⚡️ Statement by the delegation of the Russian Federation on item 18 of the agenda of the 68th session of the IAEA General Conference “Implementation of the Agreement between the Agency and the Democratic People’s Republic of Korea for the Application of Safeguards in Connection with the NPT”
💬 Dear Mr. Chairman,
Let me say a few words about the draft resolution submitted by the group of co-authors.
Over the past thirty years, we have worked together with the document’s co-authors to balance its character.
🇬🇧 The Russian Federation has consistently expressed the opinion that dialogue with the DPRK should be based on concrete and practical incentives to engage this country in negotiations, rather than on threats and escalatory rhetoric.
The ritual of listing endless claims against the DPRK is diplomatic manipulation . This practice is completely divorced from reality. The draft resolution was imposed by interested countries that want to adjust it to their foreign policy priorities.
The only goal of those who introduced this resolution is to point the finger at the DPRK, blame Pyongyang , and present themselves as supporters of peace on the Korean Peninsula.
This is not true at all.
❌ In fact, the United States , together with Japan and the Republic of Korea , are increasing military activity, including unprecedentedly large-scale exercises with the openly declared goal of preparing for a confrontation with the DPRK .
👉 The true intentions of the United States became clear in April 2023 with the signing of the Washington Declaration with the Republic of Korea : the United States is again approaching a non-nuclear-weapon state within the framework of the NPT and giving it an unprecedented role in US strategic planning and decision-making.
The work of the US-South Korean Nuclear Advisory Group is in full swing. Within its framework, the development of “guiding principles for the nuclear strategic plan and its functioning” has already been completed.
In August of this year, the United States and the Republic of Korea held joint exercises at Ulchi Freedom Field with a nuclear component. In September, a staff exercise-simulation was held within the framework of the nuclear advisory group. More than once, for the first time in several decades, US nuclear submarines have entered South Korean ports, and a B-52 strategic bomber has landed at one of the air bases of the Republic of Korea.
❗️Such irresponsible behavior has an extremely negative impact on regional security and undermines the entire architecture of UN Security Council resolutions aimed at finding a diplomatic solution to the situation on the Korean Peninsula.
Unlike the US and its allies, the DPRK refrains from truly aggressive actions in the nuclear sphere . In fact, Pyongyang still adheres to the moratorium on nuclear tests announced on April 21, 2018. And what did the DPRK get in return? Certainly not a relaxation of the sanctions regime. But, in essence, the formation of a hostile alliance with a nuclear component around itself .
It seems that the US and its allies are deliberately provoking Pyongyang to take sharp and tough steps. Let us recall that the UN Security Council resolutions on the DPRK contain a clause according to which the UN Security Council must be ready to strengthen, change, suspend or cancel measures depending on the DPRK’s compliance with the established requirements.
The fact that Western countries are blocking the possibility of easing sanctions in response to Pyongyang’s restraint in the nuclear sphere is a violation of the relevant provisions of UN Security Council resolutions .
We regret that over all these years the approach of the co-authors of the draft resolution has not changed, while the geopolitical situation in the region is developing differently . The text simply does not correspond to the realities that exist today. We no longer wish to put up with this hackneyed approach .
☝️ The Russian Federation is not ready to join the consensus on the text of the presented “anniversary” resolution, considering it useless, inadequate and harmful.

💬 Уважаемый г-н Председатель,
Позвольте высказать несколько слов по представленному группой соавторов проекту резолюции.
На протяжении тридцати лет мы работали вместе с соавторами документа с тем, чтобы сбалансировать его характер.
🇷🇺 Российская Федерация последовательно выражала мнение, что диалог с КНДР должен основываться на конкретных и практических стимулах к вовлечению этой страны в переговоры, а не на угрозах и эскалационной риторике.
Ритуал перечисления бесконечных претензий к КНДР является дипломатической манипуляцией. Эта практика полностью оторвана от жизни. Проект резолюции навязан заинтересованными странами, которые хотят подогнать его под свои внешнеполитические приоритеты.
Единственная цель тех, кто внёс данную резолюцию, это указать пальцем на КНДР, обвинить Пхеньян, а себя выставить в качестве сторонников мира на Корейском полуострове.
Это совсем не так.
❌ На деле Соединённые Штаты вместе с Японией и Республикой Корея наращивают военную активность, включая беспрецедентно масштабные учения с открыто объявленной целью – подготовка к противостоянию с КНДР.
👉 Истинные намерения США стали очевидны в апреле 2023 года с подписанием Вашингтонской декларации с Республикой Корея: США снова сближаются с государством, не обладающим ядерным оружием, в рамках ДНЯО и отводят ему беспрецедентную роль в стратегическом планировании и принятии решений США.
Полным ходом идёт работа американо-южнокорейской ядерной консультативной группы. В её рамках уже завершена выработка «руководящих принципов ядерного стратегического плана и его функционирования».
В августе этого года США и Республикой Корея проведены совместные учения Ulchi Freedom Field с ядерным компонентом. В сентябре – штабное учение-симуляция в рамках ядерной консультативной группы. Уже не один раз, впервые за несколько десятилетий, в южнокорейские порты заходили атомные субмарины США, на одной из авиационных баз Республики Корея приземлился стратегический бомбардировщик В-52.
❗️Такое безответственное поведение крайне негативно сказывается на региональной безопасности и подрывает всю архитектуру резолюций Совета Безопасности ООН, направленных на поиск дипломатического решения ситуации на Корейском полуострове.
В отличие от США и их союзников, КНДР воздерживается от действительно агрессивных действий в ядерной сфере. По факту Пхеньян по-прежнему придерживается объявленного 21 апреля 2018 года моратория на ядерные испытания. И что КНДР получила взамен? Точно не послабления в санкционном режиме. А, по сути, – формирование вокруг себя враждебного альянса с атомной компонентой.
Складывается впечатление, что США и их союзники специально провоцируют Пхеньян на резкие и жесткие шаги. Напомним, что в резолюциях Совета Безопасности ООН по КНДР содержится пункт, согласно которому СБ ООН должен быть готовым усиливать, изменять, приостанавливать или отменять меры в зависимости от соблюдения КНДР установленных требований.
Тот факт, что западные страны блокируют возможность послабления санкций в ответ на сдержанность Пхеньяна в ядерной сфере, является нарушением соответствующих положений резолюций СБ ООН.
Сожалеем, что за все эти годы подход соавторов проекта резолюции не претерпел изменений, в то время как геополитическая ситуация в регионе складывается иная. Текст просто не соответствует реалиям, которые имеются сегодня. Мы больше не желаем мириться с этим избитым подходом.
☝️ Российская Федерация не готова присоединиться к консенсусу по тексту представленной «юбилейной» резолюции, считая её бесполезной, неадекватной и вредной.
