The Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, in cooperation with the competent federal executive authorities and law enforcement agencies, continues to record the facts of criminal acts by the Kiev regime against the civilian population of Ukraine and the people’s republics of Donbas, as well as the use of civilian infrastructure by the Armed Forces of Ukraine (AFU) and militants of Ukrainian nationalist groups for military purposes:
in Odessa, in the schools №31 (Kostrova str.), №55 (Ilfa i Petrova str.), №65 (Akademika Korolyova str.), AFU units and foreign mercenaries have deployed their positions; checkpoints, firing positions, artillery and armoured vehicles have been deployed at the approaches to the buildings;
in Kharkov, in the professional technical high school №32 (Sportivnaya str.), an AFU strongpoint has been deployed, an ammunition storage in the basement and heavy armament in the adjacent territory;
in Nikolayev, in the schools №14 (Volnaya str.) and №84 (Lesnaya str.), nationalists have deployed their firing positions, as well as armoured vehicles, artillery and multiple rocket launchers in the territories of the educational institutions;
in Lisichansk (Krasnaya str.), in the lower and upper floors of residential buildings, neo-Nazis have deployed their firing positions and ammunition storages. At the same time, residents are forbidden to leave their flats, while any attempts of civilians to evacuate to safe areas are severely suppressed.
Despite the repeated statements by the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, this kind of facts of inhumane treatment to the civilian population remains neglected by the international community.
Furthermore, the Kiev regime has not ceased its attempts at provocations to accuse the Russian Armed Forces of war crimes and discredit them towards the world community.
On 11 June, in Odessa, the professionals from the 83rd Centre for Information and Psychological Operations of the AFU made a staged footage of the results of an attack at a medical facility (Staroportofrankovskaya str., 46A) that had allegedly been carried out by the Russian Armed Forces. About 10 people have participated as actors, including children dressed in hospital pyjamas and civilian clothes with traces of blood. The participants of the staged footage simulated escaping from the hospital and were shouting: ‘The hospital is being bombed, save yourselves!’.
The area where the provocation was prepared had been cordoned in advance by police officers and the Security Service of Ukraine to prevent civilians from taking pictures with their mobile phones.
We warn in advance that these and other materials fabricated by the Kiev regime about the alleged ‘atrocities of the Russians’ are soon to be widely distributed through the Western and Ukrainian media, as well as Internet resources.
We emphasize again that the Russian Armed Forces treat the civilian population extremely humanely and do not strike at civilian infrastructure during the special military operation, unlike the Ukrainian armed groups.
According to reliable information, under the pretext of the alleged security providing for civilians, the Ukrainian authorities have blocked all exits from their controlled settlements towards the liberated territories of the people’s republics of Donbas, Zaporozhye, Nikolayev, Kharkov and Kherson regions, thus endangering civilians and forcing them to evacuate to western parts of Ukraine on their own. The hypocritical statements by official Kiev on the need to organise humanitarian corridors to the AFU-controlled areas are considered as attempts to win time for redeploying and restoring the combat capabilities of its troops. At the same time, militants of nationalist battalions have organised total supervision of civilians at the checkpoints in the cities of Dnepr and Zaporozhye. All citizens suspected of being loyal to Russia or condemning the Kiev regime (having conversations or calls to Russian numbers in their phones, subscriptions to pro-Russian channels in social networks and messengers) are physically assaulted by neo-Nazis and transported to an unknown destination for allegedly further proceedings. From 1 to 16 June 2022, the fates of 367 detainees are still unknown to their families and friends: most of them are women and teenagers.
The Ukrainian authorities have thus confirmed again that the civilians who follow an alternative point of view on the situation in the country are ‘second-class citizens’ like the population of eastern Ukraine. At the same time, the countries of the so-called civilised West are well aware of the criminal acts committed by the Kiev regime, but continue to hide this information from their own citizens.
We urge the countries of the international community, the United Nations, the OSCE, the International Committee of the Red Cross and other international organisations to influence the authorities in Kiev to unconditionally comply with international humanitarian law with regard to the civilian population.
Despite all the difficulties and obstacles imposed by the Ukrainian side, 20,749 people have been evacuated from dangerous areas of Ukraine and Donbass over the past 24 hours, including 3,353 children, and in total, since the beginning of the special military operation, 1,885,696 people have already been evacuated, including 300,340 are children.
The state border of the Russian Federation has been crossed by 282,418 private motor vehicles, including 4,154 over the past 24 hours.
More than 9,5 thousand temporary accommodation centres continue to operate in the regions of the Russian Federation. The arriving refugees are individually attended and promptly assisted in resolving vital issues related to their further accomodation, employment, providing children with pre-school and educational services, as well as supplying with social benefits and allowances.
Over the past 24 hours, the hotline of the Interdepartmental Coordination Headquarters of the Russian Federation for Humanitarian Response, federal executive authorities, regions of the Russian Federation and various non-governmental organisations have received 53 requests to evacuate to Russia, the Donetsk and Lugansk people’s republics, as well as to the Russian Armed Forces-controlled areas of Zaporozhye, Nikolaev, Kharkov and Kherson regions. In total, the database contains 2,758,189 appeals of this kind from 2,139 settlements in Ukraine and Kiev-controlled territories of the Donbas republics.
In addition, 70 foreign vessels from 16 countries remain blocked in six Ukrainian ports (Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhniy). The threat of shelling and high mine danger posed by official Kiev prevent vessels from entering the high seas unhindered.
As a result of a series of measures taken by the Russian Navy, the Mariupol harbour has been cleared of mines, the port infrastructure is routinely under reconstruction.
The Armed Forces of the Russian Federation have created the necessary conditions for the operation of two maritime humanitarian corridors that constitute safe lanes for navigation:
in the Black Sea (every day from 08:00 AM to 07:00 PM) to leave Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhnyi ports towards south-west from Ukraine’s territorial sea, 139 miles long and 3 miles wide;
in the Sea of Azov (uninterruptedly) to leave Mariupol port, 115 miles long and 2 miles wide, towards the Black Sea.
Detailed information on the modus operandi of the maritime humanitarian corridors is broadcast daily every 15 minutes by VHF radio on 14 and 16 international channels in English and Russian.
The Kiev authorities continue to avoid engaging with representatives of states and ship-owning companies to resolve the issue of ensuring the safe passage of foreign vessels to the assembly area.
The danger to navigation from Ukrainian mines drifting off their anchors along the coasts of Black Sea states remains.
The Russian Federation is taking a full range of comprehensive measures to ensure the safety of civilian navigation in the waters of the Black Sea and the Sea of Azov.
Demining detachments of the Russian Armed Forces and the EMERCOM of Russia are carrying out land and facility clearance tasks in the territory of the Donetsk and Lugansk people’s republics.
In total, 3,175.03 ha of terrain, 35 buildings (including 13 socially important facilities), 1 bridge and 9.64 km of roads have been explored. 25,966 explosive remnants have been detected and neutralised, including 4,707 over the past 24 hours.
Federal executive authorities, in coordination with the regions of the Russian Federation, various public organizations, patriotic movements, continue to accumulate humanitarian aid. More than 35 thousand tonnes of basic necessities and food kits, including baby food and life-saving medicines, have been prepared at collection points.

among political parties and non-profit organisations: United Russia, the All-Russian Public Movement ‘People’s Front’, the All-Russian Public Organisation of Veterans ‘Battle Brotherhood’, the autonomous non-profit organisation to support humanitarian programmes ‘Russian Humanitarian Mission’, the Open Joint Stock Company ‘Russian Railways’, the State Space Corporation ‘Roscosmos’ and the All-Russian Public State Organisation ‘Union of Russian Women’.
Since March 2, 31,991.3 tonnes of humanitarian cargo have already been delivered by the Russian Federation to Ukraine, 1,173 humanitarian campaigns have been carried out, including 9 campaigns in the Donetsk and Lugansk people’s republics, the Kharkov and Kherson regions, during which 750 tonnes of humanitarian aid were distributed to the civilian population of the liberated areas.
On June 16, 2022, 5 humanitarian campaigns are being carried out in the Donetsk and Lugansk people’s republics, in Kharkov and Kherson regions, during which 570.8 tonnes of basic necessities, medicine and food are distributed.
