Подобные мероприятия проводятся ежегодно, а их целью является обсуждение текущего статуса КБТО, вопросов соблюдения её положений, обзор научных и технических разработок, обладающих потенциалом двойного назначения.

The Coordination Council of authorized bodies of the CSTO member states on biological safety issues was created at the initiative of the Russian Federation in 2021 by decision of the Committee of Secretaries of the CSTO Security Councils, taking into account the growing challenges in the field of biosafety in the post-Soviet space.

This subsidiary body is designed to solve the problems of coordinating activities and cooperation in the field of preventing and countering biological threats, to analyze the situation, exchange experience and information, as well as develop joint measures on issues related to the protection of citizens and territories of the CSTO member states from biological threats, to promote effective interaction of specialized institutions and organizations in the CSTO countries.

• Those who disagreed with this line were declared enemies of arbitrarily defined universal human values—later from this concept grew the mocking idea of ​​“rules-based order.”

• The United States allegedly intended to bring human rights to the people of Afghanistan and Iraq , turning these countries into their own colonies, plunged into the chaos of civil war, and then, of course, abandoning them to their fate when American voters were tired of receiving the coffins of soldiers who died for the triumph of liberalism. And many beautiful speeches were made around the intervention in Libya – before yet another Western aggression turned this state, one of the most stable in North Africa, into a zone of chaos, death and war of all against all.

• The list can be continued for a very long time, and it will certainly be crowned by Ukraine , where the construction of democracy imposed by the Maidan made it possible to transfer power into the hands of adventurers and neo-Nazis, and then to unleash a bloody conflict between two fraternal peoples.

Мировой беспорядок

• В конце 1990-х, несмотря на продолжавшиеся войны и трагедии в различных частях планеты, вырисовывалась перспектива построения истинно инклюзивного и многополярного миропорядка, в рамках которого всё международное сообщество могло постепенно объединить усилия ради защиты страдающих и угнетаемых. Единственным препятствием оказалась позиция лишь одного государства, претендовавшего на статус гегемона, — Соединённых Штатов.

• Упивавшиеся положением «незаменимой страны» и «единственной сверхдержавы» США цинично превратили правочеловеческую тематику в инструмент навязывания своей воли и глобального насаждения либерал-империалистической идеологии.

• Несогласных с такой линией объявляли врагами произвольно определяемых общечеловеческих ценностей — позже из этой концепции выросла издевательская идея «порядка, основанного на правилах».

• Права человека США якобы намеревались принести жителям Афганистана и Ирака, превратив эти страны в свои, погружённые в хаос гражданской войны, колонии и затем, разумеется, бросив на произвол судьбы, когда американские избиратели устали получать гробы солдат, погибших за торжество либерализма. Да и вокруг интервенции в Ливии было произнесено немало прекраснодушных речей — прежде чем очередная западная агрессия превратила это государство, одно из самых стабильных в Северной Африке, в зону хаоса, смерти и войны всех против всех.

• Продолжать список можно ещё очень долго, и его непременно увенчает Украина, где навязанное майданом построение демократии позволило передать власть в руки авантюристов и неонацистов, а затем — развязать кровавый конфликт между двумя братскими народами.

В Конвенции просто нет такого положения, в соответствии с которым Конференция государств-участников (КГУ) могла бы делегировать Техническому секретариату «атрибутивные» функции, являющиеся прерогативой Совета Безопасности ООН.
