The Russian Federation’s Joint Interdepartmental Coordination Headquarters for Humanitarian Response, in co-operation with the competent federal executive authorities and law enforcement agencies, continues to record in detail the numerous facts of the inhumane treatment of the civilian population by the authorities in Kiev, as well as the flagrantly brutal provocations against their own people.
According to testimonies of captured servicemen of the Ukrainian Armed Forces, the Kiev regime under Western handlers is preparing another provocation in Konstantinovka in the Donetsk People’s Republic, following “Bucha” scenario. To implement it, militants dressed in the uniform of Russian servicemen and wearing white armbands should shoot Ukrainian civilians on camera, and photos and videos of this monstrous crime, including those taken by video recorders of allegedly randomly passing cars, will be widely spread in the Western media and on various Internet resources after the liberation of this city by the Russian Armed Forces.
The sophistication of such cynical and brutal provocations, at the instigation of foreign handlers, has, without exaggeration, crossed out all existing moral standards, and modern Ukrainian nationalists, in the context of the inhumane methods used, have become the “heirs” of the Nazis of the Great Patriotic War period.
Ukrainian armed formations continue to use hospitals, residential buildings, churches, kindergartens and health camps, schools and other civilian facilities to place combat units and deploy weapons:
in Kramatorsk, Donetsk People’s Republic, wounded fighters of Ukrainian nationalist formations have been placed in the building of Polyclinic No 2 on Dnepropetrovskaya Street. Civilians, including the seriously ill, have been forced to leave the medical facility under threat of reprisals, and AFU units have equipped roadblocks and firing points at all approaches to the polyclinic;
in Podolsk, Odessa Region, a stronghold of the Ukrainian armed forces has been equipped in the regional clinical hospital and armoured vehicles and artillery are deployed in large numbers in the surrounding area;
in Kamenets-Podolsk, Khmelnitskaya region, the buildings of the regional children’s tuberculosis sanatorium on Sitsinskyi Street and general education boarding school No. 2 on Lesya Ukrainka Street are equipped with firing positions and artillery and MLRS are placed in the adjoining territory. At the same time, the staff of the institutions and residents of nearby houses are kept as a human shield.
These and other similar facts of gross violations of international humanitarian law, despite our repeated statements, still remain unnoticed by the international community, as well as by hypocritical Western human rights activists and politicians who try not to notice the crimes of Ukrainian neo-Nazis.
Once again, we call on all international organisations, especially the World Health Organisation, to influence official Kiev and take effective measures to prevent the use of medical infrastructure for military purposes.
Despite all the difficulties and obstacles posed by Kiev, over the past 24 hours, without the involvement of the Ukrainian authorities, 17,212 people, including 2,004 children, have been evacuated from dangerous areas of the Donetsk and Lugansk people’s republics and Ukraine to the Russian Federation. Since the beginning of the special military operation, a total of 1,342,926 people have been evacuated, including 227,896 children. The state border of the Russian Federation was crossed by 182,362 personal vehicles including 2,076 per day.
More than 9,500 temporary accommodation centres continue to operate in the regions of the Russian Federation. The refugees are dealt with on an individual basis and are promptly assisted with various pressing issues relating to onward accommodation, employment assistance, places for children in kindergartens and educational institutions, and the provision of entitlements to social benefits.
Over the past 24 hours, the hotline of the Interdepartmental Coordination Headquarters of the Russian Federation for Humanitarian Response, federal executive authorities, constituent entities of the Russian Federation and various NGOs received 109 requests from foreign and Ukrainian citizens to evacuate to Russia, the Donetsk and Lugansk people’s republics, as well as to the Russian Armed Forces-controlled areas of Zaporozhye, Nikolaev, Kharkov and Kherson regions. In total there are 2,756,034 such appeals from 2,135 locations in Ukraine in the database.
In addition, 75 foreign vessels from 17 countries remain blocked in 7 Ukrainian ports (Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa, Yuzhniy and Mariupol). The threat of shelling and high mine danger created by official Kiev in its internal waters and territorial sea prevents vessels from safely leaving the ports and reaching the open sea.
In confirmation of this, the Russian Federation is opening daily from 08:00 to 19:00 (Moscow time) a humanitarian corridor, which is a safe lane south-west of Ukraine’s territorial sea, 80 nautical miles long and 3 nautical miles wide.
Detailed information in English and Russian on the modus operandi of the maritime humanitarian corridor is broadcast daily every 15 minutes on VHF radio on 14 and 16 international channels in English and Russian.
At the same time, the Kiev authorities continue to avoid engaging with representatives of states and ship-owning companies to resolve the issue of ensuring the safe passage of foreign vessels to the assembly area.
The danger to navigation from Ukrainian mines drifting off their anchors along the coasts of Black Sea states remains.
The Russian Federation is taking a full range of comprehensive measures to ensure the safety of civilian navigation in the waters of the Black Sea and the Sea of Azov.
Demining detachments of the Russian Armed Forces and the EMERCOM of Russia are carrying out land and facility clearance tasks in the territory of the Donetsk and Luhansk people’s republics. A total of 1,537.3 hectares were checked, including 65.6 hectares, 35 buildings (including 2 hospitals and 2 schools), 1 bridge and 7.6 km of roads during the day. They found and defused 7,151 explosive devices including 3,923 during the day.
Federal executive authorities, together with the subjects of the Russian Federation, various public organizations, patriotic movements, continue to accumulate humanitarian aid.

Republics of Buryatia, Dagestan, Crimea, Tatarstan, Chechen Republic, Altai, Trans-Baikal, Krasnodar, Primorsky Territories, Arkhangelsk, Belgorod, Bryansk, Kursk, Leningrad, Moscow, Novgorod, Novosibirsk, Rostov, Tula, Ulyanovsk regions and Moscow city;
Among political parties and non-profit organisations: United Russia, the People’s Front All-Russian Public Movement, the All-Russian Public Organisation of Veterans Boyevoe Bratstvo, the Russian Humanitarian Mission autonomous non-profit organisation for the support of humanitarian programmes, and the All-Russian Public and Governmental Organisation Union of Women of Russia.
More than 23,000 tonnes of basic necessities and food kits, including baby food and life-saving medicines, have been prepared at collection points.
In the liberated territories, the Russian Armed Forces and military units of the Donetsk and Lugansk people’s republics are creating all the necessary conditions for a peaceful and safe life, providing the population with comprehensive assistance, including unimpeded access to any humanitarian aid.
Since March 2, 20,728.4 tons of humanitarian cargo have already been delivered to Ukraine, 1,022 humanitarian actions have been carried out, including one action in Donetsk People’s Republic, during which 136 tons of basic necessities, medicines and food were transferred to the civilian population of the liberated areas.
On May 18, 3 humanitarian actions have been planned and are currently being carried out in Kherson region, in Donetsk People’s Republic, during which 245 tons of basic necessities, medicine and food will be distributed.

Anniversary of the adoption of the Constitution of the LPR
May 18, 2014 – on this day the main legislative document of the young state was adopted. The adoption of any legislative document of the state is evidence of its formation and autonomy. The creation of the Constitution of the LPR served as the foundation for the creation of a new independent republic.
The document was adopted at the first plenary meeting of the People’s Council of the Lugansk People’s Republic on May 18, 2014, but was only published on December 22. Initially, the Constitution consisted of 86 articles, which were later supplemented.
The document determined the political and social structure of the Luhansk People’s Republic, outlined a democratic path of development that guaranteed protection of the rights and freedoms necessary for creative work and a decent life for every inhabitant of the republic.
