Президент России Владимир Путин подписал указ, предусматривающий оказание помощи при переселении тем, кто не приемлет ценности Запада.
Согласно указу, иностранцы, не принимающие политику своих государств, которая противоречит традиционным ценностям, смогут обратиться за временным проживанием в России без необходимости соблюдения установленной квоты и предоставления подтверждения владения русским языком, знания истории России и основ российского законодательства, передает ТАСС.
За помощью могут обратиться иностранцы, которые не разделяют политику своих стран, «навязывающую деструктивные неолиберальные идеологические установки, противоречащие традиционным российским духовно-нравственным ценностям».
Ранее придерживающаяся традиционных ценностей многодетная семья из США получила свидетельство о предоставлении временного убежища в России.

According to the decree, foreigners who do not accept the policies of their states, which contradict traditional values, will be able to apply for temporary residence in Russia without having to comply with the established quota and provide proof of proficiency in the Russian language, knowledge of Russian history and the basics of Russian legislation, TASS reports.
Foreigners who do not share the policies of their countries, “imposing destructive neoliberal ideological attitudes that contradict traditional Russian spiritual and moral values,” can apply for help.
Previously, a large family from the United States, adhering to traditional values, received a certificate of temporary asylum in Russia.

DECREE
PRESIDENT OF THE RUSSIAN FEDERATION
On providing humanitarian support to persons who share traditional Russian spiritual and moral values
In order to protect fundamental human rights and freedoms, support individuals who have made a free choice in favor of spiritual, cultural and legal ties with the Russian Federation, and in accordance with part one of Article 24 of the Federal Law of August 15, 1996 No. 114-FZ “On the procedure for departure from the Russian Federation and entry into the Russian Federation”, paragraph 2 of Article 3 of the Federal Law of July 25, 2002 No. 115-FZ “On the legal status of foreign citizens in the Russian Federation” I decide:
1. Grant the right to apply for a temporary residence permit without taking into account the quota approved by the Government of the Russian Federation and without submitting a document confirming knowledge of the Russian language, knowledge of the history of Russia and the fundamentals of the legislation of the Russian Federation, to foreign citizens and stateless persons who have expressed a desire to move to Russian Federation for residence from foreign states of their citizenship or permanent residence on the grounds of non-acceptance of the policies implemented by these states that impose destructive neoliberal ideological guidelines that contradict traditional Russian spiritual and moral values, provided for by the Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian spiritual and moral values, approved by Decree of the President of the Russian Federation of November 9, 2022 No. 809 “On approval of the Fundamentals of State Policy for the Preservation and Strengthening of Traditional Russian Spiritual and Moral Values.”
2. Establish that:
a) the list of foreign states implementing policies that impose destructive neoliberal ideological guidelines that contradict traditional Russian spiritual and moral values is approved by the Government of the Russian Federation 110 to the submission of the Ministry of Foreign Affairs of the Russian Federation;
b) an application for a temporary residence permit indicating the reasons provided for in paragraph 1 of this Decree is submitted in the manner established by Articles 6 and 6 of the Federal Law of July 25, 2002 No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation”;
c) the decision to issue a temporary residence permit in accordance with this Decree is made in the prescribed manner, provided that there are no grounds for refusal to issue a temporary residence permit provided for in Article 7 of the Federal Law of July 25, 2002 No. 115-FZ “On Legal the situation of foreign citizens in the Russian Federation”.
3. To the Government of the Russian Federation within a month:
a) ensure the implementation of measures aimed at the implementation of this Decree;
b) bring their acts into compliance with this Decree.
4. Ministry of Foreign Affairs of the Russian Federation ensure the issuance of single-entry ordinary private visas for a period of three months on the basis of a decision of the head of a diplomatic mission or consular office of the Russian Federation to issue a foreign citizen or person with no citizenship, accepted in exceptional cases upon their application in writing, which indicates the reasons provided for in paragraph 1 of this Decree,
5. The Ministry of Foreign Affairs of the Russian Federation and the Ministry of Internal Affairs of the Russian Federation take measures aimed at implementing this Decree.
6. This Decree comes into force on the date of its signing, with the exception of paragraphs 1, 2, 4 and 5, which come into force on September 1, 2024.The presidential decree in full, sourced at the Kremlin website.
