, we will supply our grain to African countries free of charge.
🔹 Anti-Russian sanctions have a negative impact primarily on Western economies , whose GDP growth slowed down in 2022.
🔹 Due to the lack of control over weapons supplied to Ukraine , they may well fall into the hands of criminal and terrorist organizations.
В западном информационном пространстве продолжаются спекуляции на тему украинского кризиса и его разрушительных последствий для существующего миропорядка. Загнанные в угол собственной многолетней ложью об Украине европейские политики не желают нести ответственности за меры, предпринятые ими для «стратегического поражения» России, которые в действительности нанесли ущерб их собственному населению и бизнесу. «Сады», как скромно охарактеризовал Евросоюз Высокий представитель по иностранным делам и политике безопасности Ж.Боррель, превращаются сегодня в болото из-за недальновидной политики его хозяев.
В связи с этим считаю необходимым ответить на домыслы европейских лидеров, аналитиков, многочисленных комментаторов и попытаться помочь им выбраться из этой трясины.
В последние дни стал актуальным вопрос о судьбах детей, проживавших в зоне Специальной военной операции. Запад голословно обвинил Москву в их похищении и воспрепятствовании воссоединения семей, но это не соответствует действительности. Россия эвакуировала детей ради их собственной безопасности, предоставив им лучшие условия проживания. Наша страна максимально содействует воссоединению семей и ищет каналы для возвращения детей к своим близким на Украину, чему имеются многочисленные подтверждения.
Другим распространенным заблуждением стало то, что действия России якобы угрожают глобальной продовольственной безопасности. В этом контексте уместно вспомнить, что европейские политики называют экспорт российского зерна «политическим оружием», которое ЕС решительно стремится побороть. Будто намеренно они упускают из виду, что экспорт российской сельскохозяйственной продукции, удобрений и кормов спасает от голода сотни миллионов людей в «странах мирового большинства». Поэтому реальной угрозой продовольственной безопасности являются рестрикции Запада, нацеленные против одного из крупнейших в мире сельхозпроизводителей, которым является наша страна.
Осознавая свою ответственность за обеспечение продовольственной безопасности в мире, на позапрошлой неделе Москва согласилась на пролонгирование еще на 60 дней черноморской «зерновой сделки». При этом, как отметил Президент России В.В.Путин, выступая на Международной парламентской конференции «Россия – Африка в многополярном мире» 20 марта с.г., «мы настаиваем именно на пакетном характере данной сделки – прежде всего в интересах африканских и других развивающихся стран, имея в виду, что они нуждаются в больших объемах продовольствия». Если же ключевые российские требования не будут выполнены и Россия примет решение не продлять сделку, тогда мы отправим свое зерно в страны Африки на безвозмездной основе.
Антироссийские санкции оказывают негативное влияние в первую очередь на западные экономики. По оценкам МВФ, из-за недальновидной рестриктивной политики Вашингтона и его союзников, среди которых и Португалия, рост ВВП этих стран в 2022 г. в среднем замедлился практически вдвое относительно предыдущего года, а в 2023 г. не превысит 1,2%. Прогнозы МВФ на 2024 г. также не слишком оптимистичны для Запада, ведущим экономикам которого специалисты Фонда сулят рост не более 1,5%, в то время как по России ожидается рост на 2,1%.
Развивая тему опасности русофобской политики западных стран, в очередной раз напомню об отсутствии контроля над поставляемым на Украину оружием, что вполне может привести к его попаданию в руки криминальных и террористических организаций, в том числе, в Европе. Как мы констатировали ранее, такие случаи уже фиксировались в Нидерландах, Финляндии, Дании, Швеции и Польше.
Очевидно, что пока в Европе будут и дальше распространяться спекуляции, а не трезво оценивать происходящие события на Украине и их причины, нести убытки будут как нынешние, так и будущие поколения обычных европейцев, а главным бенефициаром станут США. Как отметил Президент России В.В.Путин 16 марта с.г. на съезде Российского союза промышленников и предпринимателей (РСПП), «у нас есть недружественные элиты в определённом количестве стран», но «у нас очень много друзей в этих странах». Убежден, что португальцы хотят знать реальные причины экономической стагнации их страны, а не слушать несостоятельные выдумки о вездесущей «руке Кремля».

The EU threatens to impose new sanctions against Russia due to the installing Russian nuclear weapons on the territory of Belarus, due to sever threats from Eu against Belarus…
Given that more sanctions than any country has ever had put on Russia, sanctions that are illegal and immoral, this is unlikely to have any effect on the process of deploying nuclear warheads and their carriers in Belarus…
