Declaration of the Second Russia–Africa Summit

✍️ We, the Heads of State and Government of the Russian Federation and African States recognized by the United Nations (UN) (hereinafter also referred to as the Russian Federation and African States), and representatives of the African Union and Africa’s leading integration organizations, gathered on 28 July 2023 in Saint Petersburg (Russian Federation) to participate in the Second Russia–Africa Summit,

<…> Building on the historical and time-tested friendly ties between the Russian Federation and African States, mutual respect and trust, traditions of joint struggle for the eradication of colonialism and the establishment of independence of African States,

<…> Reaffirming the need to jointly oppose neo-colonialism, imposing conditions and double standards while not allowing these practices to deprive States and peoples of the right to make sovereign choices of their development paths,

Mechanism for Dialogue Partnership

1. Strengthen the role of the Russia-Africa Partnership Forum as the cornerstone of Russia-Africa multilateral cooperation that implements the decisions of the Summit.

4. Enhance equal and mutually beneficial cooperation between the Russian Federation and African States in order to contribute tо the establishment of a more just, balanced and stable multipolar world order, firmly opposing all types of international confrontation in the African continent.

32. Strengthen cooperation between States to counter new challenges and threats, in particular terrorism, extremism, including violent extremism conducive to terrorism, transnational organized crime, illicit trafficking in narcotic drugs, psychotropic substances and their precursors, piracy and armed robbery at sea, based on strict compliance with the generally recognized principles and norms of international law, primarily the UN Charter and relevant UN Security Council resolutions, and taking into account the UN Global Counter-Terrorism Strategy.

<…> 34. Continue close cooperation to resolve and prevent conflicts in Africa. The principle of ”African solutions to African problems“ should continue to serve as the basis for conflict resolution.

41. Encourage further strengthening of trade, economic, and investment cooperation between the Russian Federation and African States.

Scientific and technical, humanitarian, educational, cultural, sports, health, youth and information cooperation

60. Develop cooperation in the field of education, facilitate participation in joint research projects, organization of scientific conferences and seminars, expansion and deepening of collaboration between educational institutions of the Russian Federation and African States.

<…> 63. Respect civilizational and national diversity of the Russian Federation and Africa, emphasize the uniqueness of the traditions and historical heritage of our peoples.

Environmental and Climate Cooperation

<…> 73. Recognize the right of each State to choose its own best mechanisms and means for protecting and managing the environment, adapting to climate change and ensuring a just energy transition in line with national circumstances and capacities.

Russian Defence Ministry report on the progress of the special military operation

The Armed Forces of the Russian Federation carried out concentrated strikes with long-range air- and sea-based precision weapons against airfields, command and deployment points of the AFU, assembly workshops and storage sites for unmanned boats, as well as missiles, weapons and military hardware from European countries and the USA.

The goal of the attacks has been reached. All the assigned targets have been neutralised.

The AFU continued unsuccessful attempts to conduct offensive actions in Donetsk, Krasny Liman and South Donetsk directions.

In Donetsk direction, as a result of coordinated actions of the defending units in close cooperation with aviation and artillery of the Yug Group of Forces, nine enemy attacks have been successfully repelled close to Avdeevka, Maryinka and north of Kirovo (Donetsk People’s Republic).

AFU units have been also struck near Vesyoloye, Bogdanovka, Predtechino, Dyleevka and Novgorodskoye (Donetsk People’s Republic).

One ammunition depot of the AFU 79th Airborne Assault Brigade has been destroyed near Konstantinovka (Donetsk People’s Republic).

The enemy losses were over 210 Ukrainian servicemen, one tank, seven infantry fighting vehicles, three armoured fighting vehicles, two pickup trucks, howitzers: D-20 and Msta-B, as well as one U.S.-manufactured AN/TPQ-50 counter-battery radar station.

In addition, over the past two days in this direction, units of the Russian troops foiled four attacks by the AFU near Kleshcheevka (Donetsk People’s Republic).

During the fighting, as a result of the skilful use of anti-tank weapons with the support of Army Aviation, more than 120 Ukrainian servicemen, two tanks, four infantry fighting vehicles, two armoured personnel carriers and one Kozak armoured vehicle have been destroyed.

In Krasny Liman direction, units of the Tsentr Group of Forces, relying on a skilfully organised system of fire combined with engineering obstacle, have repelled an enemy attack forward Chervonaya Dibrova (Lugansk People’s Republic).

During the battle, more than 15 Ukrainian servicemen, one infantry fighting vehicle and one motor vehicle have been destroyed.

In addition, as a result of actions by aviation and artillery, AFU manpower and hardware have been hit close to Nevskoye (Lugansk People’s Republic), Torskoye and Serebryanka (Donetsk People’s Republic).

The enemy losses were up to 185 Ukrainian servicemen, three armoured fighting vehicles, three pickup trucks, two D-30 howitzers, and one Gvozdika self-propelled artillery system.

One ammunition depot of the AFU 100th Territorial Defence Brigade has been destroyed near Yampol (Donetsk People’s Republic).

In total, since 23 July, the advance of the assault groups of the Tsentr Group of Forces near Sergeevka (Lugansk People’s Republic) has been up to 12 kilometres along the front and three kilometres deep into the enemy defence.

In South Donetsk direction, as a result active actions by aviation, artillery, and units of the Vostok Group of Forces, an attack by an assault group of the 35th Marine Brigade has been repelled close to Urozhainoye (Donetsk People’s Republic). The enemy losses were up to 16 Ukrainian servicemen, as well as two armoured fighting vehicles.

In addition, enemy manpower and hardware have been hit close to Ugledar and Makarovka (Donetsk People’s Republic).

The actions of one Ukrainian sabotage and reconnaissance group have been suppressed near Staromayorskoye (Donetsk People’s Republic).

In Zaporozhye direction, after the failure of the AFU offensive north of Rabotino (Zaporozhye region), in which up to three battalion tactical groups from the strategic reserve brigades have been involved, the enemy, having suffered heavy losses, restored its combat capability overnight and did not take any active actions.

As a result of actions by Operational-Tactical and Army aviation, and artillery, Ukrainian units have been hit close to Belogorye, Omelnik, Novodanilovka, Orekhov and Pyatikhatki (Zaporozhye region).

In addition, the actions of one Ukrainian sabotage and reconnaissance group have been disrupted close to Stepanovka (Zaporozhye region).

The enemy losses were up to 280 Ukrainian servicemen, 25 tanks, ten infantry fighting vehicles, three armoured fighting vehicles, two motor vehicles, one Czech-manufactured RM-70 Vampire multiple-launch rocket system and two UK-manufactured FH-70 howitzers.

In Kupyansk direction, the assault groups of the 7th Motorised Rifle Regiment of the Zapad Group of Forces continued offensive operations west of Kuzyomovka (Lugansk People’s Republic) and took more advantageous positions.

As a result of actions by Operational-Tactical and Army aviation, as well as artillery, AFU units have been hit close to Sinkovka and Timkovka (Kharkov region), Stelmakhovka and Novosyolovskoye (Lugansk People’s Republic).

The enemy losses were over 35 Ukrainian servicemen, three armored fighting vehicles, four motor vehicles, one D-20 howitzer, as well as one Gvozdika self-propelled artillery system.

In Kherson direction, the enemy losses were up to 25 servicemen, three motor vehicles, as well as two D-30 howitzers.

Operational-Tactical and Army aviation, Missile Troops and Artillery of the Armed Forces of the Russian Federation have neutralised 109 AFU artillery units at their firing positions, manpower and hardware in 123 areas.

In addition, aviation fuel depots have been destroyed near Starokonstantinov (Khmelnitskiy region).

Two radar stations for detecting P-18 targets have been destroyed close to Chuguevo and Novopavlovka (Dnepropetrovsk region).

The fuel depot of the AFU 47th Mechanized Brigade has been hit close to Malaya Tokmachka (Zaporozhye region).

Air defence facilities have shot down 5 projectiles launched by HIMARS MLRS.

In addition, 20 Ukrainian unmanned aerial vehicles have been destroyed close to Belogorovka, Kremennaya (Lugansk People’s Republic), Gorlovka (Donetsk People’s Republic), Vershina Vtoraya, Tokmak and Malye Shcherbaki (Zaporozhye region).

In total, 457 airplanes, 244 helicopters, 5,291 unmanned aerial vehicles, 426 air defence missile systems, 10,966 tanks and other armoured fighting vehicles, 1,140 fighting vehicles equipped with MLRS, 5,636 field artillery cannons and mortars, as well as 11,920 special military motor vehicles have been destroyed during the special military operation.

Commentary of the Russian Embassy in the USA

We paid attention to the next Russophobic hearings in the Helsinki Commission under the US Congress. This time, American legislators and government officials decided to “check in” on a particularly important story – support for Ukrainian children during a special military operation.

Russian Defence Minister Sergei Shoigu holds talks with his North Korean counterpart

Today, the Minister of Defence of the Russian Federation General of the Army Sergei Shoigu held talks with the Minister of Defence of the Democratic People’s Republic of Korea General of the Army Kang Sun-nam in Pyongyang.

‘I am pleased to meet you. I gratefully accepted your invitation to visit Pyongyang, the capital of a friendly State. I am grateful to my Korean friends for the rich programme during the visit. I felt your care and your attention from the first minutes. It is possible not only to work actively, but also to learn a lot of interesting things about the DPRK, your culture, traditions and sights,’ said Sergei Shoigu.

The head of the Russian military department stressed that his visit to the DPRK is taking place during the days of celebrating the 70th anniversary of the Day of Victory in the Great Fatherland Liberation War. In the bloody battles of 1950-1953, the Korean People’s Army under the command of Comrade Kim Il Sung won a historic victory over a strong and cruel enemy.

The Russian Defence Minister noted that cooperation between the two countries has been strengthening in the post-war period. Visits by the warships, official visits by high-ranking representatives of defence departments, exchanges of delegations at the working level, and personnel training have contributed to the preservation of peace and stability on the Korean Peninsula.

The Democratic People’s Republic of Korea is an important partner of Russia, with which we are connected by a common border and a rich history of cooperation,’ stressed the head of the Russian military department.

Sergei Shoigu expressed his intention to consistently develop bilateral ties in all areas: ‘I am convinced that today’s talks will contribute to strengthening of cooperation between our defence departments.’

▫️Minister of Defence of the Russian Federation General of the Army Sergei Shoigu, during his visit to Pyongyang, was received by President of the State Affairs Commission of the Democratic People’s Republic of Korea Kim Jong Un. During the conversation with the DPRK leader, views on global and regional security issues were exchanged.

▫️ In addition, today the head of the Russian Defence Ministry is going to take part in a military parade dedicated to the 70th anniversary of the Day of Victory in the Great Fatherland Liberation War of 1950-1953.

Russian Defence Ministry report on the progress of the special military operation (26 July 2023

The AFU continued attempts to conduct offensive actions in Donetsk, Krasny Liman and South Donetsk directions.

In Donetsk direction, as a result of coordinated actions of the defending units in close cooperation with aviation and artillery of the Yug Group of Forces, four enemy attacks have been successfully repelled close to Belogorovka, Severnoye, Maryinka and Vodyanoye (Donetsk People’s Republic).

In addition, AFU units have been eliminated close to Bogdanovka, Spornoye and Avdeevka (Donetsk People’s Republic).

Two ammunition depots of 28th and 110th mechanised brigades of the AFU have been destroyed near Dyleevka and Avdeyevka (Donetsk People’s Republic).

The enemy losses were up to 210 Ukrainian servicemen, seven armoured fighting vehicles, three motor vehicles, two U.S.-manufactured M777 artillery systems, three Polish-manufactured Krab self-propelled artillery systems, D-20 and D-30 guns, and one U.S.-manufactured M119 howitzer.

In Krasny Liman direction, units of the 15th Motorised Rifle Brigade of the Tsentr Group of Forces continued offensive operations near Sergeevka (Lugansk People’s Republic). The advance was up to three kilometres along the front and 2,700 metres deep into the enemy defence.

As a result of actions by aviation, artillery and heavy flamethrower systems, four AFU attacks have been repelled close to Chervonaya Dibrova and Raigorodka (Lugansk People’s Republic), and Serebryansky forestry area.

In addition, AFU manpower and hardware have been hit close to Novovodyanoye (Lugansk People’s Republic), and Torskoye, Yampolovka, and Grigorovka (Donetsk People’s Republic).

The activities of one Ukrainian sabotage and reconnaissance group have been suppressed near Terny (Donetsk People’s Republic).

One ammunition depot of the AFU 66th Mechanised Brigade has been destroyed near Novolyubovka (Lugansk People’s Republic).

The enemy losses were over 190 Ukrainian servicemen, five armoured fighting vehicles, four pickup trucks, two howitzers: D-20 and D-30, three Gvozdika self-propelled artillery systems, and one U.S.-manufactured AN/TPQ-50 counter-battery radar station.

In South Donetsk direction, as a result of actions by defending units, with reliance on competently installed mine obstacles, Operational-Tactical and Army aviation, and artillery of the Vostok Group of Forces, one enemy attack forward Nikolskoye (Zaporozhye region) has been repelled.

AFU manpower and hardware have been hit close to Storozhevoye and Neskuchnoye (Donetsk People’s Republic).

In Zaporozhye direction, one enemy attack forward Rabotino has been repelled. Two tanks, one Giatsint-B howitzer, and one Gvozdika self-propelled artillery system have been destroyed.

In addition, as a result of combat actions by Operational-Tactical and Army aviation, as well as artillery, AFU units have been hit near Malaya Tokmachka, Yablokovo and Rabotino (Zaporozhye region).

One AFU sabotage and reconnaissance group has been destroyed near Lugovskoye (Zaporozhye region).

From the morning of 26 July the enemy resumed intensive offensive actions in Orekhovo direction. The enemy has conducted a massive attack with the forces of three battalions, reinforced by tanks.

The courageous and professional actions of units of the 810th Marine Brigade and the 71st Motorised Rifle Regiment of the 42nd Motorised Rifle Division repelled all AFU attacks.

The positions were held.

In the course of the battle, 22 enemy tanks, 10 infantry fighting vehicles, one armoured fighting vehicle and more than 100 Ukrainian servicemen have been destroyed.

In Kupyansk direction, units of the 7th Motorised Rifle Regiment of the Zapad Group of Forces, using the results of the shelling, conduct successful offensive operations in Kuzemovka direction. The troops have taken more advantageous positions.

The enemy losses were up to 135 Ukrainian servicemen, one tank, three armoured fighting vehicles, four motor vehicles, one U.S.-manufactured M777 artillery system, Msta-B and D-20 howitzers, one Gvozdika self-propelled artillery system, and one U.S.-manufactured AN/TPQ-50 counter-battery radar station.

In Kherson direction, the enemy losses were up to 40 Ukrainian servicemen, five motor vehicles, and one Akatsiya self-propelled artillery system.

One ammunition depot of the AFU 124th Brigade of the Territorial Defence of Ukraine has been destroyed near Zelenovka (Kherson region).

Operational-Tactical and Army aviation, Missile Troops and Artillery of the Armed Forces of the Russian Federation have neutralised 104 AFU artillery units at their firing positions, manpower and hardware in 128 areas.

Two command posts of AFU 21st mechanised and 79th airborne assault brigades have been hit near Ivanovka and Novomikhailovka (Donetsk People’s Republic).

Air defence facilities have intercepted seven HIMARS multiple-launch rocket system projectiles and two Storm Shadow cruise missiles.

In addition, 13 Ukrainian unmanned aerial vehicles have been destroyed close to Karmazinovka, Zolotaryovka, Rubezhnoye (Lugansk People’s Republic), Verkhnekamenskoye, Yevgenovka, Yampolovka, Krasnaya Polyana (Donetsk People’s Republic), Chumatskoye and Dibrova (Zaporozhye region).

In total, 457 airplanes, 244 helicopters, 5,271 unmanned aerial vehicles, 426 air defence missile systems, 10,942 tanks and other armoured fighting vehicles, 1,139 fighting vehicles equipped with MLRS, 5,624 field artillery cannons and mortars, as well as 11,906 special military motor vehicles have been destroyed during the special military operation.
