“Measures against persons involved in abuse of fundamental human rights and freedoms including those of Russian citizens”

Approved by the State Duma on December 21, 2012 and approved by the Federation Council on December 26, 2012.

Article 1

Measures against persons involved in abuse of fundamental human rights and freedoms of Russian citizens shall include:

1) a ban to enter Russia for those citizens of the United States of America

a) who have been involved in abuse of fundamental human rights and freedoms;

b) who have committed or been complicit in crimes against Russian citizens abroad;

c) who hold public office and by their actions or lack thereof have exempted from responsibility for persons who committed or aided to crimes against Russian citizens;

d) who were supposed to take decisions which exempted from responsibility persons who committed or were complicit in crimes against Russian citizens;

e) who have been involved in kidnapping and arbitrary imprisonment of Russian citizens;

f) who have passed arbitrary and biased sentences on Russian citizens;

g) who are engaged in arbitrary prosecution of Russian citizens;

h) who have taken arbitrary decisions that violated the rights and justified interests of Russian citizens;

2) seizure of financial and other assets owned by the US citizens who are prohibited from entering Russia and a ban to conduct any deals involving property and investment of these citizens.

Article 2

1. The list of the citizens of the United States of America forbidden from entering the Russian Federation and organizations, the activity of which has been suspended in compliance with Article 3 of this Federal law, is kept by a federal executive body in charge of developing and implementing the state policy and legal regulation in terms of foreign relations of the Russian Federation..

2. In respect of those citizens of the United States citizens, included into the list, provided by Part 1 of this Article:

1) they are forbidden from disposing of property located in the Russian Federation;

2) activity of legal entities run by these persons is suspended in the Russian Federation;

3) membership in board of directors or other governing bodies of organizations, registered in the Russian Federation, is suspended.

3. Amendments into the list, provided by Part 1 of this Article, are to be submitted to a federal executive body in charge of developing and implementing the state policy and legal regulation in terms of foreign relations of the Russian Federation, by members of the Federation Council of the Federal Assembly of the Russian Federation, members of the State Duma of the Federal Assembly of the Russian Federation, Human Rights Ombudsman of the Russian Federation, political parties, the Civic Chamber of the Russian Federation as well as by government bodies.

4. Procedure for keeping the list, provided by Part 1 of this Article, is determined by a federal executive body in charge of developing and implementing the state policy and legal regulation in

terms of foreign relations of the Russian Federation.

5. Head of a federal executive body in charge of developing and implementing the state policy and legal regulation in terms of foreign relations of the Russian Federation is to report on the course of this Federal Law to the chambers of the Federal Assembly of the Russian Federation at least once a year.

Article 3

1. In accordance with the current federal law, activities of non-governmental organizations that take part in political activities carried out in the Russian Federation or get grants in cash or other kind of property from citizens (organizations) of the United States of America or implement projects, programs in the Russian Federation or get involved in other activities that pose a threat to the interests of the Russian Federation are suspended by a federal executive body in charge of working out and implementing the state policy and of legal regulation in terms of registering non-governmental organizations. The federal executive body in charge of working out and implementing the state policy and of legal regulation in terms of registering non-governmental organizations forwards the information about the non-governmental organizations the activities of which are suspended, to the federal executive body in charge of working out and implementing the state policy and of legal regulation in terms of the Russian Federation’s’ international relations.

2. A Russian Federation citizen who has a United States of America citizenship cannot be a member or head a non-governmental organization, its structural division or of the structural division of an international or foreign non-governmental organization (department, branch, or representation) engaged in political activity carried out in the Russian Federation. An infringement of this ban entails a suspension by a federal executive body in charge of working out and implementing the state policy and of regulation in terms of registering non-governmental organizations and the activity of the said non-governmental organization or its structural subdivision.

3. Suspending of the non-governmental organization’s activity (or its structural division) in accordance with Parts 1 and 2 of the this Article entails consequences envisaged by paragraph one of Item 61 of Article 32 of the Federal Law dated 12 January 1996, No. 7-ФЗ On Non-Governmental Organizations.” As regards the property of non-governmental organizations (or structural divisions) the activities of which are suspended in accordance with Parts 1 and 2 of this Article, the said property is seized following a court ruling in response to a request of the federal executive body in charge of working out and implementing the state policy and of legal regulation in terms of registering non-governmental organizations.

4. If a non-governmental organization the activity of which is suspended in accordance with this federal law, stops receiving grants in cash or other property from citizens (organizations) of the United State of America or stops implementing its projects, programs or doing anything in the Russian Federation which poses a threat to the interests of the Russian Federation, the operation of this organization is resumed following a decision by a federal executive body in charge of working out and implementing the state policy and of legal regulation in terms of registering non-governmental organizations.

Article 4

1. It is forbidden to pass children, citizens of the Russian Federation over for adoption by citizens of the United States of America. Operation of organizations and bodies involved in selecting and passing children, citizens of the Russian Federation over for adoption by citizens of the United States of America willing to adopt the indicated children is prohibited on the territory of the Russian Federation.

2. Due to the prohibition on passing children, citizens of the Russian Federation over for adoption by the citizens of the United States of America as imposed in Part 1 of this Article, on the part of the Russian Federation terminate the operation of the Agreement between the United States of America and the Russian Federation Regarding Cooperation in Adoption of Children that had been signed in Washington, DC on July 13, 2011.

Article 5

To amend Subparagraph 7 of part one, Article 27 of the Federal Law of August 15, 1996 # 114-FZ ‘On the Procedure for Exit from the Russian Federation and Entry into the Russian Federation’ ( Collected Legislation of the Russian Federation, 1996, #34, Article 4029; 2003, #2, Article 159; 2006, #31, Article 3420; 2007, #3, Article 410; 2008, # 19, Article 2094; #30, Article 3616) and lay it out in the following edition:

“7) in regard to foreign citizens or individuals without a citizenship, a decision is taken on undesirability of their stay (residence) in the Russian Federation, including citizens on the list of citizens of the United States who are prohibited from entering the Russian Federation;”.

Article 6

This Federal law and Subparagraph 7 of part one, Article 27 of the Federal Law of August 15, 1996 # 114-FZ ‘on the Procedure for Exit from the Russian Federation and Entry into the Russian Federation’ (this edition of the Federal law) is applied to citizens of countries that had taken the decision on forbidding entry of citizens of the Russian Federation to their territories, and on arresting assets of citizens of the Russian Federation based on involvement of these citizens of the Russian Federation in human rights violation in the Russian Federation.

Article 7

This Federal law comes to force as of January 1st, 2013.

Russian emergency airplane is flying to Egypt for Russian woman, who had the premature birth on vacation…

MOSCOW, December 28 (Itar-Tass) — The Russian emergency airplane is flying to Egypt to take a Russian woman, who had the premature delivery during her vacations.

The airplane Il-76 took off at 11:23 Moscow time on Friday from the Moscow regional airfield Ramenskoye to Cairo, the information department of the Russian Ministry of Emergency Situations told Itar-Tass on Friday. “The emergency airplane is carrying the doctors from the emergency task force Tsentrospas and the all-Russia emergency medicine centre Zashchita. This special flight to Moscow will bring a Russian woman and her child, who need further treatment at the Russian clinic,” the information department said.

Meanwhile, the medical circles noted that the Russian citizen and her husband were on their vacations in Egypt. The woman was on the seventh month of pregnancy and had the premature delivery. The twins – a boy and a girl were born, but the boy did not survive.

I then asked Google about news for the fact that we (USA) will in 2013 most likely exceed 18 trillion in debt as a country. granted this is a way under reported debt as every government statistic is under reported, unless it behooves them to over report it and gain brownie points with propaganda…

Now who killed them?

I don’t give a crap who killed them, he is dead and gone and that is good! What I do care about is that we ignore these deaths and just like these deaths we ignore millions of deaths we have caused or been part of all over the world. The problem is that we are not gone and we are not dead and that means that we will allow and cause many more children to be killed, maimed and disfigured. Everyday we send a drone to blow up a suspected insurgent. I have news for you…

I Wanna Adopt a Russian Child says the American: So Point the Finger in the Correct Direction…

cup of lifeI keep reading how Americans are “baffled” that the Russian government would “use helpless children as pawns”…

Now you know how Russians felt when the U.S. government insisted on passing the Magnitsky Act, and when they saw that government apparently willing to expand the secret list to include officials who are perceived to be guilty of oppressing the political opposition in Russia, or lawmakers who supported the law forcing NGO’s who receive foreign funding to register as foreign agents. Neither of those have anything at all to do with the death of Sergei Magnitsky, who may well turn out to have been a criminal after all. It soon became obvious that the U.S. government was running a blacklist, to which people could be added at a whim or as a result of pressure from the political opposition in Russia…

Blame your own government (USA). A delegation of Russian senators visited America, bringing their evidence to date in the investigation against Magnitsky, in hopes they could head off the unfair legislation. Nobody (but nobody) would even look at it, and they were denied an audience with Senator Ben Cardin, co-sponsor of the law…

Tit-for-tat legislation is not supposed to make sense or to be fair. It is a retaliation to something that is itself perceived to be senseless and unfair. America has plenty of children internally awaiting adoption. If that doesn’t seem like a reasonable compromise, lobby the U.S. government to withdraw the Magnitsky Act…

There is a simple solution. The American congress repeals the Maginsky Act, and then the Duma repeals the Adoption Law. Your move America…  🙂

A Few Days Until The End of the Year 2012…

pastA few days until the end of 2012! That is what is going through my mind as I sip that cup of coffee and contemplate my life. I realize that I have had a full life and I also realize that I am lucky to be here on earth. There seems to be a thousand reasons why I should not be here…

My mind started to wander about how simple my life has become in Russia and how I feel that being here in Russia has extended my lifespan, a whole bunch…

I guess that 6 heart attacks is enough to deal with in a lifetime but I have had several other escapades that have molded my life to what it is today…

I never figured that I would live this long, my dad died at 50 years old and so did his four brothers. They all passed at around 50 years old. Now my grandpa’s lived to their 80’s, so I guess maybe it is true that you look at lifespan at the grandpa’s side of things. Besides 6 heart attacks, I have had a brain tumor and spent 28 weeks in a pathogen treatment. That was 10 years ago and it has never come back. I have been shot two times and stabbed three times. I have had literally every bone in my body broken at one time or another. I have had pneumonia 6 times in my life and I remember the first time, I was 3 years old. I do not remember much at three, but I do remember that and it sucked. Pneumonia always came around because I never stopped, never rested and never cared about myself. Of course I spent 30 plus years smoking and drinking and doing what ever guys seem to do and get in trouble all the time…

I have been in a dozen serious car wrecks personally (Some my fault and some not!) and I have pulled people out of over a dozen burning twisted car wrecks in my lifetime. I have been robbed of very large sums of money, 6 times and I have stopped four robbery attempts in progress, in my life time. I have been mugged 3 times at gun point for less than $20 dollars, I always think of the Hank Williams Jr. song that talks about getting killed for $43 in New York City. I think it is called “A Country Boy Can Survive!” I need to look it up someday…

Now all the above is ignoring being an Airborne Ranger for years. What happened during those years is a whole other story…

I have held people as they die and I have held people dieing because of what I did. I have been in jail, for things I did and things I did not do. I have been blackmailed and cheated on. I also have stood my ground when no one else thought it was correct to do so. I have been vindicated every time when I did stand up for what was correct and not give into the “status quo…”

What is sad is that I left America a broken man! I was broke financially and spiritually! I was over medicated on way too many prescription drugs, which included not the least of, what I call happy pills. You know those wonderful tranquilizers that are so prevalent of all types in America. When you have 6 heart attacks they have a tendency to dope you up the rest of your life…

The last of my wealth, bought my way out of a burdensome and overbearing society of suppression…

I have talked about before what I had to do to get out of America and I will always have tremendous thanks to several officials in the government that pulled some strings for me, but hey they owed me and I collected…

So I am contemplating my life today and thinking that we are almost at 2013. I have another birthday in January and it seems that time just keeps rolling on…

Duma Passed the Adoption Bill and now Putin has to sign…

The bill, dubbed the “Dima Yakovlev Law” also imposes a visa ban and asset freeze on US officials who violate the rights of Russian citizens abroad, and bans the US sponsorship of NGOs that operate in Russia as well as the work of US citizens in Russian NGOs.As the bill was passing through the Lower House it was also amended with a provision that it can be applied to any nation that violates the rights of Russians, not just the USA…

Dima Yakovlev is the Two-year-old Russian adopted boy who died after being left in a locked car by his adopted American father on a hot day for nine hours. The father was not held responsible…

This bill leaves approximately 46 people from America that have bought children from Russia, left out in the cold, so to say. If Putin signs the bill then Americans will theoretically never again adopt a Russian child…

Russia is correct on this issue and Russian children should be kept in Russia…

Russian Pyramids: Da-nai-shan (now: Sestra) and Er-nai-shan (now: Brat)…

Nakhodka is one of the biggest ports in Far East of Russia. It is considered very beautiful and worthy of a tourist attraction by location and people alone, but there is a special attraction that most people do not know about…

Two hills which look like pyramids are located in the valley near the river Partizanskay. The pyramids are named Sestra (Sister) and Brat (Brother).

Brat use to be the same height as Sestra, the height of Sestra is 319 meters, they have 3 sides just like the sides of a Egyptian pyramid. These pyramids are located at mouth of Partizanka’s river. It’s very interesting and beautiful place!

The pyramid named Brat is located 2 miles NNE from Sestra, but Brat has a very sad history. In the 1960’s the peak of the pyramid was blown up for building stones? I suspect that after reading more about the pyramids, that it was done out of looking for treasures. The usage of the stones was just a by product and cover up…

Brat is now 242 meters tall and before the senseless destruction, 320 meters…

Nearby is a village called Sestra: A very ancient town with tombs that are beautifully adorned. Famous Russian traveler, historian and anthropologist Arceniev in the beginning of XX century, wrote that those hills had been holy places for ancient settlements, people had been coming from China and Korea to pray there for centuries. The two pyramids were sacred and mysterious for many ancient people. They were named Da-nai-shan (now: Sestra) and Er-nai-shan (now: Brat)…

Then there is even recorded documents that 110 years ago when the first Russians disembarked near the Sestra/Korean settlements, it was said that two hills (Brat and Sestra) had been built a long time before. However they didn’t know who had build them…

PyrOrientationThen and now, all people who visit the pyramids, say that they feel very happy and very healthy while walking on the sides and around the pyramids. The sides of those pyramids are oriented North, West, South and East exactly like the pyramids in Egypt…

I found these pyramids, as I have been looking at the internet about the pyramids all over the world. It seems that in the ancient times that people all over the world and I mean all over the world, built pyramids. They seemed to build the same type of pyramids and no one was connected by any means, due to the geographical barriers in the natural world. Yet we all built pyramids…

In Russian Federation: Laws of Shipping Goods…

Once upon a time a Pastor from America tried to sneak some ammo into Russia. His name is Pastor Phillip Miles! I have a whole bunch of articles on the man and he spent some time in a Russian jail cell, rightly deserved I figured out later…

The way that I see what happened was this:

Miles realized that he could not ship ammo into Russia by any means. The system had a million barriers to trying to ship the ammo by mail. While it could be done by mail, (After many hoops to jump thru!) it would take much too long to do it and if you have ever shipped anything in Russia by mail? Then the odds are that it will not get there until a couple of blue moons have passed…

This holds true no matter if shipped by airmail, EMS, UPS, FedEx and DHL! The rule is no ammo passing the border. Just read all the below information after what I have wrote. This information comes directly from the Russian official website…

Now Pastor Phillip Miles had crossed the Russian border many times and felt confident that he could easily carry the ammo, which was a gift for a friend in Russia, across the border. They had never stopped him before and most likely have never even looked twice at him…

But and I mean a BIG BUT! Someone set him up and I suspect that his little entourage of followers in Russia saw an opportunity to rid themselves of this man and his monastical ways geared toward belittling the Russians…

For this time when he crossed the border, they did not bother him at the international border, but they waited until he tried to board a plane to Perm, Russia and then nonchalantly put him in jail. They knew he was carrying the ammo and waited for the exact correct moment to nab him…

So he knew he should not bring the ammo, but he also knew that he had crossed the border with many items and no one ever tried to worry about him before. The difference was that someone had set him up this time and his American naivety and superiority caught him with his hand in the cookie jar, so to speak…

I knew at the time that he knew what was right and wrong and I also knew that he tried to play innocent. Russia finally let him go home and I have heard nothing about him since, but I have never forgotten what he tried to do and that just made us law abiding Americans who travel Russia all the time look bad…

When you are in another land: Do not take them for granted and do not look down at them and try to skirt the laws. You may not feel those laws are correct, but really who cares what a foreigner thinks…

  • narcotics, psychotropic, drastic, radioactive, explosive, corrosive, flammable and other hazardous substances;
  • poisonous animals and plants;
  • RF paper currency and foreign currency;
  • perishable goods;
  • items, that may endanger the safety of postal employees, soil, taint or otherwise damage other postal items or postal equipment.

Abroad

Ground: International postal items are subject to all restrictions provided by domestic legislation of the Russian Federation, Universal Postal Union Decrees, Regulations of the Postal Service and List of items prohibited and conditionally permitted for import to foreign countries, published in Manual on international postal items acceptance.

Upon entry onto the territory of the Russian Federation:

1) Printed and audiovisual materials:

  • containing appeals to extremist and terrorist activities or public justification of terrorism,
  • of pornographic nature,
  • produced or distributed in violation of the laws of Eurasian Economic Community on elections and referenda,
  • aimed at promoting Nazi merchandising or symbolism or merchandising and symbolism similar to Nazi merchandising or symbolism that leads to a shift in perception,
  • containing other information which may threaten the political and economic interests of the Russian Federation, its national security, health and morality of its citizens;

  • produced or distributed in violation of the laws of Eurasian Economic Community on elections and referenda,
  • aimed at promoting Nazi merchandising or symbolism or merchandising and symbolism similar to Nazi merchandising or symbolism that leads to a shift in perception,
  • containing other information which may threaten the political and economic interests of the Russian Federation, its national security, health and morality of its citizens;
