▫️ Successful offensive of Central group of troops commanded by Colonel General Aleksandr Lapin have resulted in establishing contol in Verkhnekamenka, Zolotaryovka, Belogorovka, reaching Seversky Donets river and having cordoned Lisichansk in coordination with Southern group of troops commanded by General of the Army Sergey Surovikin.

▪️ Ukrainian group of troops has been completely isolated in this pocket. 38 Ukrainian servicemen, whose major part constitute local residents forcibly mobilised by the Armed Forces of Ukraine (AFU), have surrendered in this area just over the past 48 hours.

▫️ Russian troops and units of the Lugansk People’s Republic are fighting near Lisichansk and defeating the isolated enemy. Novodruzhevsk, Maloryazantsevo and Belaya Gora located near Lisichansk had been liberated over the past day.

▪️ The enemy suffers considerable losses on all fronts.
54th Mechanised Brigade of the AFU has lost over 60 per cent of personnel and equipment near Maryinka (Donetsk People’s Republic) during several days. The rest of the personnel is demoralised and refuse to fulfil combat tasks.

💥✈️ High-precision attacks launched by Aerospace Forces near the eastern part of Kharkov has resulted in the elimination of provisional base of 127th Separate Territorial Defence Brigade.

💥 The attack has resulted in the elimination of over 100 Ukrainian servicemen and 15 units of equipment.

💥 Up to 120 ‘soldiers of fortune’ have been eliminated by an attack launched by Russian Aerospace Forces at a base of foreign mercenaries.

❗️ Today, on July 3, 2022, the Minister of Defence of the Russian Federation General of the Army Sergey Shoigu reported to the Supreme Commander-in-Chief of the Russian Federation Armed Forces, V.Putin, on the liberation of the Lugansk People’s Republic.

▫️ According to the report, the successful operations of the Russian Federation Armed Forces in coordination with the units of People’s Militia of the Lugansk People’s Republic, have resulted in establishing the total control in Lisichansk and various nearby settlements; the largest of them are Belogorovka, Novodruzhesk, Maloryazantsevo and Belaya Gora. The total area of the settlements liberated over the past 24 hours is 182 square kilometres.

The reason the West is doing this is not important for what I am saying right now. The fact is that the west has destroyed the food situation for the world and now it is totally up to the East to resupply the world with a new system and food availability…

Russian Minister for Agriculture Dmitry Patrushev said, “The country’s grain harvest could reach 130 million tons this year, which would be enough to cover both domestic needs and ensure export potential.”

Therefore, I can verify that as of right this minute, I have watched an unbelievable farming resurrection within Russia. This year alone every field for a 1000 kilometers around where I am staying in the Tiny Russian Village, has been developed and is growing wheat, sunflowers, soybeans, sweet peas and more. New hog farms being built, new chicken farms and old farms that had gone into decay are springing back up again. I see new roofs on old farm buildings, new structures, new equipment and the air is wafting with multiple crop dusters and tractors run 24 hours a day…

The part of Russia I am seeing has become root based farming again. It is truly an amazing sight to behold. Right now, driving anywhere is to see endless waves of grain being grown. Wheat has become life again. As it should never ever have been let to lax in the first place…

🔹 in Kharkov, in the technical lyceum №173, neo-Nazis from Ukrainian armed groups have deployed a strongpoint, armoured equipment and artillery;

🔹 in Konstantinovka, Donetsk People’s Republic, in the residential buildings, AFU servicemen have deployed their firing positions, armament and munitions depots, as well as howitzers and MRLS at the local children’s playground, while the residents have been restricted from leaving their apartments under the pretext of security.

❗️ These acts commited by Ukrainian authorities show again their inhumane treatment to the lives of Ukrainian citizens and total disregard to all moral norms and principles of the international humanitarian law. Statement of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response (July 1, 2022)…

The Russian Federation’s Joint Coordination Headquarters for Humanitarian Response, in coordination with designated federal executive authorities, continues to carefully record the facts of the inhumane treatment of civilians and use of residential buildings, educational institutions, cultural buildings and other social infrastructure facilities for military purposes by Ukrainian armed groups:

in Zaporozhye, in the Children’s Art Palace (Zaporozhskaya sq.), nationalists have deployed a strongpoint, an armament and munitions depot, as well as firing and sniper positions along the perimeter of the institution and at the upper floors of nearest residential buildings;in Kramatorsk, Donetsk People’s Republic, in the residence of technological vocational school (Uralskaya st.) and in the gymnasium №1 (Arkhangelskaya st.), militants of Ukrainian nationalist groups have deployed barracks, as well as armoured equipment and large-calibre artillery at Yubileyny park;

in Bakhmut, Donetsk People’s Republic, in the industrial vocational college (Chaykovskogo st.), AFU units have deployed provisional bases, as well as armoured equipment, mortar positions and heavy artillery at the adjacent territory. Militants restrict local residents to leave their houses, all their attempts to evacuate to safe areas are severely suppressed.

These facts show the inhumane treatment of the Ukrainian authorities to the civilian population and their total disregard to the international humanitarian law. Despite the repeated statements by the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, this kind of cynical acts committed by the Kiev regime have been ignored by the international society until now.

In addition, according to reliable information, the Kiev regime is preparing another provocation in Odessa for accusing Russian Armed Forces of assassination civilians (including minors) and deliberate destroying civilian infrastructure using cluster munitions prohibited by international agreements.

In order to implement this provocation, up to 20 representatives of foreign mass media, as well as employees of the United Nations International Children’s Emergency Fund (UNICEF) had been transported to Odessa from June 26 to 28, 2022.

In case of attacks launched by units of Russian Armed Forces at the bases of Ukrainian armed groups, the military administration of Odessa region plans to simulate the destruction of a social facility where a crowd of actors (up to 30 anti-Russian activists) have been prepared to play the role of murdered and wounded people. All the participants of the staged scenes are to be paid 500 USD, while each of them has already been paid 100 USD in advance.

We warn the international society and organisations that this and other similar fakes about the alleged atrocities of the Russians fabricated by Ukrainian authorities with support of western supervisors are planned to be widespread in mass media. We emphasise again that the Russian Federation Armed Forces do not launch attacks at civilian infrastructure facilities and treat civilians with an exclusive humanity during the special military operation.

Over the past 24 hours, without the participation of the Ukrainian authorities, 22,118 persons (including 3,191 children) have been evacuated from the dangerous areas of Ukraine and the republics of Donbas; in total, since the beginning of the special military operation: 2,235,805 persons (346,523 children).

The state border of the Russian Federation has been crossed by 346,523 private motor vehicles, including 2,900 over the past 24 hours.

More than 9,5 thousand temporary accommodation centres continue to operate in the regions of the Russian Federation. The arriving refugees are individually attended and promptly assisted in resolving various issues related to their further accomodation, employment, providing children with pre-school and educational services, as well as supplying with social benefits and allowances.

The hotline of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, federal executive authorities, regions of the Russian Federation and various non-governmental organisations have received 37 requests to evacuate to Russia, the Donetsk and Lugansk people’s republics, as well as to the Russian Armed Forces-controlled areas of Zaporozhye, Nikolaev, Kharkov and Kherson regions. In total, the database contains 2,758,886 appeals of this kind from 2,139 settlements in Ukraine and Kiev-controlled territories of the Donbas republics.

In addition, 70 foreign vessels from 16 countries remain blocked in six Ukrainian ports (Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhniy). The threat of shelling and high mine danger posed by official Kiev prevent vessels from entering the high seas unhindered.

As a result of a series of measures taken by the Russian Navy, the Mariupol harbour continues being under mine clearance works, the port infrastructure is routinely under reconstruction.

The Armed Forces of the Russian Federation have created the necessary conditions for the operation of two maritime humanitarian corridors that constitute safe lanes for navigation:
in the Black Sea (every day from 08:00 AM to 07:00 PM) to leave Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhnyi ports towards south-west from Ukraine’s territorial sea, 139 miles long and 3 miles wide;

in the Sea of Azov (uninterruptedly) to leave Mariupol port, 115 miles long and 2 miles wide, towards the Black Sea.
Detailed information on the modus operandi of the maritime humanitarian corridors is broadcast daily every 15 minutes by VHF radio on 14 and 16 international channels in English and Russian.

Moreover, the Russian Federation contributes to the efforts of the United Nations Organisation to organise a humanitarian corridor for transporting agricultural products from Ukraine.

As a goodwill gesture, on June 30, 2022, the garrison of Russian Armed Forces that had operated in Snake Island was withdrawn. This act completely reveals all the speculations of Kiev about the impossibility of exporting grain due to the Russian control of the northwestern part of the Black Sea.

The Kiev authorities continue to avoid engaging with representatives of states and ship-owning companies to resolve the issue of ensuring the safe passage of foreign vessels to the assembly area.

Ukrainian side continues to evade demining the Black Sea coast in its shores, including the coastal waters. The danger to navigation from Ukrainian mines drifting off their anchors along the coasts of Black Sea states remains.

The Russian Federation is taking a full range of comprehensive measures to ensure the safety of civilian navigation in the waters of the Black Sea and the Sea of Azov.

Demining detachments of the Russian Armed Forces and the EMERCOM of Russia are carrying out land and facility clearance tasks in the territory of the Donetsk and Lugansk people’s republics.

In total, 3,683.57 ha of terrain, 35 buildings (including 13 socially important facilities), 2 bridges and 9.64 km of roads have been explored. 43,818 explosive remnants have been detected and neutralised.

Federal executive authorities, in coordination with the regions of the Russian Federation, various public organizations, patriotic movements, continue to accumulate humanitarian aid. More than 41 thousand tonnes of basic necessities and food kits, including baby food and life-saving medicines, have been prepared at collection points.

Since March 2, 38,366.1 tons of humanitarian cargo have already been delivered by the Russian Federation to Ukraine, 1,242 humanitarian campaigns have been carried out, including 6 campaigns in the Donetsk People’s Republic, Zaporozhye, Kharkov and Kherson regions, during which 214.7 tonnes of humanitarian aid were distributed to the civilian population of the liberated areas.

On July 1, 2022, 7 humanitarian campaigns are being carried out in the Donetsk and Lugansk people’s republics, in Kharkov and Kherson regions, during which 619 tonnes of basic necessities, medicine and food are distributed.

▫️ The Armed Forces of the Russian Federation continue successful offensive near Lisichansk. Over the past three days, Russian units have taken under control the Lisichansk oil refinery, the Matrosskaya coal mine, the Gelatine plant and the settlement of Topolevka. The allied forces have reached Lisichansk.

▪️ Ukrainian army is suffering big losses in this area. Only in Verkhnekamenka, over the past 24 hours, the enemy has lost more than 120 persons dead, as well as 70 in Verkhnekamenskoye.

▫️ The failures of the Armed Forces of Ukraine (AFU) at the combat area provoke an increase of the number of cases of desertion and evading to be involved in operations. There is an unorganised withdrawal of certain AFU units from Lisichansk.

▪️ The command conceals the facts of understaffing of units in every way possible. One of the battalions of 17th Tank Brigade that operates near Novaya Poltavka (Donetsk People’s Republic) is left with less than 20% of personnel from the authorised strength.

▫️ At the same time, the Kiev regime has found the ‘culprits’ for military failures of the AFU at another pocket in Donbass. The second unit of the State Investigative Bureau of Ukraine in Kramatorsk has initiated criminal proceedings against the commanders and 171 servicemen of 42nd Battalion from 57th Mechanised Infantry Brigade that had been defending in Gorskoye.

▪️ These servicemen were detained and taken to the temporary detention facility in Kramatorsk.

❗️ Russian Federation Armed Forces continue launching attacks at military facilities located in Ukraine.

💥 High-precision attacks launched by Russian Aerospace Forces have destroyed 2 command posts, 5 munitions depots near Ivano-Daryevka, Seversk (Donetsk People’s Republic), Belogorovka (Lugansk People’s Republic), Nikolayev, Lepetikha (Nikolayev region), as well as AFU manpower and military equipment in 26 areas.

💥 Within the counter-battery warfare, high-precision attacks launched by Russian Aerospace Forces have neutralised 2 MRLS plattoons and 2 artillery plattoons near Lesovka, Selidovo and Netaylovo that had been shelling the settlements of the Donetsk People’s Republic.

✈️💥 Operational-tactical and army aviation, missile troops and artillery have neutralised: 32 AFU command posts, 1 radar designed for detecting air targets near Katranka (Odessa region), 3 munitions depots near Spornoye (Donetsk People’s Republic), as well as manpower and military equipment in 297 areas.

▫️ Russian air defence means have shot down 2 Su-25 airplanes of Ukrainian Air Force near Barvenkov and Kurulka (Kharkov region).

📊 In total, 226 airplanes and 134 helicopters, 1,411 unmanned aerial vehicles, 353 anti-aircraft missile systems, 3,873 tanks and other armored combat vehicles, 699 combat vehicles equipped with multiple rocket-launching systems, 3,067 field artillery cannons and mortars, as well as 3,948 units of special military equipment have been destroyed during the special military operation.

Analysis of the documents related to the military-biological activity of the USA in Ukraine

The Ministry of Defence of the Russian Federation carries out its scheduled analytical work on the military-biological activity of the USA and its allies in various regions of the world, including Ukraine.

We have previously spoken about the experiments held by the employees of a laboratory in Merefa on the patients of a psychiatric clinic in Kharkov since 2019 to 2021. It has been noted that one of the organisers of this illegal activity was a US citizen Linda Oporto Al-Haroun.

The documents received during the special military operation have revealed that this kind of investigations has been carried out in Ukraine at least since 2011 and Al-Haroun repeatedly visited the branch of the Merefa laboratory built with funds of the Pentagon in Sorokovka, Kharkov region.

Despite the fact that this installation is provided with underground storage facilities and powerful ventilation systems, it is officially considered a company that produces food additives. At the same time, the site of the company bears clear signs of fictitiousness, while the equipment of the branch has been transported to the western regions of Ukraine under control of the Security Service of Ukraine (SSU).

It confirms our concerns about the numerous violations of the international humanitarian law in Ukraine that are also defined by the Nuremberg Code and the Helsinki Declaration of the World Medical Association. They include: the voluntary consent of an individual to participate in an experiment; informing about the investigation to be carried out; prevention of excessive physical and mental suffering during an experiment, as well as tortures, inhumane or degrading treatment.

According to the available information, highly active neuropeptides were tested on socially vulnerable citizens of Ukraine that caused irreversible damage to the central nervous system. This is a clear violation of the international treaties related to human rights.

We have already mentioned the role of the Scientific-Technological Centre of Ukraine (STCU) in the military-biological programme of the USA in Ukraine.

I would like to focus on the P-268 project. The National University named after Taras Shevchenko in Kiev and the Colorado State University were involved in its implementation.

Note STCU Executive Director Andrew Hood’s appeal to the U.S. Department of State to organise researches within the project. He states that ‘…more than 30% of the participants are former scientists experienced in developing weapons of mass destruction…’.

The objective of the project is to study viruses capable of infecting Aedes mosquitoes. According to the terms of reference, the viral preparation was produced by the institute in Kiev and delivered to the USA for aerobiological studies.

The interest of the American clients in mosquitoes of this species that are vectors of transmissible infections such as dengue fever, Zika and yellow fever is not accidental.

During the last major outbreak of yellow fever in Africa (in 2013), there were 170 thousand cases of the severe form of this disease, including 60 thousand that resulted in death.

Everyone remembers the smallpox virus contamination of blankets for Native Americans, the deliberate infection with the syphilis pathogen by Guatemalan citizens is less discussed while this fact has been admitted by the U.S. President Barack Obama. The use of pesticides during the Vietnam War is even less remembered, but the history of deliberate outbreaks in Cuba in the 1970s and 1980s is completely suppressed. At the same time, the use of Aedes mosquitoes as biological weapons, exactly the same ones operated by the U.S. military department, is recorded in the class action suit of Cuban citizens against the U.S. government and was submitted to the member States of the Biological Weapons Convention.

The class action notes that the 1981 dengue epidemic in Cuba that contaminated 345 thousand people and resulted in the death of 158 persons was the result of the spread of the second dengue virus serotype that had not previously been recorded in the Caribbean and had clear signs of a deliberate nature. Thus, the time of the attack (late January) was chosen in consideration of biological features of the life cycle of mosquito vectors and was optimal for the subsequent development of the epidemic process. In addition, the only place on the island where no cases have been reported was the U.S. Naval Base at Guantanamo due to pre-vaccination of soldiers against the dengue virus type 2.

An artificial outbreak of another viral disease, African swine fever (ASF), occurred in Cuba in 1971. During the epizootic, 500 thousand animals were eliminated and the country suffered a significant economic damage. Although no cases of ASF have been previously reported in the American continent nor in the Western Hemisphere in general, it was Cuba where the disease has appeared.

Former FBI official William Turner introduced some clarity to this issue by telling the Newsday that the CIA delivered a container of ASF agent from Fort Gulick in Panama and transferred it off the coast of Cuba to a fishing vessel. He precisely indicated the farm where this pathogen was introduced.

Since 1980 to 1982, the Cuban leadership reported numerous unusual outbreaks of viral infections of economically important crops (sugar cane and tobacco) that appeared in different regions of the country and were not related to each other.

Yet these facts are only part of the U.S. military-biological dossier, while their investigation is ignored by the United Nations and the World Health Organization.

Despite the assurances of the United States that the biological research in Ukraine is carried out exclusively in the field of civilian healthcare, there are documents that confirm the direct cooperation between the military departments of these countries.

I would like to draw attention to the Notice of Inclusion of Laboratories of the Central Sanitary and Epidemiological Department of the Ministry of Defence of Ukraine in the Biological Threat Reduction Program. It notes that ‘…the program enables cooperation between the Ukrainian Ministry of Defence and the U.S. Department of Defence, as well as creates legal principles for its further expansion…’.

Since 2015 that was the beginning of large-scale financing of Ukrainian projects by the Pentagon, numerous cases of infectious diseases have been recorded among servicemen and residents of the Lugansk and Donetsk people’s republics.

According to the report of the Ministry of Healthcare of the Donetsk People’s Republic (DPR), ‘…in 2016, the tularaemia morbidity increased 9.5 times in comparison with 2007. There have been also noted distinctive features in the structure of morbidity, including an increase in the number of servicemen among the contaminated people…’.

For security reasons, we do not reveal their personal data, this information has been sent to the Investigative Committee of Russia.

I remind that NATO guidance documents (Guidelines for the Assessment of Radiation, Chemical, Biological and Nuclear Casualties) consider tularaemia as one of the prioritised biological agents. This is the agent that was used in the military exercises of the alliance at the training grounds in Sweden, with official confirmation in 2012.

I would also like to note that there have been several dozen outbreaks of hepatitis A since 2017 until now in 12 regions of Ukraine where biological facilities controlled by the Pentagon are located and have been in operation. More than 10 thousand people have resulted contaminated, and in most cases the cause of the disease has not been not identified.

Analysis of documents on the activities of the Defence Threat Reduction Agency (DTRA) in Ukraine implies that one of the prioritised tasks of DTRA is to train field epidemiologists. Within this training course, the U.S. side has actively been introducing its own standards for diagnosing infectious diseases that do not correspond to current public healthcare problems.

I remind that in 2015, the World Health Organisation declared Ukraine a country with a high risk of polio outbreak and the fight against this particularly dangerous disease is an obvious priority.

In this context, the attention is to be drawn to the response of the Project Manager at DTRA office in Ukraine Brendt Siegel to the regional representative of the World Health Organisation. It states that the biological threat reduction program implemented in Ukraine ‘…does not suppose studies of such diseases as poliomyelitis…’. The arisen question is: what diseases relevant to Ukraine are mentioned?

After the start of the special military operation in Ukraine, the United States developed and implemented a plan to evacuate the Ukrainian citizens who were involved in the biomonitoring system in order to ‘…prevent a leak of sensitive information…’. This raises additional questions about the operation of the abovementioned system and its real purposes.

We have already noted that Hunter Biden was instrumental in creating the financial opportunity to work with pathogens in Ukraine by securing funds for Black & Veach and Metabiotics companies.

The published correspondence of Biden with the administration of the Rosemont Seneca Investment Fund shows the use of administrative resources and blatant lobbying of Metabiota’s interests in U.S. government.

Managing Director John Delosch asks Biden: ‘…Is there anyone we can call in Washington to get an idea of how seriously Metabiotics is being considered by various government agencies?’

This kind of wording raises the question of the personal financial interest of Biden and other co-founders of Rosemont Seneca in the implementation of the Pentagon’s military-biological programme in Ukraine, as well as the presence of a corrupt component.

The apparent lack of investment appeal of projects aimed to reconstruct Ukrainian biolaboratories raises doubts about the transparency of ongoing financial activities.

In addition, funding from non-State sources such as the Biden Foundation, allows the Pentagon not to report to the Senate Budget Committee on the objectives and results of bioweapons research in Ukraine, hiding them from the public thereby.

The analysed documents of the investment agencies subordinated to Biden do not contain any information about payments to beneficiaries and distribution of dividends. It indicates the concealment of profits with high probability and is a sign of illegal payment schemes and tax evasion that is a serious violation of the U.S. law.

In addition, I would like to draw your attention to the fact that on June 9, the Pentagon website published an official statement about U.S. biological activities in the post-Soviet countries. The U.S. administration admits the funding of 46 Ukrainian biolaboratories and the relations between the U.S. Department of Defence and the Scientific-Technological Centre of Ukraine (STCU).

At the same time, it reflects the peculiarities of the implementation of the Nunn-Lugar joint threat reduction programme in the post-Soviet countries, one of the purposes of which was the involvement of ‘…thousands of former Soviet scientists specialised in biological weapons…’ allegedly to ‘…exclude the possibility of their cooperation with terrorist groups…’.

This kind of attempt of the U.S. administration to whitewash its tarnished reputation turned out to be a ‘prosecutor’s dream’: the document cites facts of the Pentagon’s military-biological activities in Ukraine and other countries of the former Soviet Union, as well as indicates the accomplices of the American military department: the State Department and the U.S. Department of Energy.

However, the ‘clarifications’ provided by the USA do not answer the questions we have posed:

Why was the work commissioned by the Pentagon, while its subject matter did not correspond to the current problems of public healthcare in Ukraine?

What was the purpose of the participation of U.S. military officials in biological research in Ukraine, while the work was carried out under conditions of secrecy with restricted access of Ukrainian professionals to information and facilities?

Why were strains of pathogenic microorganisms, potential agents of biological weapons, and biomaterials of Ukrainian citizens exported from the country without clearly declared purposes?

Why do the U.S. and Ukraine obscure the military-biological cooperation in international reports under the Biological and Toxin Weapons Convention (BTWC), while the U.S. has been blocking the development of its verification mechanism since 2001?

Why are U.S. officials, including  Under Secretary of State V.Nuland, so concerned about the possibility of the activities held by the U.S. Defence Department in Ukraine and the materials in the biolaboratories taken over by Russian specialists?

Thus, the situation presented in the Pentagon statement is just a screen under the guise of which the United States carries out its activities in circumvention of international agreements and continues to build up its military-biological capabilities. At the same time, Ukraine is assigned for playing the role of a testing ground, collecting biological materials and studying the specifics of the spread of infectious diseases.
