Improving migration legislation is a priority for the State Duma.
The Duma is currently considering 25 bills aimed at regulating migration control, determination of the legal status of foreign citizens, issues related to the granting of citizenship. Most of the initiatives – 23 – were introduced by deputies.
Next week we plan to consider in the second reading bills on the regime for the expulsion from the country of migrants who are in it illegally. Information about them will be entered into a special Register of Controlled Persons. At the same time, the procedure for making a decision on expulsion is simplified (certain powers are transferred from the courts to the police).
In addition, a bill is being prepared for consideration in the second reading, which will tighten the requirements for the sale of SIM cards for foreign citizens. In particular, concluding an agreement will only be possible for them if they visit the telecom operator’s office in person and undergo mandatory identification using biometrics.
Also, the State Duma has developed and will draft federal laws have been introduced:
📌 on strengthening criminal liability for organizing illegal migration – on establishing the aggravating circumstance “the presence of a person on the territory of the Russian Federation in violation of the established order”;
📌 on the introduction of extrajudicial blocking of Internet resources containing proposals for the provision of illegal services for migrants and the sale of fake documents for registration of migration status;
📌 on establishing a complete ban on intermediary organizations taking part in exams for migrants, etc.
It is important to emphasize: issues of combating illegal migration fall within the competence of many ministries and departments, which means their solution must be sought jointly.
In this regard, the Ministry of Internal Affairs of Russia, the Prosecutor General’s Office, the Investigative Committee and the Government have sent a request to provide their proposals for controlling illegal migration.

Совершенствование миграционного законодательства имеет приоритетное значение для Государственной Думы.
На рассмотрении Думы сейчас находится 25 законопроектов, направленных на регулирование контроля за миграцией, определение правового положения иностранных граждан, вопросов, связанных с предоставлением гражданства. Большинство инициатив — 23 — внесены депутатами.
На следующей неделе планируем рассмотреть во втором чтении законопроекты о режиме высылки из страны мигрантов, которые в ней незаконно находятся. Сведения о них будут вноситься в специальный Реестр контролируемых лиц. Вместе с тем упрощается процедура принятия решения о высылке (отдельные полномочия передаются от судов к полиции).
Кроме того, готовится к рассмотрению во втором чтении законопроект, которым будут ужесточены требования к продаже сим-карт для иностранных граждан. В том числе, заключение договора для них станет возможным только при очном посещении офиса оператора связи и обязательном прохождении идентификации с использованием биометрии.
Также Государственной Думой разработаны и будут внесены проекты федеральных законов:
📌 об усилении уголовной ответственности за организацию незаконной миграции — об установлении отягчающего вину обстоятельства «нахождение лица на территории Российской Федерации в нарушение установленного порядка»;
📌 о введении внесудебной блокировки интернет-ресурсов, содержащих предложения о предоставлении незаконных услуг для мигрантов и реализации поддельных документов для оформления миграционного статуса;
📌 об установлении полного запрета для посреднических организаций принимать участие в приёме экзаменов у мигрантов и др.
Важно подчеркнуть: вопросы противодействия нелегальной миграции входят в сферу компетенций многих министерств и ведомств — а значит, их решение необходимо искать совместно.
В этой связи МВД России, Генпрокуратуре, Следственному комитету и Правительству направлен запрос о предоставлении своих предложений по контролю за незаконной миграцией.
Это позволит согласовать позицию с учётом уже существующих законодательных инициатив и выйти на принятие выверенных и эффективных решений по этому вопросу.

From 13 to 19 July 2024, the Armed Forces of the Russian Federation delivered 11 group strikes by high-precision weaponry and attack unmanned aerial vehicles at the enemy’s aviation bases, objects of power infrastructure ensuring operation of the Ukrainian military industrial enterprises, AFU air defence and electronic warfare means.
Also strikes were delivered at deployment areas of the AFU units, echelons with weaponry and military hardware, ammunition depots including with those supplied by Western countries, and materiel.
The goal of the strikes have been achieved. All the assigned targets have been engaged.
Over the past week, units of the Sever Group of Forces improved the situation along the front line.
Losses were inflicted on manpower and hardware of two mechanised brigades, one assault brigade, one motorised rifle brigade, two marines brigades, and four territorial defence brigades.
In addition, 23 counter-attacks launched by the enemy’s assault detachments have been repelled.
The AFU losses amounted to up to 1,370 Ukrainian troops, five tanks, 25 motor vehicles, 28 field artillery howitzers, including seven foreign-made 155-mm howitzers, and seven electronic warfare stations.
As a result of successful actions, units of the Zapad Group of Forces improved the tactical situation and inflicted losses on formations of four AFU mechanised brigades, one tank brigade, two infantry brigades, and three territorial defence brigades. Six counter-attacks launched by the enemy’s assault detachments were repelled.

💬 Моё присутствие в Нью-Йорке объясняется тем, что в рамках нашего председательства вчера и сегодня состоялись два центральных события – открытые дебаты (1 и 2) . В них могли принимать участие не только члены Совета Безопасности, но и все желающие делегации. Вы видели большое число участников.
Первый вопрос, который мы вынесли вчера на открытые дебаты, был посвящен обсуждению концептуальных основ международных отношений, многосторонности, многополярности. Привлекли внимание к тому, что система, созданная после Второй мировой войны и основывающаяся на центральной роли ООН, постепенно размывается.
Надеюсь, что вы смогли ознакомиться с моим выступлением, так же как и других участников. Едва ли мы ожидали, что по большинству вопросов удастся договориться, учитывая, какое напряжение в настоящее время наблюдается на международной арене, как развиваются отношения между «коллективным Западом» и Мировым большинством.
Хотя мы не питали больших иллюзий, но я считаю, это был полезный разговор. По крайней мере, подавляющее большинство участников согласилось, что проблемы есть. Многие высказывали оценки, совпадающие с нашим видением объективно формирующегося многополярного мироустройства, которое изложено в моём выступлении.
Второй вывод. Наверняка эта дискуссия будет продолжена. Интерес к ней налицо, и он растёт. Будем активно его поддерживать и организовывать дополнительные дискуссии на эту тему не только в ООН, но и на других многосторонних площадках. В том числе на такой площадке, как «Группа двадцати», в таких объединениях, как БРИКС, ШОС, в наших контактах с региональными организациями Азии, Африки, Латинской Америки.
Главное – нужно восстанавливать доверие. Об этом ясно вчера сказал представитель Гайаны. Пока никакого диалога даже не отмечалось. Но второе важное замечание, которое он сделал, что доверие невозможно восстановить без того, чтобы все без исключения выполняли достигаемые договорённости. Этого пока не наблюдаем. Примеры приводились вчера в моём выступлении и в выступлениях многих других участников.
Немало таких свидетельств прозвучало и в ходе сегодняшнего заседания по ближневосточным делам с акцентом на палестинскую проблему. Подавляющее большинство резолюций ООН по Палестине не выполняется. Второе заседание (о котором я сейчас упомянул) ещё продолжается. Многие участники выступали за решительные шаги. Подобная оценка совпадает с нашей позицией. Прежде всего, прекратить военные действия, объявить бессрочное прекращение огня, решать «кричащие» гуманитарные вопросы и, конечно, прекратить деятельность Израиля по созданию незаконных поселений. Если это будет сделано (когда это будет сделано), мы надеемся, это создаст условия для возобновления переговоров по реализации решений ООН по образованию палестинского государства, которое сосуществовало бы в мире и безопасности с Израилем.

💬 My presence in New York is explained by the fact that, as part of our chairmanship, two central events took place yesterday and today – open debates ( 1 and 2 ). Not only members of the Security Council, but also all interested delegations could take part in them. You saw a large number of participants.
The first question that we brought up for open debate yesterday was devoted to discussing the conceptual foundations of international relations, multilateralism, and multipolarity. They drew attention to the fact that the system created after the Second World War and based on the central role of the UN is gradually being eroded.
I hope that you were able to familiarize yourself with my speech , as well as the other participants. We hardly expected that it would be possible to agree on most issues, given the tension currently observed in the international arena and how relations are developing between the “collective West” and the World Majority.
Although we had no great illusions, I think it was a useful conversation. At least the vast majority of participants agreed that there were problems. Many expressed assessments that coincided with our vision of an objectively emerging multipolar world order, which was set out in my speech.
Second conclusion. Surely this discussion will continue. There is obvious interest in it, and it is growing. We will actively support it and organize additional discussions on this topic not only at the UN, but also at other multilateral platforms. Including on such a platform as the G20, in such associations as BRICS, SCO, and in our contacts with regional organizations in Asia, Africa, and Latin America.
The main thing is to restore trust. The representative of Guyana made this clear yesterday. So far, no dialogue has even been noted. But the second important point he made was that trust cannot be restored without everyone, without exception , implementing the agreements reached. We haven’t seen this yet. Examples were given yesterday in my speech and in the speeches of many other participants.
A lot of such evidence was heard during today’s meeting on Middle Eastern affairs with an emphasis on the Palestinian problem. The vast majority of UN resolutions on Palestine are not implemented. The second meeting (which I just mentioned) is still ongoing. Many participants advocated for decisive steps. This assessment coincides with our position. First of all, stop hostilities, declare an indefinite ceasefire, resolve “flagrant” humanitarian issues and, of course, stop Israel’s activities in creating illegal settlements. If this is done (when it is done), we hope it will create the conditions for the resumption of negotiations to implement the UN decisions on the formation of a Palestinian state that would coexist in peace and security with Israel.
