В ходе спецоперации на Украине обнаруживаются всё новые документальные доказательства того, что в непосредственной близости от российских границ в течение нескольких лет создавались, по сути, компоненты биологического оружия – в нарушение Конвенции о запрещении разработки, производства и накопления запасов бактериологического (биологического) и токсинного оружия и об их уничтожении. На заседании Постоянного совета 22 апреля мы уже затрагивали тему проводимых Соединёнными Штатами Америки военно-биологических исследований на Украине. Рассказывали о конкретных проектах, включающих опыты над людьми. Сегодня хотим привлечь внимание к новым появившимся обстоятельствам, подтверждающим непосредственные угрозы от такой деятельности для международной безопасности.

Как мы уже говорили, сеть работавших под эгидой Пентагона биологических лабораторий охватывала целый ряд украинских городов. Это более чем 30 объектов. Как оказалось, одним из опорных пунктов этой сети стал Мариуполь, который был превращен в центр сбора и паспортизации возбудителей холеры. Отбиравшиеся там штаммы направлялись сначала в Киев, а затем – в США. По информации Министерства обороны России, эта деятельность проводилась с 2014 года. Помимо холеры, в лабораториях Мариуполя работали с крайне опасными возбудителями туляремии и сибирской язвы – об этом говорит акт уничтожения патогенных микрооганизмов от 25 февраля 2022 года. Часть этой «коллекции» ликвидировать не успели. Из обнаруженных в городе биолабораторий изъято 124 патогенных штамма. В 2020 году в населенном пункте Стеновое Луганской Народной Республики среди несовершеннолетних были распространены фальшивые денежные купюры, заражённые штаммом туберкулеза, устойчивым к противотуберкулезным препаратам. В соответствии с заключением Луганской республиканской санитарно-эпидемиологической станции, купюры были заражены, вероятнее всего, искусственным путем.

В этой связи вызывает особую обеспокоенность информация о направлении Киевом в восточные регионы БПЛА, оснащенных оборудованием для распыления биосубстанций. Есть информация, что в январе этого года Украина приобрела через посредников более 50 таких устройств. 9 марта нынешнего года три таких дрона, оснащенных 30-литровыми ёмкостями и системой распыления, были обнаружены российскими военными в Херсонской области. Еще десять замечены в конце апреля в районе Каховки. Неужели и там намеревались распылять какую-то заразу?

Появляются новые подробности об экспериментах Пентагона над гражданами Украины в психиатрической больнице под Харьковом. Основной категорией подопытных оказалась группа пациентов мужского пола в возрасте 40-60 лет с высокой стадией физического истощения. То есть фактически вся деятельность, которая осуществлялась американцами на территории Украины, была выведена в зону запрета для контроля с точки зрения соблюдения требований безопасности самих украинских граждан. Подобный сговор между украинской властью и военными структурами США ещё раз подтверждает факт внешнего управления Украиной и её эксплуатацию Соединенными Штатами Америки в своих интересах.

Какие можно сделать предварительные выводы из всех этих обстоятельств. Выделим международно-правовой аспект: по меньшей мере есть признаки того, что в последние годы Вашингтон и Киев не соблюдали Конвенцию о запрете биологического и токсинного оружия.

Работы в лабораториях велись в абсолютно закрытом режиме, исследовались патогенные микроорганизмы – агенты биологического оружия. По сути на Украине отрабатывались возможные методики и механизмы дестабилизации эпидемиологической обстановки в регионе. Это прямо говорит о том, что биологические лаборатории США на Украине создавались вовсе не для поиска эффективных средств защиты от опасных заболеваний и широкого международного сотрудничества. Их основная задача – сбор биологических материалов и изучение в своих целях специфики распространения вирусов и опасных заболеваний. США практически превратили Украину в полигон для разработки компонентов биологического оружия и скрытого тестирования новых образцов фармпрепаратов. Уже собранные факты свидетельствуют о наличии угрозы для всего мира, а не только для украинцев и граждан соседних государств. Угроза обусловлена прежде всего тем, что такая деятельность, по сути, была выведена из правового поля и никем не контролировалась. Не говоря о морально-этической стороне вопроса, при которой жители Украины выступали в роли своеобразного «подопытного биоматериала».

Наряду с проведением секретных военно-биологических программ установлены факты предоставления как США, так и Украиной неполной или недостоверной информации в международные инстанции. Во всех отчётах Украины сообщается об отсутствии национальных программ исследований и разработок в области биологической защиты. Кроме того, Украиной в ряде случаев не предоставлялась информация о вспышках инфекционных заболеваний. Например, в 2017 году украинские власти не сообщили о симптомах ботулизма в Киеве и Херсоне, а также гепатита А в Николаеве. В 2019 году не объявили о массовых признаках дифтерии, хотя было зафиксировано распространение этой болезни в пяти регионах. Украина не информировала об участии военного персонала в работе лабораторий, а также фактах пересылки биоматериалов, финансировании объектов и программ военными ведомствами.

Главный вопрос – как вся эта биологическая деятельность соотносится с конкретными нормами Конвенции о запрещении разработки, производства и накопления запасов бактериологического (биологического) и токсинного оружия и об их уничтожении 1971 года (КБТО). Данный ключевой международный документ регулирует эту область исследований. К сегодняшнему дню 183 государства обязались не разрабатывать, не производить и не накапливать биологическое оружие. При этом в Подготовительном комитете 9-й Обзорной конференции КБТО в Женеве в апреле с.г. США не предоставили внятной информации о своих биологических программах на Украине. В свете имеющихся свидетельств отговорок, что программа носит чисто мирный характер, международному сообществу явно недостаточно. Дополнительную озабоченность вызывает линия Вашингтона на противодействие укреплению режима КБТО, включая блокирование создания механизма верификации выполнения её положений и инициативы о введении меры доверия в виде отчётности о военно-биологической деятельности за пределами национальной территории. Получается, что у Вашингтона всё же «рыльце в пушку»?

В России создана парламентская комиссия по расследованию деятельности биолабораторий США на Украине, предполагается наладить широкий международный информационный обмен по этой теме. Проводится анализ отчётов США и Украины за пять лет по исполнению Конвенции о биооружии. Россия формирует пакет документов, чтобы в ближайшее время запустить официальное международное расследование военно-биологической деятельности на Украине. В частности, будут задействованы статьи 5 и 6 Конвенции о запрещении биооружия для проведения расследования биологической деятельности на Украине.

Статья 5 Конвенции о запрещении биологического и токсинного оружия гласит в частности, что «государства-участники… Конвенции обязуются консультироваться и сотрудничать друг с другом в решении любых вопросов, которые могут возникнуть в отношении цели или в связи с выполнением положений Конвенции».

Статья 6 КБТО гласит, что «любое государство-участник… Конвенции, которое констатирует, что какое-либо другое государство- участник действует в нарушение обязательств, вытекающих из положений Конвенции, может подать жалобу в СБ ООН».

Хочу прямо заявить: у США больше не получится замалчивать эту ситуацию, просто называя открывшиеся данные «ложью и пропагандой», как мы не раз слышали в этом зале, Вашингтон будет отвечать по существу – и не пустыми лозунгами, а по выявленным фактам. Если украинский режим равнодушен к судьбам проживающих на территории нынешней Украины людей, это не означает, что другие страны мира будут оставаться безразличными к вопросам биологической безопасности собственных граждан.

During a special operation in Ukraine, more and more documentary evidence is being discovered that in the immediate vicinity of the Russian borders, in fact, components of biological weapons have been created for several years – in violation of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and about their destruction. At the meeting of the Permanent Council on April 22, we already touched on the topic of military biological research conducted by the United States of America in Ukraine. They talked about specific projects involving experiments on people. Today we want to draw attention to the new circumstances that have emerged, confirming the direct threats from such activities to international security.

As we have already said, the network of biological laboratories operating under the auspices of the Pentagon covered a number of Ukrainian cities. This is more than 30 objects. As it turned out, one of the strongholds of this network was Mariupol, which was turned into a center for the collection and certification of cholera pathogens. The strains selected there were sent first to Kyiv and then to the USA. According to the Russian Ministry of Defense, this activity has been carried out since 2014. In addition to cholera, the laboratories of Mariupol worked with extremely dangerous pathogens of tularemia and anthrax – this is evidenced by the act of destruction of pathogenic microorganisms of February 25, 2022. Part of this “collection” did not have time to liquidate. 124 pathogenic strains were seized from the biological laboratories found in the city. Among them, pathogens of diseases uncharacteristic for veterinary medicine were also found – typhoid fever, paratyphoid fever, gas gangrene.

There were few laboratory studies for the organizers of these programs. They experimented on people. Let us give examples of cynical experiments on civilians.

In 2020, counterfeit banknotes infected with a strain of tuberculosis resistant to anti-tuberculosis drugs were distributed among minors in the village of Stenovoe in the Luhansk People’s Republic. In accordance with the conclusion of the Lugansk Republican Sanitary and Epidemiological Station, the banknotes were most likely infected artificially.

In this regard, information about the dispatch by Kyiv to the eastern regions of UAVs equipped with equipment for spraying biosubstances is of particular concern. There is information that in January of this year, Ukraine purchased more than 50 such devices through intermediaries. On March 9 this year, three such drones, equipped with 30-liter tanks and a spray system, were discovered by the Russian military in the Kherson region. Ten more were seen at the end of April near Kakhovka. Did they intend to spray some kind of infection there too?

New details are emerging about the Pentagon’s experiments on Ukrainian citizens in a psychiatric hospital near Kharkov. The main category of experimental subjects was a group of male patients aged 40-60 years with a high stage of physical exhaustion. To hide their belonging to the United States, the experts who conducted biological research arrived through the territories of third countries. But information about the participants of these programs is still there. For example, regarding a native of Florida, Linda Oporto, who was directly involved in such work.

There is reason to believe that such experiments have become part of the conscious policy of Washington and Kyiv. The testimony of an official who in the past served in the security agencies of Ukraine confirms that, in fact, on the territory of Ukraine for many years a direct ban was introduced on any measures aimed at protecting the security of Ukrainian citizens by their own state agencies, when it came to military biological laboratories USA. That is, in fact, all the activities that were carried out by the Americans on the territory of Ukraine were brought to the prohibition zone for control in terms of compliance with the security requirements of the Ukrainian citizens themselves. Such a collusion between the Ukrainian authorities and the US military structures once again confirms the fact of external control of Ukraine and its exploitation by the United States of America in its own interests.

What preliminary conclusions can be drawn from all these circumstances. Let’s single out the international legal aspect: at least there are signs that in recent years Washington and Kyiv have not complied with the Convention on the Prohibition of Biological and Toxin Weapons.

Work in the laboratories was carried out in an absolutely closed regime, pathogenic microorganisms were studied – agents of biological weapons. In fact, possible methods and mechanisms for destabilizing the epidemiological situation in the region were being worked out in Ukraine. This directly indicates that the US biological laboratories in Ukraine were not created at all to search for effective Means protection against dangerous diseases and broad international cooperation. Their main task is to collect biological materials and study for their own purposes the specifics of the spread of viruses and dangerous diseases. The United States has practically turned Ukraine into a testing ground for the development of biological weapons components and covert testing of new samples of pharmaceuticals. The facts already collected testify to the presence of a threat to the whole world, and not only to Ukrainians and citizens of neighboring states. The threat is primarily due to the fact that such activities, in fact, were removed from the legal field and were not controlled by anyone. Not to mention the moral and ethical side of the issue, in which the inhabitants of Ukraine acted as a kind of “experimental biomaterial”.

Along with the conduct of secret military biological programs, facts have been established that both the United States and Ukraine provided incomplete or unreliable information to international authorities. All reports from Ukraine report the absence of national research and development programs in the field of biological protection. In addition, Ukraine in a number of cases did not provide information on outbreaks of infectious diseases. For example, in 2017 Ukrainian authorities did not report symptoms of botulism in Kyiv and Kherson, nor hepatitis A in Mykolaiv. In 2019, mass signs of diphtheria were not announced, although the spread of this disease was recorded in five regions. Ukraine did not inform about the participation of military personnel in the work of laboratories, as well as the facts of sending biomaterials, financing of facilities and programs by military departments.

The main question is how all this biological activity relates to the specific rules of the 1971 Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BTWC). This key international document regulates this area of ​​research. To date, 183 states have pledged not to develop, produce or stockpile biological weapons. At the same time, in the Preparatory Committee of the 9th BTWC Review Conference in Geneva in April this year. The United States did not provide clear information about its biological programs in Ukraine. In light of the existing evidence of excuses that the program is purely peaceful, the international community is clearly not enough. Of additional concern is Washington’s line of countering the strengthening of the BTWC regime, including blocking the creation of a mechanism for verifying the implementation of its provisions and the initiative to introduce a confidence-building measure in the form of reporting on military biological activities outside the national territory. It turns out that Washington still has a “stigma in the cannon”?

A parliamentary commission has been set up in Russia to investigate the activities of US biological laboratories in Ukraine, and it is planned to establish a wide international information exchange on this topic. An analysis is made of the reports of the United States and Ukraine for five years on the implementation of the Convention on Bioweapons. Russia is forming a package of documents in order to launch an official international investigation of military biological activities in Ukraine in the near future. In particular, articles 5 and 6 of the Convention on the Prohibition of Bioweapons will be used to conduct an investigation of biological activities in Ukraine.

Article 5 of the Convention on the Prohibition of Biological and Toxin Weapons states, inter alia, that “the States Parties … to the Convention undertake to consult and cooperate with each other in the resolution of any questions that may arise with respect to the purpose of or in connection with the implementation of the provisions of the Convention.”

Article 6 of the BTWC states that “any state party to … the Convention that finds that any other state party is acting in violation of obligations arising from the provisions of the Convention may file a complaint with the UNSC.”

⚡️The territory of the Azovstal plant in Mariupol, where a group of Ukrainian militants of the Azov Nazi group has been blocked since April 21, has been completely liberated.

▫️The underground facilities of the enterprise, where the militants had been hiding, have come under full control of the Russian Armed Forces.

▫️Since May 16, a total of 2,439 Azov Nazis and AFU servicemen blocked inside the plant have laid down their arms and surrendered during the operation.

▫️Today, the last group of 531 militants surrendered.

▫️The so-called “commander” of the Azov Nazis, due to the hatred of Mariupol residents and the desire of the townspeople to massacre him for his numerous atrocities, was removed from the territory of the plant in a special armoured vehicle.

▫️Russian Defence Minister General of the Army Sergei Shoigu reported to Russian President Vladimir Putin on the completion of the operation and the complete liberation of the plant and Mariupol city from the Ukrainian militants.
