Under the table means to create and develop financial business between countries even when one of those countries tries to stifle such dealings…

What is happening in the world right now is called chipping away at the foundation of the biggest building. I use to study how they would siege a castle and dig under the corner of the wall. Then when they had a tunnel and chamber dug under the foundation, they would build a huge fire in the tunnel with grease or equivalent. The fire would weaken the wall and sooner than later it would collapse, leaving a huge gap in the defenses…
