Statement of the Joint Coordination Headquarters for Humanitarian Response June 10, 2022

The Russian Federation’s Joint Coordination Headquarters for Humanitarian Response, in cooperation with the competent federal executive authorities and law enforcement agencies, continues to record the facts of criminal actions by servicemen of the Ukrainian armed forces and fighters of Ukrainian nationalist formations against the civilians of Ukraine and the Donbass republics, as well as the use by the Kiev regime of social infrastructure facilities for military purposes:

According to the verified information, military administration of Odessa and specialists of 83 Centre of informational and psychological operations prepare another cynical provocation in order to accuse Russian Armed Forces in usage of launching strikes over potentially dangerous objects which can result in suffering of hundreds of people in Odessa.

For carrying this provocation out units of AFU plan to deploy air defence system or it`s model near the service station of the regional ambulance, where the burial site of plague victims is located. In case of strike of Russian Air Forces over this object the Ukrainian side plan to spread information about forming a biological threat in the region of Odessa because of actions of the Russian Armed Forces.
Joint Coordination Headquarters for Humanitarian Response of Russian Federation warned the international community about preparing such provocations from the Ukrainian nationalists which have already risen in numbers because of criminal actions of the Kiev regime. 
 
Once again we focus on the fact that druing performing of the special military operation the Russian Armed Forces always provide civilians with comprehensive assistance and support, treat them exclusively humanely and contrary to the AFU units don`t launch any strikes over civilian infrastructure objects which destruction can lead to ecological or technical disaster and create a threat to the civilians.

More over than than Ukrainian armed formations continue using civilian infrastructure for military purpose:

In Slavyansk, Donetsk People`s Republic, Ukrainian units prepared firing positions and deployed it`s militants, military vehicles and heavy weaponry at the territory of local school number 7;

In Dobropolje the AFU units deployed it`s militants and prepared firing positions and ammunition depots in local schools number 4, 7 and 5;

in the village of Kleban-Byk, near the water station and on the territory of a secondary school (Shkolnaya Street), Ukrainian nationalists deployed strong points, heavy weapons and MLRS; 

in Kramatorsk, in the premises of the furniture factory, the headquarters of the units of the Armed Forces of Ukraine was deployed, and firing positions were equipped in the adjacent territory, and artillery was deployed.

At the same time, Ukrainian nationalists severely suppress all attempts of local residents to evacuate from these settlements to safe areas. With the aim to provoke return fire Ukrainian militants, open fire at the positions of the Russian Armed Forces and formations of the Donetsk People’s Republic from residential areas in order to accuse them for the consequences of supposedly indiscriminate strikes according to the “worked out scenario”.

Such actions by Kiev once again demonstrate an inhuman attitude towards the fate of its own citizens and show a complete disregard for all norms of morality and international humanitarian law. The crimes of the Kyev regime are still ignored by the world community and international organizations.

Despite all the difficulties and obstacles imposed by the Ukrainian side, over the past day, without the participation of Kiev, 21,632 people were evacuated from dangerous areas, 2,878 of them children, and in total, since the beginning of the special military operation, 1,772,921 people have already been evacuated, of which 284,697 are children.
 
The state border of the Russian Federation was crossed by 256,856 personal vehicles including 4,050 per day.

More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation. The refugees are dealt with on an individual basis and are promptly assisted with various pressing issues relating to onward accommodation, employment assistance, places for children in kindergartens and educational institutions, and the provision of entitlements to social benefits.

Over the past 24 hours, the hotline of the Interdepartmental Coordination Headquarters of the Russian Federation for Humanitarian Response, federal executive authorities, constituent entities of the Russian Federation and various NGOs received 57 requests from foreign and Ukrainian citizens to evacuate to Russia, the Donetsk and Lugansk people’s republics, as well as to the Russian Armed Forces-controlled areas of Zaporozhye, Nikolaev, Kharkov and Kherson regions. In total there are 2,757,833 such appeals from 2,138 locations in Ukraine in the database.

In addition, 70 foreign vessels from 16 countries remain blocked in 6 Ukrainian ports (Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhniy). The threat of shelling and high mine danger posed by official Kiev prevents vessels from entering the high seas unhindered.

As a result of the measures taken by the Russian Navy, the mine threat in the waters of the port of Mariupol has been eliminated and measures are being taken to restore the port infrastructure.

The Russian Armed Forces have created conditions for the operation of two maritime humanitarian corridors, which are safe lanes for ships:

in the Black Sea – to leave Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhnyi ports in a south-westerly direction from Ukraine’s territorial sea, 139 miles long and 3 miles wide;

in the Sea of Azov, to leave Mariupol port 115 miles long and 2 miles wide towards the Black Sea.

Detailed information in English and Russian on the modus operandi of the maritime humanitarian corridor is broadcast daily every 15 minutes on VHF radio on 14 and 16 international channels in English and Russian.

At the same time, the Kiev authorities continue to avoid engaging with representatives of states and ship-owning companies to resolve the issue of ensuring the safe passage of foreign vessels to the assembly area.

The danger to navigation from Ukrainian mines drifting off their anchors along the coasts of Black Sea states remains.

The Russian Federation is taking a full range of comprehensive measures to ensure the safety of civilian navigation in the waters of the Black Sea and the Sea of Azov.

Demining detachments of the Russian Armed Forces and the EMERCOM of Russia are carrying out land and facility clearance tasks in the territory of the Donetsk and Lugansk people’s republics.

A total of 2,966.42 hectares were checked (including 24.63 hectares during the day), 35 buildings (including 13 socially important facilities), 1 bridge and 9.64 km of roads. 17,543 explosives were detected and defused, 553 of them during the day.

Federal executive authorities, together with the subjects of the Russian Federation, various public organizations, patriotic movements, continue to accumulate humanitarian aid. More than 31,000 tonnes of basic necessities and food kits, including baby food and life-saving medicines, have been prepared at collection points.

republics of Bashkortostan, Dagestan, Kabardino-Balkaria, Crimea, Sakha (Yakutia), Tatarstan and Chechen Republic, Krasnoyarsk, Krasnodar, Stavropol and Khabarovsk regions, Arkhangelsk, Belgorod, Bryansk, Voronezh, Kaluga regions, Leningrad, Moscow, Murmansk, Nizhny Novgorod, Novosibirsk, Rostov, Saratov, Samara, Sverdlovsk, Tula, Ulyanovsk and Yaroslavl regions, Khanty-Mansi Autonomous Area, as well as of Moscow, Saint Petersburg and Sevastopol;
 
among political parties and non-profit organisations: United Russia, the All-Russian Public Movement “People’s Front”, the All-Russian Public Organisation of Veterans “Battle Brotherhood”, the autonomous non-profit organisation to support humanitarian programmes “Russian Humanitarian Mission”, the Open Joint Stock Company “Russian Railways”, the State Corporation for Space Activities “Roscosmos” and the All-Russian Public and Public Organisation “Russian Union of Women”.

. Since March 2, 28,961.7 tons of humanitarian cargo have already been delivered to Ukraine, 1,142 humanitarian actions have been carried out, including 4 actions in Zaporozhye and Kherson regions, as well as in Donetsk People’s Republic, during which 448 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.

On June 1, 5 humanitarian actions have been planned and are currently being carried out in Kherson and Kharkov regions, in Donetsk People’s Republic, during which 361 tons of basic necessities, medicine and food will be distributed.
