RELATIONS (C-RE9-02730)

REF: A. ROME 000097

Classified By: ELISSA G. PITTERLE, DIRECTOR, INR/OPS

¶1. (C) WASHINGTON ANALYSTS GREATLY APPRECIATE THE
EXCELLENT REFS ON ITALIAN-RUSSIAN RELATIONS AND WOULD
APPRECIATE ANY ADDITIONAL INFORMATION ON THIS TOPIC, AS
POST’S TIME AND RESOURCES PERMIT. BECAUSE ITALY IS ONE OF RUSSIA’S STRATEGIC PARTNERS IN EUROPE, THERE IS SIGNIFICANT POLICYMAKER INTEREST IN ITALY’S POLICIES TOWARDS RUSSIA AND THE FACTORS DRIVING THOSE POLICIES. ANY INFORMATION REGARDING THE RELATIONSHIP BETWEEN HIGH-LEVEL OFFICIALS, PARTICULARLY THOSE BETWEEN ITALIAN PRIME MINISTER SILVIO BERLUSCONI AND
RUSSIAN PRIME MINSTER VLADIMIR PUTIN OR RUSSIAN PRESIDENT DIMITRY MEDVEDEV, AND ITALIAN FOREIGN POLICY TOWARDS RUSSIA WOULD BE GREATLY APPRECIATED.

¶2. (C) THERE IS ALSO CONTINUED POLICYMAKER INTEREST IN THE ITALIAN GOVERNMENT’S ECONOMIC RELATIONSHIP WITH RUSSIA, PARTICULARLY IN THE ENERGY SECTOR. ITALY IS AT THE FOREFRONT OF EUROPEAN ENERGY AND CONTINUES TO ENGAGE IN BUSINESS DEALS WITH GAZPROM, THE RUSSIAN ENERGY GIANT. ENI, ITALY’S PARTIALLY STATE-OWNED ENERGY CONGLOMERATE, IS GAZPROM’S LARGEST PARTNER IN ITS EFFORTS TO STREAMLINE THE SOUTH STREAM PIPELINE, AND WE ARE VERY INTERESTED IN HOW THE TWO COMPANIES
ARE OPERATING TOGETHER. U.S. POLICYMAKERS ALSO REMAIN INTERESTED IN ITALY’S MOVEMENT TOWARDS ENERGY DIVERSIFICATION AND THE RESTART OF ITS NUCLEAR PROGRAM. ANALYSTS WELCOME ANY AVAILABLE INFORMATION ON THESE TOPICS, AS TIME AND RESOURCES PERMIT.

¶A. (U) FOREIGN AND ECONOMIC POLICY:

1) (C) PLEASE PROVIDE ANY INFORMATION ON THE PERSONAL
RELATIONSHIP BETWEEN RUSSIAN PM VLADIMIR PUTIN AND ITALIAN PM SILVIO BERLUSCONI. WHAT PERSONAL INVESTMENTS, IF ANY, DO THEY HAVE THAT MIGHT DRIVE THEIR FOREIGN OR ECONOMIC POLICIES?

2) (C) WHAT FACTORS ARE DRIVING ITALY’S FOREIGN POLICY WITH RUSSIA?

3) (C) HOW DO ITALIAN LEADERS VIEW U.S. FOREIGN POLICY
TOWARDS RUSSIA. HAVE ITALIAN POLITICAL OR BUSINESS LEADERS INFLUENCED RUSSIAN POLICY AGAINST U.S. INTERESTS, AND IF SO, HOW?

¶B. (U) ENERGY POLICY:

1) (C) WHAT ARE ITALIAN GOVERNMENT OFFICIALS’ AND ENI
OFFICIALS’ VIEWS ON ITALY’S ENERGY RELATIONSHIP WITH RUSSIA AND THE SOUTH STREAM PROJECT? WHERE DOES ITALIAN ENERGY POLICY CONVERGE WITH RUSSIAN ENERGY POLICY, ESPECIALLY REGARDING LIBYA AND THE BALKANS?

2) (C) PLEASE PROVIDE ANY INFORMATION ON THE RELATIONSHIP BETWEEN ENI EXECUTIVES, INCLUDING CEO SCARONI, AND ITALIAN GOVERNMENT OFFICIALS, ESPECIALLY PM BERLUSCONI AND THE MINISTRY OF FOREIGN AFFAIRS.

3) (C) PLEASE PROVIDE EXAMPLES, IF POSSIBLE, OF ANY
INSTANCES WHERE THE ITALIAN GOVERNMENT MADE DECISIONS TO BENEFIT ITALIAN BUSINESS OR COMMERCIAL INTERESTS AT THE EXPENSE OF POLITICAL CONCERNS ABOUT ENERGY POLICY.

¶3. (U) PLEASE CITE C-RE9-02730 IN THE SUBJECT LINE OF
REPORTING IN RESPONSE TO THE ABOVE QUESTIONS.

Russia Today Brings Wisconsin Into the Open…

Demonstrations are going on in the US state of Wisconsin:  But you would not know it walking past a news stand in the USA. American papers have photographs of protests in other countries on their front pages, with no mention of the estimated 70,000 protesting on US soil, fighting for their rights at home…

Yes – My contacts have scoured the American news stands such as in Atlanta Georgia and New York City and the coverage up to now has been pathetic compared to the goings on in Egypt, Libya and other parts of the world…

Smile you live in a stifled American society!

What shocked me several days ago: Lawmakers in the US were rallying the troops against protesters and the top republican in the US derided their tactics, saying this was “not a way to have an adult conversation.” Yes the process was in the works to have troops used to control the crowd. Yes the news said that lawmakers were at a presence of danger. That no guarantee could be made for the safety of said lawmakers…

No actually it is the correct way and you want to start a issue you can not handle then send the troops against the people in Wisconsin. I hear America talk down the way it is handled in Libya but yet we think in the same circles when it happens to us…

The American news should have this issue (Wisconsin) plastered on the front page 24 hours a day. What is happening in America needs real coverage by the main news. The main news needs to get off the government nipple and report.  They would have in the old days of journalism…

Libya Unrest is Rocking the Oil Foundations…

Do you see what I see?

Tick Tock the Clock is Ticking…

Gaddafi gave two weeks for the opposition to get their issues out in the open…

Al Jazeera English...

Al Jazeera is suffering interference on the Arabsat satellite frequency.

The network, on the basis of investigations by specialists, has blamed Libya’s intelligence services for jamming its TV signals and blocking its websites. It has traced the source of the jamming to a Libyan intelligence technical administration building south of Tripoli, the capital.

During jamming Al Jazeera English can be watched on

Hotbird 13E Frequency: 11034 Vertical FEC: 3/4 Symbol rate: 27500

Badr4/Eurobird 2 (26East) Frequency : 11680.8 Horizontal; SR: 27.5: FEC: 3/4

Nilesat/ Atlantic Bird4A (7West) Frequency: 11393 Vertical; SR:27.5; FEC :3/4

During jamming, Al Jazeera Arabic can be watched on Nilesat 7W Frequency: 11555 Vertical FEC: 3/4 Symbol rate: 27500

You can watch Al Jazeera English live stream directly on our website. (WTR)

The Nabucco Death Rattles are Being Heard…

Windows to Russia
Nabucco gas pipeline...

Britain’s BP oil giant just raised its pre-estimated cost of the Nabucco gas pipeline up to 14 billion euro. This news has virtually sealed the death bed of a unpopular pipeline that lives only in politicians minds for the reason to slap Russia in the face…

The projected pipeline is (was) to carry gas through Central Asia to the heart of Europe and bypassing Russia so that Europe can tell Russia to stick it on gas…

The Nabucco was to have been started in upcoming 2012 but this is now very questionable, as the benefits of the project are even less evident than they ever have been…

Funny how BP has just sliced the foundation out from under Nabucco. Looks like BP who has found ally and friend in Russia for the future endeavors. Has made it clear that even the supply for the pipeline is also very precarious and could be considered unavailable without Russia in the first place…

I myself think that the Nabucco will not die for years to come. I think that despise against Russia, amongst politicians in Europe will allow the Nabucco to continue to live on as does the hatred for Russia live on in so many hearts around the world…

The Moscow Planetarium Lives…

This podcast above is about the Moscow Planetarium. It is from The Voice of Russia. I did several articles several years ago and as always, I am looking for follow up information on past articles…

http://windowstorussia.com/russia-moscow-planetarium-needs-to-be_14.html

http://windowstorussia.com/russia-moscow-saved-planetarium_18.html

The Moscow Planetarium was almost a goner and by a miracle has survived the test of time and has been scheduled for reopening on April 12, 2011. As my past posts pointed to. The Planetarium was in a struggle for the real estate. It seems that it was sitting on prime real estate and people wanted to get rid of a real land mark for future development. Thank goodness the Planetarium won…

There has been other not so lucky landmarks that have fallen to the ravages of greed. Such as “The Soviet Toy Store”…

All my life I have watched the past be destroyed in the name of the all mighty dollar. We need to preserve the past because  the past is the gateway to the future…

Nuclear-powered train in Russia…

Remember as a kid and reading Popular Mechanic or Popular Science magazines. They were always full of articles about things that you could verily imagine.  Such as things that Russia spouts about all the time, even now. Now Russia says that they will build a Nuclear Powered Train…

Russian Railways (RZhD) and the Russian Federal Atomic Energy Agency (Rosatom) intend to create a nuclear-powered train, reports Interfax. According to RZhD vice-president Valentin Gapanovich, the train, consisting of 11 carriages, will house scientific exhibits. (Link)

What a wonderful thought. A nuclear powered train, that would be like something out of a science fiction book that I read as a kid… 🙂

That really is cool and I only hope that they fulfill what they say. You know they just might be able to do it. They have that very successful floating nuclear power plant and with a little tweaking on size they could adopt it to a train…

That is why I love Russia. Maybe someday we will travel Russia on a Nuclear Powered Train…

Putin is a Mountain…

Tian Shan mountains...

The lawmakers in Kyrgyzstan approved February 17, 2011 to apply Putin’s name to a 4,446-meter (14,672-feet) mountain peak in the Tian Shan mountains south of the capital, Bishkek…

A whole mountain peak named after Putin! Does Putin get to play on the mountain? Would Putin want to play on the mountain? It looks like a pretty rugged set of mountains and might not be good for skiing and relaxing… 🙂

It is somewhere in “that there” mountain range picture?

Hummm – could they be wanting something from Putin?

Medvedev Meets The Pope…

Dmitry Medvedev met with Pope Benedict XVI and Vatican Secretary of State Tarcisio Bertone.

This was the first official visit of a Russian leader to the Vatican since establishment of full-format diplomatic relations. Following his brief working visit to the Vatican on December 3, 2009, Dmitry Medvedev signed an executive order on establishing diplomatic relations at the level of a Russian Federation Embassy in the Vatican.

The discussion focused on prospects for humanitarian, social, scientific, educational and cultural cooperation. Besides, the parties reviewed opportunities for promoting dialogue among confessions. (Link)

Now that is just way to cool. What a fantastic photo…
