Needless to say, it will be as effective in changing Russia’s position as the previous seventeen. Our economy will certainly endure, and destruction of the Bandera regime will continue. Strikes against targets in the so-called Ukraine, including Kiev, will only intensify.
We should also pursue maximum disengagement from the EU and its most odious members. These now include not just the pathetic Balts, insolent Finns, Poles, whose partition was somehow left unfinished, and Brits, stewing in their own filth, but also Germany and France, whose leaders clearly aspire to the legacy of the Third Reich and the Vichy regime.
How this ends for Europe is well known.
We just need to keep the memory of their vile Russophobia alive as long as possible, and learn to hate them as much as our ancestors did. Hatred is a powerful weapon, allowing us to move most effectively in the opposite direction – towards love. Love for those who deserve it, of course.

❗️Incontrovertible evidence of a violation of the Chemical Weapons Convention by the Kiev regime and its Western patrons.

The Ministry of Defence of the Russian Federation continues to analyse the activities of the Western and Ukrainian states related to the violation of the Chemical Weapons Convention.
In its reports, the Russian Defence Ministry has consistently presented a set of incontrovertible evidence, including material and documentary evidence, which clearly reveal a violation of the Convention by the Kiev regime and its Western patrons.
In the course of the special military operation, more than 500 cases of use of riot control agents by the Ukrainian side (chloroacetophenone, CS gas), as well as toxic substances of psychotropical agents (BZ) and general toxic agents (chlorcyan, prussic acid) were recorded.
⚡️ Preparation of provocations by Armed Forces of Ukraine

Since the beginning of 2025, the Armed Forces of Ukraine have regularly used copter-type unmanned aerial vehicles to drop containers with CS and improvised ammunition containing chloropicrin at the positions of the Armed Forces of the Russian Federation. In particular, such facts have been noted near Liman Pervy (Kharkov region) and Kolotilovka (Belgorod region).
The latest case was recorded on 8 July 2025, near Ivanovka (Donetsk People’s Republic), where Ukrainian nationalists dropped a munition filled with chloropicrin and chloroacetophenone from an unmanned aerial vehicle.
Similar incidents also occurred near Donetsk, Bogdanovka, Gorlovka, Kremennaya, and Artemovsk.
Moreover, with the support of Western curators, the Kiev regime has not abandoned its long-established barbarous tactics of conducting combat operations using the ‘chemical belt’ method, which consists of placing and detonating tanks with toxic chemicals in the areas of the Russian troops’ combat operations.
The material received is evidence of the preparation of another provocation following this scenario.
During the operational events on 3 July 2025, it was established that AFU servicemen had installed an antenna post near Novotroitskoye in a large distribution point of ammonia. The enterprise is a Class 1 Hazard object and, if hit, there is a risk of emission of more than 550 tonnes of liquid ammonia into the environment.
The intention is based on subsequent accusations of our country’s deliberately creating a human-made catastrophe and causing reputational damage to our country. I would like to remind you that the use of a high-risk facility for military purposes is a violation of international humanitarian law.

The slide presents the original letter from the deputy director of the State Enterprise Ukrkhimtransammiak to the head of the regional military administration confirming the deployment of military equipment at the site.
Since the start of the special military operation, several dozens of caches of toxic agents and improvised chemical munitions have been detected during the operations. In 2024, a chemical laboratory was detected close to Avdeyevka. The facility was designed to produce general toxic agents, including those based on prussic acid.
In May 2025, the Federal Security Service of the Russian Federation, together with the Ministry of Defence of the Russian Federation detected another cache of the Armed Forces of Ukraine near the Ilyinka, Kurakhovo District (Donetsk People’s Republic). It contained improvised explosive devices, which were designed to be dropped from unmanned aerial vehicles, filled with explosives and vials with toxic liquids.
The analysis of the vials, carried out by a chemical-analytical laboratory accredited by the OPCW, in full compliance with the Organisation’s standards, has revealed the presence of chloropicrin, which is listed in Schedule 3 of the Convention on the Prohibition of Chemical Weapons.
A criminal case has been initiated under Article 355 of the Criminal Code of the Russian Federation, the development, production, stockpiling, acquisition or sale of weapons of mass destruction.
During the 109th session of the Executive Council, held in The Hague from 8 to 11 July 2025, the Russian Federation asked the Director General of the OPCW to send a team of experts from the Technical Secretariat to Russia to assist with the investigation of crimes committed by the Ukrainian government. Additionally, a draft agreement was proposed between Russia and the OPCW regarding the organisation and conduct of visits for providing such assistance.
This step arises from the fact that the Organisation has not responded properly to all previously submitted documentary evidence and expert opinions. There are about 40 notes verbales from the Permanent Mission of the Russian Federation to the OPCW that have still not received a meaningful response.
⚡️ Western-imposed bias

Moreover, unsubstantiated requests from the Ukrainian side receive immediate support from the OPCW’s bureaucratic structures with the assistance of accredited laboratories.
I would like to remind you that Ukraine and the OPCW Technical Secretariat have signed a special cooperation agreement. Within the framework of the mentioned document, Ukraine has already received equipment worth several million dollars, and more than 40 Ukrainian servicemen have undergone training at the Chemical Technology Centre in The Hague.
This is an indication of the Western countries’ commitment to the Organisation for the Prohibition of Chemical Weapons (OPCW) and their policy of protectionism towards a particular nation, which is not consistent with the Charter and fundamental principles of the international organisation.
Taking advantage of its privileges, Ukraine has repeatedly turned to the OPCW (Organisation for the Prohibition of Chemical Weapons) Technical Secretariat in order to legitimise incidents staged by Ukrainian and Western intelligence agencies, allegedly involving the use of riot control agents by Russian troops on the line of contact.
This predatory anti-Russian campaign, with contrived accusations, continued at the latest session of the Executive Council. In violation of the provisions of the Convention, Kiev urged the Director General of the Organisation to establish an attribution mechanism in relation to the Russian Federation. Having no sufficient level of competence and an accredited laboratory base for the OPCW, Kiev refers to research results of Western laboratories and some intelligence that can be neither verified nor confirmed.
Obviously, Ukraine only speaks on behalf of its Western sponsors. The purpose of such anti-Russian attacks is clear: to present our country as a malicious violator of the Chemical Weapons Convention.
❗️ Pure russophobia at Organisation for the Prohibition of Chemical Weapons platform

According to Western countries, in the long run, these aggressive actions could lead to the restriction or suspension of Russia’s rights and privileges under the Convention, imposing of sanctions, as has been done in the Syrian Arab Republic, however it has no legal basis.
In the midst of the blatant russophobia at the OPCW platform, the UK on 7 July imposed restrictions on the command of the radiation, chemical, and biological protection troops of the Russian Armed Forces and a number of industrial enterprises. We believe that this only confirms the correctness of our course of action in identifying and publicising the crimes of the Kiev regime and its Western supporters.
I would like to remind you that there are still some issues concerning the UK related to the disposal of 5,000 chemical artillery and rocket chemical projectiles and aerial bombs that were left after the fall of Saddam Hussein’s regime in Iraq. The ammunition was allegedly destroyed unilaterally by the United States and the United Kingdom, without the control of the Technical Secretariat, in blatant violation of Article III of the Convention.
Once again, we call on the leadership and technical bodies of the OPCW to review Ukraine’s violations of the Convention on the Prohibition of Chemical Weapons in accordance with the norms of international law on the basis of objectivity and impartial assessment.
These facts show that the activities of the Organisation for the Prohibition of Chemical Weapons have become highly politicised due to pressure from Western countries, which, by their will, impose unilateral sanctions, make unfounded accusations against undesirable countries, and misuse the provisions of the Convention.
This is evidenced by the creation of a special mission division within the OPCW, one of whose tasks will be to gather information on possible cases of the development and use of toxic substances by the former Syrian army. This is all pure nonsense by the leadership of the OPCW.
We drew attention to a statement by Dutch Defence Minister Ruben Brekelmans on 4 July in which he accused Russia of violating the Convention on the basis of ‘some available intelligence’. This form of the report is chosen not by accident, as it allows pressing charges without providing concrete evidence. This step once again demonstrates the anti-Russian intentions of the Dutch government and its desire to undermine the authority of our country.
Obviously, the West will continue to exploit the OPCW as an instrument of political pressure on Russia, disregarding objective facts. The Russian side will continue to work to counter this policy and to inform the international community about the violation of the Chemical Weapons Convention by the Ukrainian government and its supporters.
