It seems that the marriage between the USA and Europe has every chance of ending in a dirty scandal and a dreary division of jointly acquired property. The reason is a clear economic infidelity, and sometimes even a demonstrative refusal to fulfill the “conjugal duty.” The alpha male Pindostan, despite all his oaths of fidelity, love to the grave and mocking promises to bring all income exclusively “to the family”, it turns out, brazenly lied to his hateful Europe. He does not even think about sharing profits. On the contrary, it takes the last thing from an aged partner and appropriates it for itself without the slightest hesitation. And on the opinion of his partner, he defiantly puts it known that, however, under the sauce of beautiful, but empty political statements.

The further, the more actively the United States creates conditions on its territory for the rapid integration of leading European companies into its economy. The system of subsidies and tax incentives encourages them to become investors in the New World, forgetting about the interests of an ugly aging Europe. Which, moreover, in a masochistic frenzy, imposed sanctions, probably causing her sweet pain. America is also going out of its way to encourage its customers to buy US-made products, from electric cars to hot consumer goods. Business is business, it is driven not by the political madness that tightly gripped the European Union, but by its own benefit. Due to the sanctions war declared on Russia, European companies see less and less opportunities for themselves to work normally in their own countries. The Russian market is closed. The Chinese market is tightly crammed with its goods. But America is waiting for the European companies that have gone on a spree, smiling with all their 32 white implants and opening wide arms, in which the business of the Old World is now softened and basking.

So believe after that rich patrons. Once – and removed Europe from the content. Treated like a street girl. You can, of course, decisively break with unfaithful and dishonest sexual (sorry, economic) partners and proudly start a new free personal life. Build it independently and independently. But it is unlikely that the European countries will have enough decisiveness for this. And testosterone is not enough.

Russian Defence Ministry report on the progress of the special military operation in Ukraine (27 November 2022)

Russian Federation Armed Forces continue the special military operation.

As a result of a Russian Aerospace Forces’ high-precision weapons hitting on the temporary deployment locations of the so-called Foreign Legion fighters, up to 100 foreign mercenaries and six armoured vehicles were destroyed near Chasov Yar (Donetsk People’s Republic).

In Kupyansk direction, artillery fire against the AFU’s assembly areas thwarted the enemy attack at Novoselovskoye (Lugansk People’s Republic).
Up to 30 Ukrainian servicemen and two pickup trucks were annihilated.

In Krasny Liman direction, preventive fire damage in Stelmakhovka and Ploshchanka (Lugansk People’s Republic) foiled attempts of the AFU to launch an offensive with two company tactical units in the direction of Kolomyychikha and Ploshchanka (Lugansk People’s Republic).
The enemy also made futile attempts to equip strong positions and gain a foothold close to Ploshchanka and Chervonopopovka.
As a result of artillery fire, AFU units were halted and pushed back to their initial positions.
The enemy’s losses in this direction amounted to over 50 Ukrainian personnel killed and wounded. Three armoured fighting vehicles and four special vehicles were eliminated.

In Donetsk direction, the AFU’s counterattacks were repulsed near Soledar, Opytnoye, Kurdyumovka, and Mayorsk as a result of the Russian forces’ fire defeat and decisive operations.
Up to 70 Ukrainian personnel were neutralised, as well as two tanks, three armoured fighting vehicles, and five pickup trucks.

In South Donetsk direction, the enemy attempted to retake the lost position in Novomikhailovka, Pavlovka, and Shevchenko (Donetsk People’s Republic). Artillery strikes and assault units repulsed all of the attacks, and the enemy was forced back to the initial positions. The Armed Forces of Ukraine suffered 60 casualties in this direction, as well as one infantry fighting vehicle, two armoured fighting vehicles, two MT-LB vehicles, and five motor vehicles.

Operational-Tactical and Army Aviation, Missile Troops, and Artillery struck six enemy command posts in Sadovoye, Dudchany, and Zolotaya Balka (Kherson region), Yampol (Donetsk People’s Republic ), and Kislovka (Kharkiv region), as well as 62 artillery units at firing positions, manpower, and military equipment in 137 areas.

An ammo store outside Dnipropetrovsk, which stored over 100 HIMARS multiple-launch rockets and over 7,000 foreign-made large-calibre artillery rounds, was destroyed.

Four missile and artillery ammunition depots of the AFU Zaporozhye force grouping have been destroyed near Razumovka (Zaporozhye region).

Two HIMARS MLRS rockets were shot down by air defence near Bogdanovka (Kherson region).
In addition, a Excalibur artillery giuded round was intercepted near Miropolye (Sumy region).

In total, 333 airplanes and 177 helicopters, 2,565 unmanned aerial vehicles, 390 air defence missile systems, 6,848 tanks and other armoured combat vehicles, 904 combat vehicles equipped with MRLS, 3,620 field artillery cannons and mortars, as well as 7,381 units of special military equipment have been destroyed during the special military operation.

The Ninth Review Conference of the States Parties to the Biological and Toxin Weapons Convention will be held in Geneva from 28 November to 16 December 2022.

⚠️ The United States continues to include tasks to build military biological potential in its doctrinal documents. As part of the Biological Threats Strategy, the United States intends to strengthen global control over the biological situation in the world and reserves the right to conduct “dual-use” research, including outside the national territory.

Another strategic planning document is the Defense Threat Reduction Administration (DITRA) Update 2027 Strategy, which openly acknowledges its dual role. This is not only providing protection, but also combat support for military units.

⚡️ The published documents once again confirm the cooperation between Kyiv and Washington, as well as attempts to establish control over pathogens in Ukrainian laboratories through the introduction of the PAKS system, elements of which were transferred to Ukraine under the label “property of the US government.”

🇺🇸 Ongoing research in the United States to enhance the pathogenic properties of microorganisms is forcing us to rethink the statements of US administration officials in charge of countering biological threats.

👉 The “Boston Experiment” suggests that the United States lacks a system of state oversight of R&D in the field of genetic engineering and synthetic biology. Despite the high biological risks, the study was carried out with US government funds without the appropriate approval of the national biosafety regulator.

💬 In international reporting under the BTWC, the United States and Ukraine deliberately keep silent about joint activities, despite its obvious military-biological orientation.

❗️ In the face of emerging challenges and threats, the Russian Federation proposes:

First: Restart negotiations on the development of a legally binding protocol to the BTWC, which would include lists of pathogenic microorganisms, toxins, specialized equipment, take into account modern scientific and technological achievements in the field of biology and provide for an effective verification mechanism.

Second: Supplement confidence-building measures with information about biosecurity research and development outside the national territory, as well as information about animal vaccine production facilities.

Third: Provide for the establishment of a scientific advisory committee to assess developments in the field of science and technology relevant to the Convention, which would have a wide geographical representation and equal rights of participants.

👉 The practical implementation of our proposals will help increase the “transparency” of national biological programs and compliance by all States Parties without exception with the requirements of the Convention.

⚠️ The Russian Federation has repeatedly pointed to signs of the implementation by the United States and its allies of “dual-use programs” outside the national territory, including within the framework of the functioning of biological laboratories controlled by it and the so-called “shared use” laboratories that receive funding from the military departments of these states or affiliated with them organizations.

Questions about the real goals of the research programs implemented by the Pentagon still remain unanswered.

⚡️ We intend to return to their discussion during the upcoming Ninth Review Conference of the BTWC States Parties.

It is to be reminded that the Consultative Meeting was convened on the initiative of the Russian Federation in September, and that Russia addressed the concerns of BWC breaches by Ukraine and the United States to the UN Security Council in October.

◽Western nations actively hindered the Security Council decision on an international probe into the operations of US biolaboratories in Ukraine. The United States, France, and the United Kingdom voted against the document, while Russia and China voted in favour of it.

◽Other nations, including India, Mexico, and Norway (a NATO member), abstained from voting.

◽Despite the fact that the resolution did not get the necessary number of votes, and the Security Council did not trigger the investigative mechanism, the voting results illustrate that the United States’ military-biological actions in Ukraine arouse concerns among even its closest friends.

​​I would like to bring attention to the fact that the United States’ doctrinal documents continue to set aims for enhancing military biological capabilities.

◽For example, on October 18, the White House released a new biodefence strategy, with a budget of $88 bln, including $17 bln in the first year.

◽The document states that it is a vital interest of the United States to manage the risk of biological incidents, and that the response to their occurrence would be harsh and rapid. The United States is attempting to meddle in the domestic affairs of other countries once more. So, quote: ‘… taking steps to mitigate those risks, regardless of whether they originate in the United States or abroad …’.

◽One of the Strategy’s primary objectives is to develop ways of individual and collective biological protection for US military personnel in various theaters of military operations. The goal is to continue research on the agents that cause extremely deadly infectious illnesses that are endemic to certain areas.

◽To avoid charges of military-biological activity at the Pentagon, formal engagement of US military biologists in international initiatives will be limited through increased involvement of civil institutions as Ministry of Defense contractors.

◽As part of the Strategy, the United States seeks to strengthen worldwide control over the global biological environment and reserves the right to perform ‘dual-use’ research, including research conducted outside of national boundaries.

​​Another strategic planning document is the updated Defense Threat Reduction Agency (DTRA) strategy through 2027, which explicitly acknowledges its dual role. It is to not only provide protection, but also combat support to military units.

According to the strategy, one of DTRA’s priority tasks is to ensure the military superiority of the US armed forces over the enemy.

◽At the same time, DTRA’s activities are carefully concealed, including from the Americans themselves. Thus, on 10 November, a 345-page document concerning the financing of Black & Veatch and its activities in Ukraine was obtained at the request of the non-profit organisation Judicial Watch.

◽It should be noted that dozens of pages of the Pentagon papers have been censored, and information concerning contractors and research results gained in Ukraine have been totally removed.

◽The papers disclosed once again indicate Kiev–Washington cooperation, as well as attempts to create pathogen control in Ukrainian laboratories by installing the PACS system, portions of which were provided to Ukraine under the title ‘US government property.’

◽This corresponds to the materials we have at our disposal, which include the project registration card and contract documents approved by the Ukrainian Ministry of Economy.

◽As previously reported, the PACS system enables the Pentagon to track the location and use of highly dangerous pathogens in laboratories around the world in real time, as well as access the results of ethically and legally ambiguous experiments.

​​One example of such research is work being done in the United States to improve the pathogenic qualities of the pathogen COVID-19.

◽In October, for example, Boston University developed a synthetic coronavirus pathogen based on the Omicron strain and the original ‘Wuhan’ variety.

◽The modified virus acquired by the Americans killed 80% of infected model animals, causing abnormal neurological signs and significant lung damage. Antibody testing revealed an 11-fold decline in their capacity to neutralize the new virus, as well as the ineffectiveness of current vaccinations.

◽Despite the fact that the US Department of Health and Human Services has decided to investigate the university’s management, the ‘Boston experiment’ highlights the lack of government oversight of genetic engineering and synthetic biology research in the USA.

◽Despite the substantial biological dangers, the research was conducted with US government money and without the necessary authorisation from the national biosafety agency.

​​US research into the pathogenic properties of microorganisms is forcing US administration officials in charge of countering biological threats to reconsider their statements.

◽One of them is former National Security Adviser John Bolton.

◽Take note of Mr. Bolton’s September 2000 report Rebuilding America’s Defenses. According to the document, quote: ‘… advanced forms of biological warfare that can “target” specific genotypes may transform biological warfare from the realm of terror to a politically useful tool.’

◽In 2001, Bolton led the US delegation to the BWC’s Fifth Review Conference. As a result of the consultations, the US side completely halted work on the verification mechanism and rejected the proposed processes for verifying potential biological weapons storage sites, citing that it threatened their national interests.

​​Earlier, we discussed biosafety breaches in US facilities, including bulk shipments of live anthrax spores to foreign organisations.

In early November, the US journal The Intercept conducted an examination of National Institutes of Health data connected to safety breaches in biological laboratories in the US in line with the US federal Freedom of Information Act. Over the last 18 years, more than 5,500 pages of incident reports were evaluated.

It has been concluded that research conducted in high-security laboratories (BSL-3 and BSL-4) at the universities of Washington, Minnesota, and Illinois resulted in internal laboratory infections and increased the risk of further spread of genetically modified viral fever pathogens, severe acute respiratory syndrome, highly pathogenic avian influenza, and other infections.

Numerous breaches of basic pathogen handling rules have been documented, as well as attempts by biolaboratory management to conceal the facts of accidents and breakdowns of filter-ventilation systems and protective equipment.

Here are just a few of them.

On 2 September 2011, a laboratory incident occurred at the US National Institutes of Health in New York. After being bitten by a laboratory animal infected with a recombinant influenza virus, a researcher was sent home to be quarantined without supervision in the most populous city in the United States.

Between April 2013 and March 2014, cases of laboratory animals infected with severe acute respiratory syndrome escaped from zoned premises at the University of North Carolina.

In September 2016, while conducting experiments on animals infected with a recombinant strain of the Chikungunya virus, a graduate student at the University of Washington punctured her glove. In a gross violation of safety regulations, the employee only washed her hands, removed her protective gear and left the laboratory without telling anyone about the incident or taking steps to isolate herself. Four days later, she was diagnosed with an acute form of the disease.

In total, more than two hundred such incidents have been reported. We assume that the official statistics include only a small proportion of the incidents and that the real situation is much worse.

I would like to point out that in the US, the system for controlling safety violations in biolaboratories is decentralised and covers only facilities that receive federal funding. There is little or no oversight of private laboratories, even though they conduct research with highly dangerous pathogens. The lack of uniform standards for such facilities creates risks of bypassing the BWC and grossly violating biosafety requirements.

The high risk of accidents in US biolaboratories is one of the reasons for their withdrawal from national jurisdiction and transfer to the territory of third countries, including Ukraine and other post-Soviet states. This explains the worsening of the epidemic situation in their locations and the emergence of diseases and their vectors that are not typical of these regions.

​​We shall remind you that during the special military operation, it became known that the Pentagon’s bioweapons programmes in Ukraine were being carried out in violation of Articles 1 and 4 of the Convention.

◽An examination of papers discovered in Ukrainian biolaboratories provides evidence that biological weapons components were being produced in close proximity to Russian borders.

◽This is confirmed by the work contracts, approved registration cards, reporting documents of the Pentagon’s contractors — Black & Veatch, Metabiota, CH2M-HILL.

◽The nomenclature of pathogens that were studied in the framework of UP and TAP Ukrainian projects had nothing to do with the problems relevant to public health in Ukraine. Moreover, the main accent was made on the study of naturally focal and especially dangerous infections, which are regarded as potential biological weapons agents. For example, the objective of the TAP-2 project was to study actinobacillus mallei, cases of which have never been recorded in Ukraine.

◽The US DoD-controlled testing of infectious disease agents and poisonous chemicals on Ukrainian military personnel and the mentally ill, two of the most vulnerable groups of population, is of special concern.

◽We previously referenced a ruling of the Centre for Public Health of Ukraine’s ethics committee, dated 12 June 2019, for conducting research with unknown hazards to participants’ lives and health. Despite the fact that the research programme only includes standard blood sampling, the document requires reporting ‘…minor incidents involving volunteers to the US bioethics committee within 72 hours of the incident, and serious incidents, including subject death, within 24 hours of the incident’.

◽At the same time, despite their evident military-biological focus, the US and Ukraine remain deliberately discreet regarding collaborative BWC reporting actions.

​​I would like to draw your attention to the fact that the world community has been facing new threats since 2016, the date of the Eighth Review Conference, including pandemic spread of human and animal infections (COVID-19, monkeypox, African swine fever), risks posed by modern advances in biotechnology and synthetic biology, and military and biological activities by the Pentagon in various parts of the world.

◽In response to new challenges and dangers, the Russian Federation suggests the following:

◽Firstly, to reopen discussions for a legally binding protocol to the BWC that contains lists of viruses, poisons, and specialised equipment, takes into account contemporary biological research and technology, and includes an effective verification system.

◽Secondly, confidence-building methods should be supplemented with information about biological defence research and development outside of national boundaries, as well as animal vaccine production facilities.

◽And finally, to establish a scientific advisory committee with broad geographical representation and equal rights for participants to evaluate advances in science and technology related to the Convention.

◽The actual execution of our ideas will increase the openness of national biological programmes and the compliance of all States Parties with the provisions of the Convention.

◽The Russian Federation has repeatedly pointed to evidence that the United States and its allies are conducting dual-use programs outside their national borders, including through the operation of bio-laboratories under their control and so-called shared-use laboratories funded by these States’ military departments or organisations affiliated with them.

◽Many questions concerning the true goals of the Pentagon’s research programs have been raised in numerous international venues, but have so far gone unanswered. We want to return to them during the next Ninth Review Conference of the BWC States Parties.

Вы знаете, что послезавтра мы в России отмечаем День матери. Это не какой-то пафосный шумный праздник, но всё-таки день, который наполнен особым, очень добрым содержанием и подчёркивает присущее всем народам нашей страны отношение к маме – уважение, почитание, преклонение.

В этой связи, конечно, хотел бы вспомнить об этом. Но прекрасно понимаю, что для вас, так же как для очень многих других женщин России, чьи сыновья находятся в зоне боевых действий, конечно, отношение к этому событию более – не то что бы праздничное, а, скорее всего, связано с чувством тревоги и заботы, в мыслях о том, что с вашими мальчиками. Потому что для мамы, в каком бы возрасте ни был её сын, [он] всегда мальчик, всегда ребёнок. А для тех, в том числе тех из вас, кто присутствует здесь и кто потерял своего сына, конечно, это связано и с мыслями об этой трагедии.

В этой связи хочу сказать, что… Знаете, язык не поворачивается говорить каких-то формальных стандартных вещей, связанных с выражением соболезнования. Но хочу, чтобы вы знали: и я лично, всё руководство страны – мы разделяем эту боль. Понимаем, что ничего не может заменить утраты сына, ребёнка. Особенно для мамы, которой мы все обязаны появлением на свет, которая вынашивала, выкармливала.

Хочу, чтобы вы знали: мы эту боль с вами разделяем и, конечно, будем делать всё, для того чтобы не чувствовали себя забытыми, сделаем всё, что от нас зависит, для того чтобы чувствовали плечо рядом с собой.

Ясно, что жизнь сложнее и многообразнее, чем то, что показывают на экранах телевизоров либо даже в Интернете – там вообще ничему нельзя доверять, там куча всяких фейков, обмана, лжи. Там очень много информационных атак, потому что в современном мире – всегда было так, но с учётом современных технологий это стало особенно актуальным и эффективным, информация – это тоже оружие борьбы, и информационные атаки – это один из видов, достаточно эффективных видов борьбы.

Мы для этого с вами и собрались, я поэтому и предложил эту встречу, потому что хотел послушать вас, из первых уст, что называется, услышать ваши оценки – у вас информация же и оттуда поступает. Ко мне много информации стекается из разных источников, но совсем другое дело – это ваши оценки, ваше мнение, идеи, предложения. Постараюсь сделать так, чтобы по максимуму всё из того, о чём мы сегодня будем говорить, было учтено и было использовано в реальной жизни.

Это то, что хотелось бы сказать в начале.

А завершая своё краткое вступительное слово, хотел бы сказать то, о чём говорю постоянно, а именно о том, что, во-первых, всё идёт из семьи. То, что ваши ребята – большинство из них – выбрали такую судьбу, как служение Отечеству, защита Отечества, защита Родины, России, защита наших людей, в данном случае в Новороссии, на Донбассе, – это тоже результат вашей работы, без всякого сомнения. Это не результат каких-то наставлений и нравоучений – это результат личного примера. Это всегда так.

Потому что что там и как бы ни говорили в школе, что очень важно, конечно, но всё-таки основа самосознания любого человека, основа его ценностных ориентиров закладывается в семье личным примером родителей. Это самый основной, важнейший и самый фундаментальный метод воспитания – личный пример.

Судя по тому, что ваши ребята ведут себя так, именно героически, именно об этом я хотел сказать, это, конечно, огромный ваш вклад – ваш и ваших мужчин, ваших мужей, безусловно, это в семье с обеих сторон всегда происходит. Но только они, сами ребята, знают, что они герои по-настоящему.

Почему? Потому что никто, кроме них и их ближайших командиров, которые рядом с ними стоят, не знают, какой это тяжёлый труд и насколько это сопряжено с реальной опасностью для жизни и здоровья. Только они сами это чувствуют и понимают.

Я с ними иногда говорю – по телефону с некоторыми говорил напрямую, с ребятами. Во всяком случае, я говорил с теми, кто меня даже удивлял своим настроением, своим отношением к делу. Они не ожидали этих звонков от меня, тоже через мам, кстати говоря, эти звонки были. Это даёт мне полное основание говорить о том, что они герои. Это правда.

Это всё, что я хотел сказать в начале. Давайте в свободном режиме поговорим. Как я сказал, я обязательно постараюсь всё учесть, что вы будете сегодня говорить.

Мой сын, Энвер, окончил Казанское высшее военное танковое училище, служит в Бурятии. На СВО с первых дней, был дважды ранен, лежал в госпитале. После восстановления вернулся в свою часть.

Мы с ним иногда созваниваемся. И когда он узнал, что я еду на встречу с Вами, просил передать привет от всех своих ребят и сказать, что всё, что от них требуется, они выполнят. Он говорит: «Дед и два прадеда служили в Великую Отечественную, я тоже должен не подвести». И его бойцы на передовой тоже часто вспоминают своих дедов. Они у него со всей страны, республик. Как-то недавно Вы говорили, как-то раз сказали: «Я лакец, я дагестанец, я чеченец, ингуш, русский, татарин», – и эту Вашу речь у нас в Дагестане все слышали и все видели эту речь, и это очень правильно.

Наша семья родом из высокогорного села Джаба Ахтынского района. У нас дружная большая семья, многонациональная. Моя свекровь – мать-героиня, у неё 12 детей. Хотела бы сказать Вам большое спасибо за то, что это высокое звание «Мать-героиня», – в наше время Вы ввели, – для матерей Дагестана, России это очень важно.

В.Путин: Суна Нейфеловна, во-первых, спасибо Вам большое за слова, переданные от сына. Я с самого начала просил, чтобы была информация у ребят по максимуму достоверная и объективная по поводу того, как страна относится к их ратному делу, к исполнению их долга.

Надеюсь, что и наша сегодняшняя встреча тоже до них дойдёт, они увидят это, современные средства позволяют это делать. Хотя, конечно, радийная связь представляет определённую опасность, поэтому определённые ограничения есть, но в конечном итоге они, безусловно, это увидят. Поэтому я хочу, чтобы они, когда будут смотреть, видели, что мама просьбу сына исполнила и этот привет с благодарностью принят.

Я со своей стороны желаю всего самого доброго Вашему сыну и его сослуживцам.

В.Путин: Он в каком году окончил училище?

С.Набиева: В 2010-м.

В.Путин: Уверен, что он выполняет свой долг достойно – так, как присуще вообще российским войнам, а тем более воинам с Кавказа и из Дагестана. Там народ особой закалки, мы это все хорошо знаем. Я это очень хорошо знаю ещё по 1999 году и никогда не забуду этих дней и месяцев, которые были связаны с известными событиями для Дагестана.

Дагестан – многонациональная республика, а Россия в целом – уникальная цивилизация, где бок о бок тысячу лет живут люди разных национальностей, этносов, разных религий. И уникальность заключается в том, что за эти столетия совместного проживания люди друг с другом не просто нашли общий язык, а научились уважать обычаи, религию друг друга, вместе друг с другом праздновать и, если приходят какие-то тяжёлые времена, вместе преодолевать эти тяжёлые времена.

Поэтому я когда говорил те слова, о которых Вы сейчас вспомнили, конечно, этого не напишешь, – это я просто говорил от сердца. И знаю, что так и есть, знаю, что ребята там не делят себя на какие-то отдельные касты и национальности: все равны, все друг другу помогают и понимают, что от этой взаимопомощи и поддержки зависит их жизнь, – вот что очень важно. И они очень достойно несут эту службу, как я уже говорил.

Так что Вам спасибо большое, спасибо за сына. И ему в свою очередь передавайте самые наилучшие пожелания, ему и его сослуживцам, всем его подчинённым.

Н.Пшеничкина: Владимир Владимирович, я из Луганской Народной Республики, из небольшого города Кировска.

Город стоит на линии фронта. Мы и воюем, и восстанавливаемся благодаря Российской Федерации. У нас шефы – Иркутская область, и восстанавливают сейчас 55 объектов. Недавно был губернатор у нас, в моей библиотеке, в школе, а я здесь была.

Но 30 сентября, как все уже знают, мои здесь девочки, произошло у нас великое, радостное для нас, долгожданное событие: мы стали субъектом Российской Федерации, о чём и мечтали ополченцы первой волны.

Когда мой сын в 2014 году ушёл в ополчение, он сказал: «Мама, я иду воевать за Россию, я иду воевать за русский мир, я иду воевать за русское слово, за русскую память». Мой папа прошёл всю войну с 1941-го по 1945-й, пришёл с Победой. Мы очень долго ждали этого события, трудным путём шли, теряли дорогих нам людей, но не теряли надежды, что мы будем в России, мы придём домой. И это радостное для нас событие сбылось.

Но мой сын, Пшеничкин Константин, в одном из утренних боёв защищая город, погиб. Так сложилась ситуация, что враг подошёл близко к их позициям. Он выскочил из окопа, вызвал огонь на себя, и последние его слова были: «Пойдём, братва, рубить «укропов». Посмертно он был награждён медалью «За отвагу».

Кровью сердце обливается, леденеет душа, мрачные воспоминания застилают разум, слёзы, слёзы, и вдруг сын просит меня: «Мама, не грусти, увидимся – дождаться только надо. Ты эту жизнь и за меня пройди, а в жизни той мы снова будем рядом».

Я подняла голову, расправила плечи и стала активно помогать семьям погибших ополченцев. Я добивалась льгот, была членом общественной палаты. Я первые два референдума была организатором, а второй референдум – членом общественной комиссии. Знаете, такой активности никто ещё не видел: с флагами, с песнями шли старушки с палочками. «Мы подъедем к вам». – «Нет, мы сами хотим. А Путину передайте привет». Они верят, что мы посланники Владимира Владимировича, так сказать. Так что знаю всё это не понаслышке.

Позвольте, Владимир Владимирович, уважаемый наш Президент, несколько вопросов всё-таки осветить.

В.Путин: Конечно.

Н.Пшеничкина: Мы молодые субъекты, только встраиваемся в законодательное поле Российской Федерации, так же и медицина. Но у нас проблема с освидетельствованием раненых. Им нужно столько пройти, справок собрать, что и здоровый-то не соберёт. А проехать из Кировска в Алчевск, из Алчевска в Белое, где госпиталь, из Белого опять назад, потом в Луганск, а в Луганске работает ВВК – военно-врачебная комиссия – всего один раз в неделю. Из 20 городов и районов можно пройти за один день? А нанимать надо? А если безногий? Как ехать? Вы уж, пожалуйста, как-то поручение дайте, чтобы это было в режиме «одного окна» или выезжали эти комиссии.

И потом ещё: командиры не всегда внимательно оформляют записи в журналах. Отбыл в госпиталь, по какому ранению – не пишут. А потом ребятам приходится доказывать очевидное, а ведь они отдали здоровье за Родину, инвалидами стали. Я это знаю, потому что ко мне обращаются.

И ещё один вопрос, он витает и в Донецкой Народной Республике прямо в воздухе, и в нашей республике. Те льготы, которые сейчас имеют российские военнослужащие или семьи погибших, распространятся ли на семьи погибших до 30 сентября?

Уважаемый Владимир Владимирович!

Хочется передать от всех жителей Донбасса, от женщин Донбасса, от Союза женщин Донбасса, от тех матерей, которые проводили сыновей на фронт, слова благодарности Вам, поддержки, уверенности, – мы верим в победу, она будет за нами, – пожелать Вам крепчайшего здоровья.

А коли мы сегодня здесь собрались – это самые лучшие мамы, мамы с большой буквы. От женщин Донбасса вам боевой привет – от терпеливых женщин Донбасса. И, девочки, знаете что, гордитесь своими сыновьями, вы воспитали настоящих героев! Все, кто там сейчас, они герои!

Желаю Вам крепчайшего здоровья, дождаться всех живыми и с победой.

В.Путин: Спасибо.

Нина Петровна, во-первых, что касается 2014 года. Задним числом мы все умные, конечно, но исходили из того, что, может быть, удастся договориться и Луганск, Донецк как-то в рамках договорённостей – Минских договорённостей, о которых Вы наверняка знаете, всё-таки смогут как-то воссоединиться с Украиной. Мы искренне к этому шли. Но мы же не чувствовали до конца настроение людей, до конца невозможно было понять, что там происходит. Но теперь, наверное, стало очевидным, что это воссоединение должно было бы произойти раньше. Может быть, и не было бы столько потерь и среди мирных граждан, не было бы столько погибших детей под обстрелами и так далее.

Хорошо, что это вообще произошло. И происходит это благодаря и Вашему сыну, которого сегодня нет с нами, и благодаря сыновьям тех женщин, которые здесь находятся, и благодаря нашим ребятам, которые там сейчас воюют, находятся на переднем крае, ну и на второй, на третьей линии – неважно, но находятся в зоне специальной военной операции, имею в виду всех наших бойцов, в том числе и тех, кто пришли в ряды Вооружённых Сил по мобилизации. Это первое.

Второе. Конечно, это огромная трагедия, это пустота, которую ничем не заполнить, Вы сейчас об этом так очень убедительно и ярко сказали, когда нет близкого человека, тем более сына.

Но знаете, что мне в голову приходит, я уже как-то упоминал об этом. У нас в ДТП погибает примерно 30 тысяч человек, от алкоголя – примерно столько же. И вот бывает, к сожалению, так жизнь складывается, жизнь сложна и многообразна, сложнее, чем где-то в бумажках написано, мы же все под Господом, под Аллахом, под Христом, я не знаю, все, кто верит в высшие силы, это неважно, какой религии он придерживается, важно то, что мы все смертны, мы все под Господом. И мы когда-нибудь из этого мира все уйдём, это неизбежно.

Вопрос в том, как мы жили. Некоторые ведь живут или не живут – непонятно, и как уходят – от водки или ещё от чего-то – непонятно, а потом ушли. Жили или не жили – тоже незаметно пролистнулось как-то: то ли жил человек, то ли нет. А Ваш сын жил, понимаете? Его цель достигнута. Это значит, что он и из жизни не зря ушёл. Понимаете? В этом смысле, конечно, его жизнь оказалась значимой, с результатом прожита, причём с таким, к которому стремился. Это первое, что хотел бы сказать.

Очень важный вопрос Нина Петровна затронула – это организация работы социальных служб. Конечно, Вы правы. Если там возникает столько много проблем, о которых Вы сейчас сказали: с поездками, с этими бесконечными документами. У нас в России работает эта система «одного окна» в гражданской сфере.

Н.Пшеничкина: Да, мы общались.

В.Путин: И работает очень эффективно.

Здесь, наверное, это сделать сложнее, потому что это на стыке нескольких ведомств, в том числе военных. Военные всегда что-то закрывают, даже там, где не нужно ничего закрывать. Военные люди здесь сидят – тоже знают, наверное. Где и секретов нет никаких, всё равно там что-то про секреты какие-то рассказывают.

Но то, что социальные службы должны работать эффективнее, должны работать так, чтобы не создавать никаких проблем, необременительно для людей, особенно для ребят, которые пострадали, ранены, вот эту службу «одного окна», даже если это на стыке находится гражданских ведомств и военных, безусловно, нужно организовать. Я не просто так дам какую-то команду и забуду. Мы доведём это до конца.

Н.Пшеничкина: Спасибо.

В.Путин: Это, может быть, не сразу получится, потому что на стыке этих ведомств непросто это делать, но мы сделаем это обязательно. Это первое.

Теперь – льготы. Сейчас у нас принят закон, согласно которому все льготы российские распространены на жителей Луганска, Донецка и двух других территорий. Можно это распространить, что называется, задним числом, начиная с 2014 года. Там, где один или два юриста, там минимум три-четыре мнения, но поработаем над этим и какую-то систему соответствующего льготирования мы сделаем.

Н.Пшеничкина: Для тех, кто имеет этот статус.

В.Путин: Да, надо посмотреть.

Не буду скрывать, перед тем как сюда войти, я разговаривал с Министром обороны, с Татьяной Алексеевной Голиковой разговаривал, я же понимал, куда я иду и какие вопросы могут быть поставлены. Поэтому в принципе я уже с ними проговорил в общих чертах, теперь я записал, и это будут более конкретные поручения. Мы поработаем над этим. Хорошо?

Н.Пшеничкина: Спасибо, огромное спасибо.

В.Путин: Вы знаете, конечно, спасибо Вам за то, что Вы уделяете внимание этой теме, имею в виду, что заботитесь о других ребятах, которые находятся в зоне специальной операции, об их семьях думаете. Это лишний раз подчёркивает [то] особое, я думаю, что присущее именно людям из России – многонационального, но всё-таки единого народа, который живёт одними ценностями. Вот это нам присуще очень.

И.Сумынина: Здравствуйте!

Сумынина Ирина Викторовна, город Краснодар.

Перво-наперво хочу выразить слова благодарности вообще за то, что я нахожусь сегодня здесь. Хотя моей заслуги никакой нет, это меня отправило сюда наше Кубанское казачье войско.

В.Путин: Вы – казачка?

И.Сумынина: Да. У нас семья казачья, у нас четыре сына. Муж и двое из сыновей сейчас находятся на боевом дежурстве, так сказать. Они пошли добровольцами, не мобилизованные. Опять же, пошли от войска как казаки.

Муж и старший сын вместе находятся, служат в БАРСе, а младший ребёнок – в спецвойсках, в разведке. Очень у них слаженные группы, они очень друг друга поддерживают, вообще бойцы – не именно мои мужчины, а в отрядах.

В.Путин: Я знаю, БАРСы хорошо воюют.

И.Сумынина: Они друг за друга горой, они друг другу помогают, поддерживают и физически, и морально, никогда не бросят бойцов – ни раненых, ни убитых. Даже приходится сбрасывать с себя обмундирование, те же пояса тактические, бронежилеты, только для того, чтобы облегчить себя и могли бы вынести товарищей, товарищей и оружие, конечно.

Вот в связи с этим существует большая проблема докомплектовки, особенно в спецвойсках. Министерство обороны одело, обуло, но существует… За младшего сына скажу. Он в разведке, и ему нужна отдельная форма, чтобы она была лёгкая, тёплая, по сезону, по цвету даже полосы. Нет у них ни маскхалатов… Вот старший сын – снайпер, у него тоже, например, нет маскхалата, какая форма есть, такая и есть. Форма вообще очень быстро приходит в негодность, потому что в окопах, там, знаете, грязь, мокрые, холодные, костёр разводить нельзя. Очень много, конечно, болеет ребят. Но смысл в чём? В том, что форма должна быть как можно ближе, и чтобы можно было проще и быстрее заменить форму старую на новую, потому что очень быстро приходит в негодность. Даже те же тактические пояса. Вот муж – пулемётчик, и буквально несколько месяцев – всё, его подсумки уже негодные, таскать цинки.

Ещё большой вопрос. В зоне боевых действий, когда освобождаются новые территории, очень много детей-беспризорников, очень много. Хорошая новость – у наших ребят очень хорошее пропитание, то есть с продовольствием проблем нет. И они постоянно подкармливают местных, особенно детишек. Они так радуются этим печенькам, конфеткам и так далее.

Я знаю, что проводится, конечно, работа по поиску этих детишек, по оказанию помощи им, семьям, и это, конечно, нельзя бросать. Нужно усиливать, наверное, помощь этим деткам. Тем более что в Краснодарском крае сейчас, наверное, санатории будут свободны – хоть сюда их вывезти, потому что там очень холодно, очень мокро, нет ни света, ни воды, ни еды. Это большая проблема.

Ребята очень сплочённые, позитивные, не унывают. Каждый понимает, что он на своём месте, – такие они. Говорят, мы любим даже посмеяться – разрядка такая.

В.Путин: Ирина Викторовна, конечно, казаки – это особая каста у нас.

И.Сумынина: Казаки – да, конечно. Забыла сказать – постоянно наши атаманы собирают машины, хотя бы раз в месяц стараются отвезти гумпомощь. Мы во всём этом, конечно, принимаем участие – собираем, отправляем те же даже коробки с конфетами, с пряниками, чтобы детям это раздавали. Потому что нашим бойцам это уже не очень [нужно], а деткам – да, это им пропитание.

В.Путин: Казаки с коней пересели на автомобили, но пользуются этим успешно.

И.Сумынина: Да.

В.Путин: Но это, повторяю ещё раз, конечно, особая каста. То, что в истории России они занимают особое место, всегда были служивыми людьми, всегда были на боевом посту и всегда были впереди, – это совершенно очевидная вещь. Так было всегда в истории России. Были впереди, потому что всё началось с того, что их главная задача была – охрана рубежей. Ну а потом, по мере развития страны, рубежи уходили дальше, а их служба Родине продолжалась в разном качестве.

То, что сегодня они выполняют свой долг перед Родиной, перед Отечеством, – это, конечно, с одной стороны вроде как в традиции, а с другой стороны, подчёркивает, что ничего никуда не исчезает.

И.Сумынина: Это говорит о том, что кубанские казаки принимают активное участие в специальной военной операции.

Ещё хотела сказать про семью. Мы личным примером должны показывать, воспитывать детей. Не просто так где-то что-то говорить, а личным примером. У меня муж 13 лет занимается с детьми в школе, он казачий наставник. Дети в этом же воспитывались, отец им прививал военное дело – это и походы, и стрельбы постоянно с казаками в воинской части у нас.

Переживаю, нервничаю, конечно, тут всё позабываешь.

О.Шигина: Не росли в «золотых» пелёнках.

И.Сумынина: Да, не росли.

Муж был в 2014 году и в Крыму, и в Новороссии был, награды имеет. Весной и летом был на Донбассе, тоже награды имеет. Глядя на отца, конечно, сыны не смогли сидеть дома. Это личный пример моего мужа.

В.Путин: Да, именно так. Вот я же как раз с этого и начал, всё от семьи.

И.Сумынина: Да, я подтверждаю это.

В.Путин: Во-первых, там несколько подразделений казачьих, не только БАРС.

И.Сумынина: Да, там «Кубань» есть.

В.Путин: И то, что возглавляет верховный атаман, – это тоже имеет значение. Я знаю об этом, и, конечно, всячески будем поддерживать.

Двое сыновей у Вас, одному пора уже вернуться, в отпуск хотя бы приехать.

И.Сумынина: Ему предлагали сейчас в отпуск идти, он говорит: «Я не пойду, потому что мои ребята все там». А он – командир группы. Он говорит: «Я не оставлю, я остаюсь там». Дай бог, в январе, может быть, отпустят. А так – нет.

Сейчас младшему 17, я с ужасом думаю – исполнится 18, и этот пойдёт туда.

В.Путин: Не надо, хватит.

И.Сумынина: А ему все говорят: «Тебя оставили тут на мать, вот сторожи».

В.Путин: Да, конечно.

И.Сумынина: Но его не остановишь.

В.Путин: Да. Но мне кажется, что одному из сыновей тоже надо бы вернуться, они уже повоевали дай бог, конечно.

Смотрите, то, что Вы казачка, это видно, потому что такие тонкости тактические: и бронежилеты, и разгрузки, подсумки, цинки. Это специальная терминология. Это всё от них, от Ваших мужчин.

По поводу одежды. Мне было приятно услышать, что наладилась ситуация со снабжением, с питанием. Это свежая информация с одеждой?

И.Сумынина: Да. Просто я почему знаю? Когда у сына это случается, когда они всё бросают, и он просто пишет мне: мама, мне нужно вот это, вот это, вот это. У нас, хорошо, в Краснодаре есть хорошие магазины, где всё это можно приобрести.

В.Путин: Понятно. Министерство [обороны] старается наладить эту работу так эффективно, как это возможно, с учётом и времени года. Можете мне поверить, говорю Вам совершенно искренне, прямо глядя в глаза: каждый раз на встречах с руководством Министерства обороны, а они происходят каждый день, я практически каждый день об этом говорю. Каждый день. Посмотрим, что там будет происходить у нас в ближайшие дни, но я пометил это для себя.

И.Сумынина: Спасибо.

В.Путин: Вторая важная вещь – Вы сказали о беспризорных детях. Сейчас на этих территориях разворачивается только работа российских социальных служб, их же не было раньше там.

И.Сумынина: Да, конечно.

В.Путин: Там вообще мало чего было, насколько я понимаю, но сейчас эта работа разворачивается. Но я сейчас, когда Вас послушал, подумал вот о чём – о том, что просто развернуть работу социальных служб недостаточно, там нужно принимать какие-то особые меры, связанные с поиском этих детей и с их поддержкой. Мы обязательно этим займёмся.

И.Сумынина: Спасибо.

В.Путин: Спасибо, что Вы обратили на это внимание. Так же, как и экипировкой.

И.Сумынина: Ну и, конечно же, казаки Кубанского казачьего войска Вам передают: «Любо!»

Е.Никульникова: Уважаемый Владимир Владимирович!

Никульникова Елена Викторовна. Я к Вам приехала с Тульской земли и привезла Вам от туляков, особенно от женщин, мам, крепкие объятия, от мужчин – рукопожатия. И просили передать Вам, что народ с Вами и народ за Вас.

Я – мама гвардии ефрейтора разведывательного подразделения, который в момент начала специальной операции находился в другой командировке и очень сожалел, что в этот момент отсутствовал на Родине. Но с первых дней он мне объявил, что, как только вернётся домой, после нескольких суток отдыха он сразу отправится на фронт. И в его словах не было ни грамма сомнения, и это правильно. Потому что долг каждого мужчины – защищать свою Родину. Точно так же, как когда-то делал его отец, которого уже нет с нами, но он 25 лет положил служению Родине. Он тоже участвовал в горячих точках, являлся ветераном боевых действий. Точно так же, как и его прадед, который в годы Великой Отечественной войны, с 1940-го по 1944-й, защищал нашу Родину, и в 1944 году в сентябре лично возглавляя батальон, шёл в наступление, был ранен в этом бою и впоследствии скончался от ран и был похоронен на территории Украины. Был награждён орденом Отечественной войны I степени, орденом Александра Невского. Он был чуть старше моего сына, ему было 26 лет.

Наши сыновья защищают нашу Родину в эпицентре, а мы стараемся их поддерживать в тылу. Наш губернатор Алексей Геннадьевич Дюмин, Вы знаете, он принял мобилизацию даже не как глава региона, а как отец, который лично контролирует все процессы обеспечения обмундированием, все процессы обучения мобилизованных солдат, за что ему все очень благодарны. Так и мы, простой народ, не остаёмся в стороне. У нас в каждом городе, практически в каждом посёлке открыты пункты сбора поддержки мобилизованным солдатам. Лично я наблюдаю, как каждый человек хочет участвовать, поддержать наших солдат. И даже из нашего маленького, небольшого городка уже отправлено девять грузов в разные направления.

И я согласна с предыдущей мамой, Ириной Викторовной, которая сказала об утерянных вещах, что именно бумажная волокита не даёт быстро восполнить потерянные вещи. Точно так же и устарел порядок списания как уничтоженной техники, так и этих же вещей.

Плюс хочется добавить – сейчас немножко другая, конечно, ситуация – про квадрокоптеры. Они должны стоять на балансе не только в подразделениях специального назначения, но и во всех других подразделениях, которые выходят на передовую.

В заключение своей речи хочется ещё раз сказать Вам спасибо от матерей, любящих нашу страну, и от женщин – за заботу о женщинах, воспитавших сыновей, защитников нашей Родины.

В.Путин: Всё от мамы – это правда.

Что касается беспилотников, квадрокоптеров и так далее. Мы об этом знаем, мы над этим работаем, и промышленность над этим работает.

В отличие от тех, с кем нам приходится иметь дело, а в этом смысле нам приходится воевать не с ними, а с теми, кто им всё поставляет и платит, – использует их как пушечное мясо на самом деле. Это, без всякого преувеличения, там с потерями не считаются, вообще не считаются. А тех, кто ведёт себя неправильно, как они считают, расстреливают перед строем – наши ребята своими глазами наблюдали, – и тела валяются, даже не собирают расстрелянных.

Недавно опять случай – пять человек расстреляли перед строем – тех, кто отказывался идти или ушёл с позиций. Там совсем другая моральная атмосфера. Это лишний раз подтверждает, что мы имеем дело с неонацистским режимом – без всякого преувеличения. Не для того, чтобы поругаться на кого-то, а по факту их поведения. Они так себя не ведут. Но не важно. А важно другое, что мы ощущаем себя людьми и ощущаем, что мы делаем правое дело, защищая тех наших людей, которые сейчас проживают на территориях, вошедших в состав Российской Федерации, что давно надо было сделать, судя по тому, что сказала Нина Петровна. Они давно этого ждали.

По поводу порядка списания имущества и так далее – я пометил для себя, посмотрим. Но это прежде всего должно быть связано с порядком обновления. Это всё посмотрим. А Дюмину я передам то, что Вы сказали. Я его сегодня как раз увижу, у нас рабочая встреча.

М.Костюк: Я Костюк Мария, мама офицера, старшего лейтенанта Ковтуна Андрея, который с самого начала СВО находился в зоне боевых действий. Как он сказал, уходил воевать и защищать нас от фашистских нелюдей, но дальше, когда он вернулся в своё время, он продолжил, сказал: «Пока я там, они сюда не придут». «Потому что, – говорит, – если бы ты (я как-то так, как мать, попыталась сказать, что всякое бывает в жизни, я могу принять любое твоё решение, за что очень быстро получила, жёстко) знала, что там они творят с женщинами и детьми, ты бы даже подумать не могла. Пока я там, их здесь не будет. А здесь вы, моя жена, мой сын, поэтому мы с пацанами там».

Вначале он был командиром роты в составе 40-го инженерно-сапёрного полка. Это та самая переправа через Северский Донец, которую они несколько раз наводили, знаменитая. Вернулся домой, 29 июля ему исполнилось 26 лет. Был в восторге, что за 10 лет впервые отмечает день рождения дома, 4 августа вновь убыл в зону боевых действий уже как командир роты в составе 74-й мотострелковой бригады, и 10 августа близ села Спорное Донецкой Народной Республики разведгруппа попала в засаду, и, получив сигнал о помощи, Андрей со свойственной ему самостоятельностью и уверенностью рванул помогать ребятам, прикрыл направление огня своим БМП и собой.

Сапёров он спас, сам же Андрей погиб, но благодаря ему живы ребята. И Вы знаете, когда после его гибели неделю в американских СМИ крутили видеоролик, что они нейтрализовали старшего лейтенанта Ковтуна Андрея, я окончательно, наверное, приняла его решение, что он не мог поступить иначе. И внутри укоренилась вера в его дело, которое он делал ради жизни, для жизни, ну и – наш случай – ценой собственной жизни.

И сегодня как мать – и говорю я всем нашим девочкам, нашим матерям о том, что мы сегодня первые, кто должен показать пример, как ценить подвиг наших сыновей, не обнулять его и в первую очередь жить. Жить, как бы ни больно было, горько. Открывать глаза каждый день и жить. Жить самим, помогать жить другим и учить жить и ценить эту жизнь, ради которой наши ребята там сражались и сейчас сражаются.

Боль не выбирает же, предприниматель ты, педагог или чиновник, она бьёт по человеку. Вот я – мама офицера, но я – заместитель председателя Правительства Еврейской автономной области. Я тот самый чиновник, про которых сегодня везде и кругом пишут, что мы прячем своих близких от СВО, что мы пытаемся саботировать мобилизацию. Я не знаю, где они их видят, где они таких видят чиновников, я знаю совершенно другие примеры.

Ребята сегодня там выполняют свой военный долг, и мы здесь в тылу, действительно в тылу, мы должны сегодня все вместе выполнять гражданский. Потому что мой сын защищал свою большую Родину, но у каждого из них в душе есть малая. И мальчишки, которые там сегодня находятся, у них у всех есть малая родина: у них есть свой двор, свой подъезд, у них есть та дорога, по которой они ходили в школу. И когда они вернутся оттуда, что они увидят?

Я считаю, что они должны увидеть новую страну. Они должны увидеть ту страну, за жизнь в которой они сейчас там воюют, сражаются. Они должны её увидеть обустроенную, благоустроенную, чистую. И, наверное, мы всё должны для этого с вами сделать. Может быть, кратно увеличить финансирование программ, может быть, объединиться всем вместе, местными сообществами, но мы должны изменять для них.

Если позволите, буквально два примера. Кругом писали – опять-таки соцсети, СМИ, – что Москва опустела, большие города опустели, как только объявили мобилизацию. У нас очереди стояли. Маленький посёлок Теплоозёрск Еврейской автономной области – в начале рабочего дня очередь в военкомат. Полбригады пришло с цементного завода и говорят: «Возьмите нас вместе с ним (с призывником), он маленький, щупленький, он один не справится, мы с ним пойдём». Это не показатель? Не для них ли надо стараться?

Или, уже когда проходило боевое слаживание в селе Биджан, к губернатору Ростиславу Эрнстовичу [Гольдштейну] подходит мобилизованный, Михаил, и говорит: «Поговорите с моей женой». Все напряглись: что он может спросить, о чём поговорить? Он говорит: «Она бегает, справки собирает о том, что я негоден к военной службе. Она никого не слушает, поговорите Вы. Я не вернусь, я не пойду, я пойду с ребятами. Я потом оттуда вернусь вместе с ними». И вот ради них нам сегодня нужно сделать всё.

Вы знаете, СВО сегодня нас всех объединила, она действительно объединила. Сегодня такой всплеск гражданской активности, волонтёрства – большая благодарность, что это поддерживается сегодня, и дай бог, чтобы это и дальше поддерживалось. Потому что мы с вами сменили железный занавес на железные двери, мы закрылись в своих квартирах и потеряли друг друга. А сегодня это такой настоящий, большой, мощный призыв, мощное объединение.

И в первую очередь хотелось бы обратиться к Вам с такой просьбой, если позволите. Сегодня нужно организовывать памятные места, какие-то скверы памяти, места памяти, называть арт-объекты в честь наших героев, разбивать парки и не слушать тех, кто сегодня везде пишет и говорит: когда всё закончится – тогда. Почему? Мы что, стесняемся своих героев? Или мы сомневаемся в нашей победе? Кто сомневается? Вот мы здесь, матери, за нами ещё столько же, миллионы, мы можем убедить любого жителя и нашей страны, и других в том, что за победа, какой ценой даётся, и что она будет наша, она наша. Дайте нам этих людей, которые сомневаются.

И знаете, хотелось бы сюда ещё добавить, что… Конечно, я бы, наверное, как в Великую Отечественную войну звёзды вешала на двери этим героям в знак уважения от общества. А вот ветераны, которые приходят оттуда, ребята, вот ими нужно сегодня наполнять военкоматы. Почему? Потому что они сегодня знают цену жизни, и они знают, что за каждой боевой единицей стоит судьба человека настоящая. Чтобы не было случаев, когда приходит 25-летняя вдова в военкомат, потерянная, которая не знает, что и как делать, а ей говорят: «Таких, как ты, знаешь сколько? Через месяц приходи». И девочка теряется. А потом они сбиваются, извините за фразу, во вдовьи царства, их там три-четыре человека, 24–25 лет, а они уже потерянные. Они нанимают каких-то военных адвокатов. Для чего? Мы им, наоборот, должны показать, что их муж – герой, что сегодня мы ценим его подвиг и поддерживаем эту семью.

Хорошо, мальчишки там есть – они им помогают: и холодильник наполняют, и помогают дальше как-то удержаться, и детками занимаются. Но они же потом уезжают за ленту, они же дальше работают, они же дальше выполняют свой долг. Кому эти девочки?

Они не могут получить пенсию, потому что минимум три месяца, я даже говорю на своём примере, невозможно получить справку. Наш областной военкомат уже подключился, но мы не можем элементарно получить справку о том, что девушка не получает там пособие. Но у неё есть я. А те девочки, которые одинокие, они на что живут сейчас? Они как себя внутри чувствуют? Их муж отдал свою жизнь за нашу страну.

Я вообще считаю, что нужно сделать так, чтобы наши ветераны СВО – ребята, которые сейчас оттуда возвращаются, – каждый день были в школах. Потому что именно они, которые сегодня понимают смысл жизни, могут в открытую, по-настоящему рассказать, кто такой герой. Они могут сформировать настоящий образ сегодняшнего героя, Вы знаете, может быть, героя нашего времени. У них получится – не у всех, а у этих получится.

Если позволите, ещё есть одна просьба. Сегодня в моём понимании очень страшная ситуация, когда в социальных сетях распространены чаты, где украинский ЦИПсО [Центр информационно-психологических операций] и наши иноагенты – «наши», при чём здесь «наши», господи, сказала-то – вводят в заблуждение наших мамочек. Они убеждают их, играя на их тревожности, бьют их в самую болевую, в жизненную точку, в том, что они должны разговаривать со своими сыновьями, чтобы те сдавались в плен, оставляли место службы, уходили с военных действий. Они их убеждают таким образом, чтобы они приезжали туда, обещая отдать сына из плена или обещая отдать тело. Они пишут мамочкам в чатах, общаясь с ними как мамочки. Что делают наши мамочки? Они пишут действующий телефон сына, когда он там находится, а потом туда прилёт. Они, переписываясь в этих чатах, пишут, где конкретно дислоцируется та часть или рота, в которой находится их сын. А потом туда прилёт. Гибнет её сын и ещё сыновья, чьи-то мужья, братья, отцы. Это страшно, я понимаю, что с мамочками надо работать. Мы готовы помогать в этой ситуации. Но здесь, мне кажется, без такого очень важного ведомства, как Министерство обороны, не обойтись. Потому что здесь нужно пресекать на корню, здесь нужно проводить большую разъяснительную работу с родственниками и здесь нужно спасать мамочек, помогать им, поддерживать их в том, что на самом деле всё не так, совершенно всё по-другому.

Вы знаете, у меня коллеги, которые сегодня во всех регионах, я думаю, что они меня все поддерживают. Мы все готовы 24 на 7 работать на эту историю, потому что очень важная. Я здесь говорю сегодня, конечно, и как мама, и как человек, который работает во власти, потому что помощь, забота и поддержка, безусловно, будет и есть. И мы готовы сегодня её оказывать.

Я остановилась, я могу много говорить. Это моя больная тема.

В.Путин: Во-первых, Мария Фёдоровна, что хотел бы отметить. Вы сказали про героев нашего времени. У Лермонтова был другой герой. У него сплин вечный был, чего-то ему не хватало, он сомневался. Ему было жалко, в конце концов, что он вмешался в жизнь честных контрабандистов и так далее и так далее.

У Вас другой сын, и здесь мамы сидят тех ребят, тех наших парней, которые действительно являются героями в прямом смысле этого слова. Это первое.

Второе – по поводу того, что произошло. Видите, он реальный герой, парень Ваш. Он сознательно делал то, ради чего он ушёл из жизни, посвятил свою жизнь.

Я как-то говорил: «За други своя». Это, знаете, и в Библии, и в Торе, и в Коране – везде есть вещи подобного рода, понимаете? Действительно, человек только с таким воспитанием и с таким отношением к ближним и к делу, которому он служит, мог поступить так, как поступил Ваш Андрей, судя по тому, что Вы рассказали.

М.Костюк: Ребята рассказали мне.

В.Путин: Ребята рассказали, тем более. Они не обманут, это Вам не фейки из Интернета.

По поводу того, что Вы сказали о семьях и про военкоматы. Всё-таки все мы – и какие-то большие начальники, и чиновники пониже, и рядовые граждане – один народ, какую бы мы должность или позицию ни занимали. И всегда разные люди есть, и среди чиновников разные есть: есть такие, как Вы с Вашей семьёй, а есть такие, которые в некоторых структурах, – а Вы сейчас о них говорили с возмущением, – и в военкоматах относятся к семьям наших военнослужащих свысока или по-бюрократически, небрежно и с холодком. Поэтому наша задача, конечно, избавиться и от таких людей, и от такой манеры общения с людьми.

В этой связи, конечно, то, что Вы делаете, то, что делает Нина Петровна, да и многие здесь присутствующие, очень важно. Очень важно вот эту «корку безразличия» с чиновников различного уровня, с каких-то государственных структур сдирать. Надо это делать.

Откровенно говоря, ведь я и попросил вас сегодня собраться для того, чтобы и мне было тоже пояснее, попонятнее, где проблемы. Конечно, многое из того, что вы говорите, я знаю – практически всё. Но одно дело, когда знаешь из бумажных докладов, даже из устных докладов коллег, а другое дело, когда прямо от вас, из жизни, напрямую, всё живое, понимаете. Это имеет значение.

Поэтому то, что вы говорите об этом, это очень правильно и хорошо, и ещё лучше то, что вы этим занимаетесь. Вот за это вам спасибо. Я знаю, что есть там различные инициативы, различные группы общественные создаются. Они нужны именно для того, чтобы мы действовали эффективнее. В конечном итоге, если мы будем делать так, как Вы предлагаете, это дорога к более эффективной нашей работе и к достижению результата, о котором Вы тоже сказали, чтобы страна была другой. Мы в этом направлении должны действовать все вместе.

А что касается, прямо скажем, действий противника, а ребята ваши сражаются напрямую с противником, он напротив прямо, а в информационной сфере тоже противник. Когда вы говорите, что пытаются кого-то убедить в чём-то, вкинуть какую-то там ложную информацию, побудить к каким-то действиям. Они побуждают к каким действиям? Они побуждают к деструктивным действиям, которые обнуляют то, дискредитируют то, ради чего ушёл из жизни ваш сын.

Вот для чего это делается: обесценить то, что делают наши ребята, и обесценить, на мой взгляд, наш очень благородный порыв – защитить наших людей в Донбассе, в Запорожье, в Херсоне. Вот что они делают: обесценить все наши усилия и то, что делается нашими ребятами, обесценить, скомпрометировать и в конечном счёте добиться их целей. А мы, как Вы правильно сказали, как здесь все говорят, должны добиваться своих, и мы их добьёмся, вне всяких сомнений.

По поводу того, чтобы внимательно относиться к ребятам, в том числе и пострадавшим, имеющим ранения, чтобы они в тех же военкоматах работали, эта команда есть уже. Минобороны это делает и будет делать дальше, но этого недостаточно. Я думаю, надо делать отдельную программу для ребят, которые нуждаются в дополнительной поддержке, связанной с будущим трудоустройством. Нужно делать отдельную программу, и мы это сделаем.

В.Путин: Добрый день.

И.Тас-оол: Уважаемый Владимир Владимирович!

В первую очередь хочется Вас поблагодарить за Ваше чуткое внимание и поддержку наших ребят.

Меня зовут Ирина Игоревна. Я представляю Республику Тыва. У меня старший сын служит в 57-й мотострелковой бригаде Хабаровского края. 7 марта он начал принимать участие в специальной военной операции. 30 апреля, как потом я узнала, он получил тяжёлое ранение. Я сама узнала об этом 7 мая. Он мне изначально говорил, что у него проблемы, что он простыл просто. Я, конечно, его понимаю, он не хотел огорчать меня. Но потом, конечно, через несколько дней я всё-таки связалась с нашим депутатом Республики Тыва, попросила его помощи – понять всю суть его болезни.

Потом мой сын получал больше шести месяцев лечение в госпиталях: пять месяцев он лежал в госпитале имени Вишневского в Москве и более месяца лежал в госпитале города Хабаровска. В настоящее время он находится у нас дома, в Республике Тыва. Получил помощь в виде реабилитации в санатории «Серебрянка», который у нас находится в городе Кызыл.

Меня, как мать раненого бойца, которому нужно продолжительное лечение, волнует вопрос о развитии системы реабилитации и поддержки их семей, когда они уже получают ранения. Хочется, чтобы была разработана какая-то точечная программа, где помощь получали бы не только раненые солдаты и бойцы, но и их семьи, потому что вот эти матери, жёны, дети тоже сталкиваются с этим впервые, и не каждый понимает, знает, куда обращаться, к кому обращаться. И вот эту проблему некоторые семьи решают долго, скажем так.

Также у нас в Республике Тыва, по Вашему поручению, в 2020 году был построен медико-диагностический центр, главным уклоном которого была защита населения от коронавирусной инфекции, и данный центр сыграл огромную помощь, поддержку во время вспышки данной пандемии. Но сейчас данный [вирус] минимизировалcя, и хотелось бы, чтобы данный центр имел статус военного госпиталя, чтобы ребята, после того как прибывают на родину, в данном случае в Тыву, знали, что есть место, где они получат лечение, реабилитацию.

Также хорошо, Вы только что отметили, что нужна помощь по трудоустройству данных граждан. Потому что мой сын, когда он только подписывал, заключал контракт, он думал, что он будет военным, у него вся жизнь будет связана с этим. А когда 25 октября данного года военная комиссия признала его негодным к службе в воинских частях, тут уже идёт переосмысление: куда, как, дальнейшее трудоустройство. Поэтому надо тоже привлекать этих парней на работу в военкоматы, также в образовательную сферу, где они будут объяснять, как быть патриотом своей страны. В военкоматах они будут давать советы, потому что они знают, потому что они прошли это всё.

Также хотелось бы поблагодарить правительство Республики Тыва. Они тоже, в свою очередь, предоставили помощь семьям мобилизованных граждан, чему мы, простой народ, очень рады и признательны.

Ирина Игоревна, мы, во-первых, посмотрим, как Вам помочь. И в целом: здесь уже говорила Мария Фёдоровна по поводу военкоматов, что можно ребят привлекать, особенно после ранений, привлекать к этой работе. Мы так и сделаем. Это первое.

Второе. Вы подняли проблему шире. В целом надо подумать и создать систему не просто реабилитации. Мне Министр говорит, что военные госпитали заполнены только на 38 процентов, но сама система здравоохранения готова работать с нашими ребятами, гражданская система здравоохранения, в том числе это касается реабилитации. Мы обязательно к этому вернёмся, с тем чтобы реабилитация проходила не только в медицинских учреждениях Минобороны, а с учётом готовности и желания гражданской системы здравоохранения работать с ребятами с нашими, тем более получившими ранения. Но надо между ведомствами разобраться. Мы сделаем это и будем шире использовать возможности отечественного здравоохранения. Это касается и областных, это касается и республиканских, и федеральных центров.

И конечно, нужна отдельная программа реабилитации в широком смысле этого слова, в том числе с дополнительным обучением и трудоустройством. Дополнительное обучение, точно совершенно, востребовано. Обязательно это надо продумать. Я пометил, и мы это сделаем.

Ю.Белехова: Владимир Владимирович, меня зовут Юлия Белехова. Возглавляю региональное отделение Народного фронта в Подмосковье. Многодетная мама. Старший сын в октябре ушёл по мобилизации.

Как раз тему поддержки семей наших воинов мы обсуждали 2 ноября на площадке форума «Сообщество», который проводит Общественная палата Российской Федерации. Кстати, в месте таком знаковом – Музее Победы на Поклонной горе, где собрались общественные организации, волонтёры. Сегодня очень много говорили про помощь волонтёров, которая необходима, про проект «Мы вместе», который помогал всегда и помогает.

Мы говорили о поддержке сегодня семей наших воинов. Разговор был непростой, потому что там были практически все, у кого родные или близкие сегодня находятся или в зоне специальной военной операции, или в местах слаживания и обучения. Но все пришли к одному мнению: точка входа информации сегодня от бойцов – семья. Кому позвонит боец? Конечно, маме или жене. Разумеется, что фактически семья первой узнаёт о том, чего не хватает, что сегодня беспокоит и волнует бойцов там, на передовой.

С другой стороны, мы понимаем сегодня, с какими трудностями сталкиваются здесь семьи. Это вопросы, конечно, психологической, материальной, хозяйственной, организационной, информационной помощи. Правильно Мария Фёдоровна говорит про информационную помощь, потому что мы не должны никому сегодня давать наши семьи в обиду. Мы должны их сохранить, мы должны им помогать.

Как раз на этой площадке все пришли к единому мнению о том, что нужно работать сообща, нужно организовываться для того, чтобы улучшить эту помощь – и семьям, и бойцам. Решили создать комитет семей воинов Отечества, и организаторами выступили как раз ведущие наши российские организации – это «Женщины России», «Союз семей военнослужащих», «Союз женщин России», «Матери России». Понятно, что непросто, потому что здесь достаточно много тех вопросов, которые нужно решать, и решать уже сегодня.

Мы уже выстроили взаимоотношения с Татьяной Николаевной Москальковой – Уполномоченным по правам человека, но, Владимир Владимирович, нам очень необходима помощь в выстраивании диалога сегодня с Министерством обороны, потому что много вопросов от семей именно к этому ведомству. Конечно, это вопросы и обеспечения, которые сегодня как раз обсуждались, это вопросы пропавших без вести, это и вопросы, когда они выходят на связь. Это не вопрос трёх дней или недели, когда это уже не просто беспокойство и тревога в семье, и здесь, конечно, есть вопросы, на которые нужно отвечать. Это вопрос сегодня взаимодействия с Министерством здравоохранения, это вопрос сегодня взаимодействия с социальным блоком. То есть всё то, что сегодня беспокоит и семьи, и бойцов.

Конечно, здесь мы со своей стороны уже начали работу, и наши мамы подключились к горячей линии Народного фронта, потому что мы как никто понимаем друг друга, мы понимаем, о чём мы говорим.

Конечно, мы сейчас сделаем новогодние праздники для детей из семей, кто участвует в специальной военной операции. В наших планах организовать комитеты в регионах, потому что очень много вопросов, которые могут решаться на региональном уровне. И мы только-только объявили о том, что будем создавать комитет, к нам уже пошли обращения.

Одно из них было из Хакасии, где, к большому сожалению, – как раз здесь Надежда Узунова присутствует, – скажем так, не совсем правильное отношение было к семьям и к разъяснению тех вопросов мер региональной поддержки, которая есть. Говорить надо честно и прямо и давать в том числе инструменты – куда обращаться и как, если эта помощь не получена по каким-то причинам. Поэтому, конечно, вопросы есть, и здесь, самое главное, мы хотим стать частью решения, а не частью проблемы, мы хотим помогать. И здесь, Владимир Владимирович, очень большая просьба поддержать нас в нашей работе.

И ещё, не менее важное: нам обязательно нужно, чтобы от каждого из министерств и ведомств за нами были закреплены конкретные люди, некоторые способны и отвечать на вопросы, и принимать решения. Сегодня нужно делать всё оперативно, без волокиты, без проволочек. Поэтому вот такая просьба.

И конечно, спасибо большое за доверие, потому что сегодня я вхожу в состав СПЧ, Совета по правам человека, и я думаю, что это поможет сегодня в реализации тех планов, которые у нас сегодня есть, именно в помощи и семьям, и бойцам.

В.Путин: Юлия Александровна, Вы так и назвались – «Комитет семей воинов Отечества»?

Ю.Белехова: Да.

В.Путин: Вы его как-то формализовали? Это уже какое-то создано юрлицо?

Ю.Белехова: Да, мы уже создались. Вы знаете, мы здесь достаточно открыты, потому что очень много организаций, которые как-то стихийно и непонятно образовываются. Мы говорим о том, что мы есть, мы имеем официальный юридический статус, мы завтра не исчезнем с просторов, как, знаете, когда группы открывают в соцсетях, а потом они исчезают куда-то, а семьи так и остаются без ответов на вопросы, их просто вверстали в непонятную информационную определённую войну. А здесь мы есть, у нас официальный юридический статус, мы зарегистрировались. И уже сегодня наши мамы помогают, отвечают на вопросы и обмениваются тем опытом и информацией, которые есть.

В.Путин: Вы знаете, я дам поручение Администрации и Правительству, как Вы и просили, чтобы напрямую с Вами установили какой-то контакт с целью поддержки. Это мы сделаем обязательно.

Ю.Белехова: Спасибо.

В.Путин: А в ходе работы там будут выясняться какие-то вопросы, которые требуют особого внимания, требуют помощи со стороны административных органов. Сейчас мне трудно просто сказать – понятно примерно, какие вопросы возникают, но в каждом конкретном случае, наверное, нужно по-особому подходить.

Вообще эта работа должна быть индивидуальной. Она всегда становится самой эффективной, когда она не в общем и целом ведётся, а индивидуально с каждым конкретным человеком и с каждой конкретной семьёй. Но каждый случай всё-таки уникальный, имею в виду состав семьи, проблемы семьи, социальный статус семьи, жилищные вопросы, получение всех положенных по закону, а иногда даже и не положенных, но нужных форм поддержки, особенно на региональном уровне.

Я не знаю, замечали ли Вы, звучит ли это в эфире, когда у меня какие-то мероприятия проходят публичные, – у меня нет времени смотреть, что и как происходит, – но всегда на встречах с руководителями регионов или начинаю с этого, или заканчиваю этим: всегда требую от своих коллег в регионах, от руководителей регионов внимательного, неформального, личного участия в жизни семей наших ребят, которые воюют. Всегда. Но в подавляющем большинстве случаев я знаю: работа выстраивается, не только в столицах, но и в других городах, практически во всех субъектах.

То, что Вы мне сказали, что в Хакасии как-то к этому относятся не так, как нужно, это для меня, честно говоря, странно, но мы проверим, что там происходит на самом деле. Работа эта, безусловно, востребованная.

Вы правильно сказали, я даже записал, что точка входа всей информации – семья. Туда люди пишут, туда звонят, когда есть возможность, и там появляется самая объективная информация о том, что происходит, и о том, какая нужна помощь и поддержка.

Ж.Агуева: Я приехала из Чечни, Агуева Жарадат Хожаевна. Мать двоих бойцов, которые в данный момент на передовой. Один – Агуев Исмаил, [батальон] «Запад», комбат, а второй – начальник РОВД Курчалоевского района.

Наши сыновья добровольно поехали туда первый раз, сейчас второй раз тоже со своей командой, отрядом. Исмаил раненый, ещё не поправивший свою ногу, на костылях, на трости ходит, воюет на Донбассе. Марьинка, где они находятся. Я горжусь, что у меня сыновья свободно, добровольно поехали первый раз. Ничуть не жалею, что они там находятся.

Наш президент Рамзан Кадыров всем – всё, что им надо: одеть, обуть, – полностью предоставляет. Не то что им – даже дома жёнам, детям – всем предоставляет Рамзан Кадыров, помогает всем и там ребятам тоже, продукты, продовольствие. Не то что военным несёт – даже украинским людям гуманитарную помощь везёт постоянно. Наш президент очень гордится нашими ребятами, всё смотрит, всё необходимое делает. Он не оставляет сыновей, мужей, которые находятся в зоне специальной военной операции, помогает всем их семьям. У нас в Чечне нет никаких беспризорников, голодающих, нуждающихся нет. Наш президент предоставляет всем матерям всё, что надо, всё предоставляет. У наших ребят всё нормально.

Я горжусь. У меня ещё один сын дома. Если надо будет поехать, и третьего отправлю. Уже второй раз они поехали. Наши ребята, которые уехали из Чечни, ни в чём не нуждаются и ничего им не требуется. В принципе, всё у них есть. Наш президент лучше всех, мне кажется. Общий – мы не говорим. Свой – особенно. Я благодарна Путину, что в 2000 году, благодаря ему и покойному Ахмату-Хаджи, всё сделали, чтобы война на нашей стороне закончилась.

Мы уже дважды войну пережили, я знаю. Один у меня без вести пропал в ту войну, сейчас в данный момент трое у меня. Я горжусь своей нацией и своим народом – всеми. У нас голодающих, нуждающихся, с протянутыми руками никого нет в Чечне. Всем постоянно предоставляет всё, что им надо, всем ребятам, всем матерям, их не оставляет он, всем предоставляет, что надо. Я горжусь им.

Спасибо Вам тоже, Путин, что в то время с Ахмат-Хаджи Кадыровым Вы тоже помогли нашему народу очень, чтобы этой войны не было.

Больше мне сказать нечего.

В.Путин: Жарадат Хожаевна, Вам спасибо за добрые слова. То, что произошло на чеченской земле, и та нормализация, которая произошла, это прежде всего заслуга самого чеченского народа и Ахмата-Хаджи, который отдал жизнь за свой народ.

В.Путин: То, что у Вас двое сыновей там воюют, – это молодцы.

Ж.Агуева: У меня два внука тоже там находятся. И ещё с нашей фамилией мужа родственники, племянники, двоюродный брат, ещё четыре наших однофамильца, Агуевы, там их много.

В.Путин: Жарадат Хожаевна, Вы третьему сыну скажите, что приказ Верховного Главнокомандующего – оставаться дома. Пусть он контролирует ситуацию в семье.

Ж.Агуева: Я сказала тем двоим: третьего оставьте пока, третий нам нужен тут, дома.

В.Путин: Я и Рамзану скажу сейчас, чтобы третий был дома, контролировал ситуацию.

А своему президенту, своему народу, своей нации очень благодарна я, что нас не оставляет, всем помогает. Даже не бывает, чтобы он где-то не помог, чтобы у нас чего-то не доставалось. Это можно в любое время приехать в Чечню, узнать: мои слова верные или нет.

В.Путин: Я знаю разницу между сегодняшним Грозным и тем Грозным, который я видел с борта боевого вертолёта, когда летел над городом в 1999 году и в 2001-м.

Ж.Агуева: Да, расцвёл, очень красивый город, достопримечательности очень красивые. Это благодаря нашему народу, президенту.

В.Путин: Площадь Минутку я помню – полные развалины, как в Сталинграде было.

Ж.Агуева: Да, там ловить нечего было. Даже не думали, что оно так восстановится.

В.Путин: Больше думали о том, чтобы перенести столицу Чечни, потому что некоторые считали, что восстановить невозможно, всё в руинах. Сейчас процветающий город, шикарный.

Ж.Агуева: У меня тоже внук в суворовском учится. «Бабушка, – говорит, – 18 лет будет мне, я тоже уеду с дядьками на войну». Я говорю: «Подожди, может, закончится, до тебя, наверное, не дойдёт». «Нет, – говорит, – если будет, я поеду». Учится отлично в суворовском училище, уже 16 лет внуку.

В.Путин: Передавайте всем вашим близким, всем чеченцам передавайте слова благодарности за тот вклад в общую борьбу и победу.

Ж.Агуева: Я горжусь своей нацией и своим народом.

М.Бахилина: Я Бахилина Марина, Республика Саха. Тоже мама троих сыновей.

Средний сын у меня кадровый военный, как призвали в 18 лет, так и остался. Служит в ВДВ, разведрота. В СВО он с первых дней.

В.Путин: ВДВ, да?

М.Бахилина: ВДВ, 83-я бригада.

Когда началась спецоперация, он с первых дней там. В апреле был награждён орденом Мужества.

В.Путин: Орден Мужества просто так не дают.

М.Бахилина: Да. По телевизору показывали.

Он был очень тяжело ранен. Но собрал, как говорится, силу воли, восстановился. В данный момент он находится в госпитале, реабилитацию проходит и планирует уже в январе отправиться обратно.

Старший сын был мобилизован в сентябре.

Но что я хочу сказать, буду коротко, не умею много говорить.

Одним словом, я сыновей воспитала в патриотизме. Как говорится, партия сказала, Родина сказала – вперёд! Никто у меня от армии не отлынивал, все пришли в армию физически, морально подготовленные. За мамину юбку не прячутся. Сыну пришла повестка, он сразу быстренько собрался – и на сборный пункт. Сейчас он находится недалеко от фронта в СВО. Единственное (ну так, редко, конечно, переписываемся), на что он жалуется, – питание, нету горячего питания. Понимаете, в чём дело? Если наши не могут обеспечить наших солдат горячим питанием, я как мастер спорта и КМС по стрельбе с удовольствием бы пошла туда, на передовую готовить. А что смешного, на самом деле.

У нас, извините, пожалуйста, в Иркутске очень многие матери желают пойти помогать – кто-то санитаркой, кто-то поваром. Ничего такого зазорного нет. У нас некоторая молодёжь бежит, прячется… Чем мы хуже своих сыновей, как говорится?

Ещё один вопрос я хотела – то, что я с удовольствием пошла бы служить, денег мне не надо, пенсия позволяет.

Последнее. Хочу от матерей, от жён военнослужащих – от них лично – передать огромное спасибо Вам, Владимир Владимирович, нашему Айсену Сергеевичу [Николаеву] и Маганскому поссовету за оказание материальной, моральной поддержки военнослужащим.

Знаете, это так оперативно, быстро и качественно было всё сделано. Не знаю, как в городе, но вроде бы я хожу, тоже посылки собираю – вроде бы все у нас получили компенсацию по 200–300 тысяч, овощные наборы. В Магане, например, вообще очень хорошо администрация Магана сориентировалась: кому-то воды, кому-то двор почистить, кому-то дрова привезти – в таком духе. Так что многие у нас обеспечены очень хорошо. Насчёт этого большое, конечно, Вам спасибо.

Да, и пожелание такое некоторым мамочкам, которые прячут своих детей: не надо за них решать, дети сами должны, а не бежать, откупаться и тому подобное.

В.Путин: Марина Константиновна, Вы сказали, что не умеете говорить. Вы умеете и говорите так, что дай бог каждому, содержательно и по форме, очень доходчиво. Но самое главное даже не в том, что Вы говорите, а в том, что Вы делаете, а результаты Вашей работы – в Ваших сыновьях. Эта работа высшего качества и высшей пробы, если у Вас такие дети. Я Вас с этим поздравляю и благодарю.

Что касается Александра Сергеевича, то он опытный руководитель, очень чуткий человек, он настойчивый, умеющий добиваться результатов. Республика у вас шикарная. Она не только огромная по территории, она очень талантливым народом населена, разные люди, разных национальностей, народ очень певучий, интересный, красивый. Богатая республика.

То, что Вы сказали по поводу горячего питания на передовой. Казалось бы, что уже вопросы в основном решены – здесь как раз говорили о том, что вроде бы с этим нормально, но тем не менее, значит, не всё нормально. Посмотрим, что нужно и где нужно сделать что дополнительно. Первое.

Второе. Спасибо Вам за готовность принять участие в боевой работе ваших ребят. Но мне кажется, что сначала соответствующие ведомства в Министерстве [обороны] должны навести там порядок. С Вашей подачи этим и займёмся и усилим эту работу, безусловно. Я не в первый раз это слышу, в том числе и в самое последнее время. Поэтому то, что я услышал и от Вас это, это очень важно.

Я так понял, что в республике у вас налажено всё, вопросов к местным и региональным властям нет.

М.Бахилина: Да, у нас очень хорошо наладили, молодцы.

В.Путин: (обращаясь к Ю.Белеховой.) Юлия Александровна, имейте в виду, что есть хорошие примеры работы региональных властей.

Ю.Белехова: Владимир Владимирович, есть…

В.Путин: И надо это тиражировать.

Ю.Белехова: И тиражировать надо, и будем, и показывать, потому что примеры действительно есть хорошей региональной работы и заботы о семьях. Почему хотим как раз таки создать комитет региональный на местах – потому что по части вопросов, может быть, даже власти где-то нужно подсказать, как это делается, как это реализовывается. Потому что всё-таки здесь забота о семьях сегодня и помощь им в разных ситуациях, с которыми они сталкиваются.

В.Путин: Где-то нужно и подсказать. И положительные примеры. Просто их нужно тиражировать, показывать, как можно и как нужно работать здесь.

О.Шигина: Как раз я об этом.

В.Путин (обращаясь к О.Шигиной): Да, пожалуйста, Олеся Николаевна.

О.Шигина: Здравствуйте ещё раз. Я с Вами тут рядышком сижу.

Я – режиссёр-документалист, поэт, мама сына, который был просто на срочной службе. Но когда началось всё это, он сразу сказал: «Мама, кто, если не я?» – и записался в ряды тех, кто готов служить Родине.

Когда я узнала о решении сына – конечно, и стихи, и всё прочее полились рекой. Но главное, я поняла, что я поеду на Донбасс, чтобы понять, что там происходит, сама лично поеду, сама должна всё увидеть и понять, кто же эти ребята – такие же, как мой, или, может быть, то, что говорят в СМИ…

В.Путин: Не так.

О.Шигина: Всё-таки, правда, на тот момент как раз это было всё очень остро: «нет войне» и так далее.

И, Вы знаете, в итоге я сняла фильм. Поехала сама, даже без бронежилета. Фильм называется «Отважные».

В.Путин: Фильм сняли?

О.Шигина: Да.

В.Путин: А на какой технике, как Вы снимали?

О.Шигина: Я в принципе режиссёр-документалист, техника у меня есть. Не самая мудреная, потому что операторы со мной не поехали.

В.Путин: Вы профессиональный режиссёр?

О.Шигина: Да. У меня около 20 фильмов.

И когда я приехала туда, Вы знаете, как мама, как режиссёр, как человек, который всё всё-таки через душу [пропускает], я, конечно, увидела, что там святые ребята. Я увидела этот взгляд предстояния перед смертью, перед Богом в первую очередь. То есть они все понимают, что они там за Россию. Там нет Чечни, Дагестана – они за всех нас, за всех вместе.

Я сегодня женщинам рассказывала (отклоняюсь чуть-чуть от того, что хотела сказать), как трое молились в одном окопе. Мне рассказал дагестанец, как они втроем раненые в окопе молились на трёх языках – чеченец, дагестанец и русский. Дагестанец держал Спас Нерукотворный – флаг, который я ему подарила, – и говорит: «Я буду под самым сердцем носить». И он мне прочитал «Отче наш» на русском языке.

Понимаете, и Чечню мы поднимаем вместе, мы все вместе, и Донбасс мы сейчас вместе поднимаем. И первый фильм у меня сложился об ополченцах, об этих людях, которые восемь лет уже там стоят на рубежах. (Обращаясь к Н.Пшеничкиной.) О Вашем сыне. Конечно, это герои, это наши святые.

У меня есть такое стихотворение: «Время времён разворотом вех скроет былую мощь, // Снова грехом назовётся грех, русским – полтавский борщ. // С каждой минутой растут полки воинов и святых. // Время времён и его сыны – зрение для слепых».

Вот этим зрением [станет] сейчас для «слепых», для многих ослеплённых, которым затуманили мозги эти фейки, эти бесконечные страшные информационные атаки. Чтобы их отбить, нужно призвать полки людей, готовых служить Родине так же, как наши сыновья служат.

Мы, патриоты – документалисты, поэты, литераторы, актёры, –именно настоящие патриоты, мы готовы встать в ряды тех, кто создаст то кино, которого ждёт зритель, а он его ждёт.

Большая просьба. Например, 20 моих фильмов. Невозможно пробиться на телевидение, невозможно пробиться в кинотеатры, понимаете. Зритель говорит: где ваши фильмы, почему мы их не видим? Мы хотим их видеть. Эту стену нужно пробить.

Кстати, когда я поехала снимать, у меня даже не было операторов, фильм называется «Абсолютная жизнь». То есть камера дрожит в моих руках, я не военкор, но я теперь всё понимаю, я понимаю, как там снимать надо.

Благодаря Фонду культурных инициатив я, уезжая туда [в Донбасс], уже второй раз когда поехала, я подала заявку перед этим – вот это социальный лифт. Потому что Министерство культуры очень трудно пробить. А здесь я почувствовала, что социальный лифт существует. То есть Президентский фонд культурных инициатив подхватил мой проект, мне уже помогли, и я почувствовала, что я вместе с государством, что я работаю не одна, понимаете? Так же, как сыновья наши сейчас должны там почувствовать, что они уже не одни, что им и обмундирование [обеспечено], что здесь их ждут. Раненые они, искалеченные – мы дадим им «дорожную карту», как дальше жить. И вот этот первый мой фильм об ополченцах скоро выходит. Я надеюсь, что он будет показан.

Сейчас я задумала ещё три фильма, они уже выстраданы, я уже понимаю, как их сделать. Это как раз отважная регулярная армия, о наших доблестных полках, в одном из которых служит мой сын. Просто нужно знать – сейчас очень много критики на армию есть, и она часто имеет право быть, но эти доблестные полки существуют, которые есть честь и совесть нашей армии. Они есть, мы их знаем. Я знаю, что Вы знаете этих командиров, комбригов, которые все израненные, с искорёженным лицом, но они жизнь свою положат за ребят, они их не оставят. И там, где комбриг не умеет этого делать, там у ребят проблемы, а если комбриг такой, как у наших ребят, всё там нормально. И до Вас дойдут, и всё получат. Таких бы нам комбригов побольше, и о них очень хочется мне снять фильм.

Второй фильм я задумала про казаков. Казаки не только у нас на Дону, у нас казаки от Владивостока до юга. И это тоже очень важно, что мы перестали делить: казак донской, казак уральский, казак владивостокский. Я хочу сделать фильм, где казаки с их песнями, с их удалью, с их желанием служить «вере, царю и Отечеству» будут представлены с той любовью материнской, понимаете, которая во мне, когда я снимаю.

Третий фильм я бы хотела сделать о наших мобилизованных ребятах. Вы знаете, мне на линии фронта ополченцы говорят: «Не боятся только дураки». И этот несколько растерянный взгляд при проводах – Вы не представляете, как через два месяца он превратится во взгляд воина, уверенного в том, что он служит Родине.

Как один герой фильма говорит: «Здесь какая-то у нас заединищина. Потому что дух. За Русь, за Россию».

В.Путин: Единение.

О.Шигина: За полное единение, да.

Действительно, патриотических творческих людей легко вычислить, потому что они последние 20 лет не меняли своего патриотического отношения к стране. Очень легко нас найти – мы здесь, мы готовы служить Отечеству. Как написано в моих фильмах: «Кино на службе Отечеству». Это последний кадр всегда после всех фильмов.

О многодетных матерях я снимаю, о наших солдатах или о людях, которые действительно созидают в России, – у меня такие фильмы про героев. Я бы очень хотела, чтобы появился мощный фестиваль… Простите, я, конечно, волнуюсь всё равно, потому что столько всего есть сказать внутри.

В.Путин: Нет, Вы очень содержательно говорите, очень интересно.

О.Шигина: Но волнение, понимаете, оно присутствует. Так вот.

Сколько лет такие фестивали, как «Артдокфест», «Кинотавр», мучили наших людей непотребным контентом, фильмами, снятыми с нелюбовью, – даже есть такой одноимённый фильм, «Нелюбовь» называется, – именно фильмами, снятыми о нелюбви к России. Мы сейчас должны позвать тех, – а там гвардия стоит и ждёт: позовите нас, мы готовы снимать о любви к России, снимать о наших героях, писать о них, жить там, на Донбассе, и писать книги. Я лично готова просто сидеть в этом окопе и про них писать.

И я надеюсь, что этот институт – как нам туда проходить – появится, что Министерство культуры начнёт нас слышать. Потому что такие институты, как Институт развития Интернета, общество «Знание» – это, я так понимаю, ты напрямую попадаешь к людям, которые тебя слышат. Это такая редкость, понимаете. И это такое счастье, что нас, патриотических писателей, поэтов и киношников, начали слышать. Что мы теперь не «ой, как-то у вас всё слишком там». Нас начали слышать.

Владимир Владимирович, то, что я здесь, это тоже говорит о том, что этот социальный лифт… Я думаю, что Президентский фонд культурных инициатив – это всё-таки Ваша инициатива. И вот если Жарадат [Агуева] очень благодарна чеченскому лидеру, то я, во-первых, считаю, что всё-таки всё, что в России строится и происходит, это наш Президент этим управляет, действует в согласовании с людьми на местах. Если там [в регионе] грамотный руководитель – тоже такая с фронта, знаете, фраза: не важно, что рота ничего не соображает, только бы командир не был дураком. Вот если на местах не дурак – всё, все Ваши распоряжения слышат, и там всё совершается. Точно так же, как в социальных органах. Вот эта лесенка должна появиться.

Поэтому у меня большая просьба (формулирую много, как творческий человек много говорю).

Первое – хочу снять эти фильмы с материнской любовью, понимаете, через любовь. Мне нужно содействие Министерства обороны для этого, потому что пробиться в такие части практически невозможно. Я готова снимать на линии фронта, это я уже делала, опыт у меня теперь есть. Я не боюсь, насколько это возможно.

Очень бы хотелось, чтобы другие документалисты, поэты, литераторы, имели доступ в кинотеатры, на телевидение, на ведущие телеканалы, чтобы ведущие телеканалы не увлекались только своим контентом развлекательным, а наконец начали нас видеть.

Очень бы хотелось создать фестиваль кино «На службе Отечеству». Это не обязательно должно быть кино только про героев СВО.

У меня герои фильма самолёты строят в деревне, в заброшенной деревне строят самолёты, и они взлетают с ромашковых полей. Разве это не герой? Или другой герой фильма – изобретатель, который создаёт в России сложнейшие технологии, которые входят в пятёрку лидеров. Разве это не герой? Герой.

Поэтому прошу Вас. Я сейчас говорю за всю творческую интеллигенцию. Я знаю, что всем очень хочется сказать. Владимир Владимирович, очень на Вас рассчитываем.

В этой связи знаете какие мысли мне прямо сейчас в голову пришли, когда Вы говорили о людях творческих профессий, которые настроены патриотически, и сказали слова о том, что некоторые из мероприятий в культурной сфере мучили наших людей.

Почему так происходило? Я могу сказать, всё очень просто. Потому что мы находились в состоянии после распада Советского Союза, и нам – многим – казалось, что сейчас начнётся сладкая жизнь, и завтра мы будем жить, как в Париже или ещё где-то. Хотя сейчас выясняется, что так, как в Париже, многим жить не хочется.

О.Шигина: Абсолютно, да.

В.Путин: А думалось, что там будет хорошо. На самом деле это совсем не так, там культурный код другой. Наверное, всё возможно, но так, как мы отмечаем День матери, так, как мы сейчас с вами собрались и говорим о роли женщины, о роли матери, – во многих местах там уже и не знают, что такое «мама». Правда? Там просто «родитель номер один» и «родитель номер два». И гендеров там десятками измеряют, какие-то там «трансформаторы» – я даже не понимаю, о чём они говорят. Это совсем не наша культура, это совсем другой код какой-то.

То, о чём Олеся Николаевна сказала, о том, что там ребята из Дагестана…

О.Шигина: Да, это смешение культур, и война, конечно, идёт за духовность, за нашу духовность.

В.Путин: Да, конечно. Уникальная цивилизация у нас – объединение людей разных этносов, разных культур и разных вероисповеданий в одно единое целое. Это первое.

Второе. На рубеже 2000-х, 90-х годов нам казалось, что всё будет хорошо, а оказалось, что это совсем не так. Больше того, мы начали как бы жить и играть на какой-то чужой поляне и с восторгом предавались тому, что нами пытаются управлять. И в конечном итоге те, кто пытался нами управлять, – в общем и целом благодаря их усилиям мы оказались в этой ситуации, в том числе и в зоне специальной военной операции. Ведь это же они до этого довели.

Я понимаю, сейчас не для серьёзных разговоров мы собрались по политическим вопросам, но всё-таки, если бы не было государственного переворота на Украине в 2014 году, ничего бы не было, просто не было бы ничего. И так они имели большое влияние над этой страной, а после 2014 года фактически взяли под контроль все органы власти и управления фактически.

А кто они такие? Бандеровцы по сути своей. А что такое бандеровцы? Неонацисты. Бандера был приспешником Гитлера, расстреливал и русских, и, кстати, поляков, евреев, всех подряд по указанию Гитлера. И они сегодня возвели таких людей в ранг национальных героев, вот с чем борются ребята наши сегодня в зоне специальной военной операции, вот с кем. А те, кто им противостоит, многие даже не понимают, что они делают, не понимают, что их используют просто как пешек в чьей-то чужой игре. Они играют в чьей-то чужой игре, но мы-то должны бороться за свои интересы, за своих людей, за свою страну. Мы это и делаем.

А то, что происходило в предыдущие годы, в значительной степени было связано с тем, что мы играли, как бы всегда жили на чужой поляне. А сегодняшние события – это путь к какому-то даже внутреннему очищению и обновлению. И конечно, такие люди, как Вы, люди творческих профессий, которые думают так, как Вы, конечно, они востребованы были всегда, а в такие сложные моменты для жизни страны в особенности.

Но поскольку за предыдущие годы всё определённым образом сложилось, расчищать поляну для вас достаточно сложно, поверьте мне, даже с моего уровня. Потому что это же достаточно глубоко там всё сидит. Но мы будем это делать обязательно.

О.Шигина: Спасибо.

В.Путин: Да, будем. И конечно, что касается содействия Министерства обороны, помощь Вам будет обеспечена. Здесь я даже нисколько не сомневаюсь. Как организовать эту работу так, чтобы она была с хорошим результатом и максимально безопасной, – это мы подумаем и попробуем это сделать. Хорошо?

В.Путин: Что касается проката и так далее. Вы сказали, что по линии Министерства культуры это сложно сделать. Наверное, там тоже существует своя бюрократия. Но Министерство культуры тоже подключится. Министр [культуры Ольга Любимова] – женщина тоже патриотических убеждений, взглядов, очень деятельная молодая женщина, опытная уже. Я с ней тоже поговорю, подключим.

Я мама семерых детей из Санкт-Петербурга, Рубаник Любовь Сергеевна.

В.Путин: У нас в Петербурге есть семьи такие – приятно это слышать. Не только в Чечне, не только в Дагестане, но и в Петербурге.

Л.Рубаник: Шесть сыновей и приёмная дочка у нас.

В.Путин: Здорово.

Л.Рубаник: Старшие два сына – Дмитрий и Даниил – уже отслужили в армии, сейчас готовы идти по мобилизации. Средний сын, Пантелей, у нас в июне сам поехал в военкомат, ушёл в армию. В октябре подписал договор, сейчас находится на подготовке. Владислав у нас тоже сейчас, в декабре, идёт к своему брату на службу. Двое младших детей – 11 и 12 лет.

Хотела бы рассказать о патриотическом воспитании, так как у нас дедушка с бабушкой прошли всю блокаду. Дедушка был инвалид по слуху, но с 14 лет работал на Балтийском заводе, потом дошёл до Берлина, хотя был глухой, воевал. И вот несколько лет назад, ему уже было 92 года, ушёл из жизни папа наш. Посвятил тоже всю жизнь Военно-Морскому Флоту, служил в Мурманске. Это, получается, дедушка моих детей, поэтому у нас воспитание такое, изначально все дети патриоты, все знают, что такое наша Родина.

Когда мы в наше время учились в школе, у нас была начальная военная подготовка, мы гордились, что были октябрятами, потом пионерами, и, конечно, все радовались и стремились к тому, чтобы быть в комсомоле.

Хотела бы немножко рассказать о нашей организации. Это благотворительный фонд «Прилив» города Санкт-Петербурга, который входит во Всероссийское движение «Матери России», санкт-петербургское отделение.

В связи с последними событиями в стране, конечно, мы тоже не могли оставаться в стороне. Мы посильно помогаем вынужденным переселенцам, которые приезжают в Санкт-Петербург, помогаем беременным женщинам, также поддерживаем семьи [участников] СВО, которые оказались в трудной жизненной ситуации.

Как раз на днях одна мама обратилась. Должна на днях родить ребёночка, а другие – малыши, говорит: «Меня некому теперь – папа воюет – встретить из роддома». И наши волонтёры, соответственно, поедут проводить, встретить. Такая у нас организационная работа. Старшие детки, пока им не пришлось сейчас на мобилизацию, они также волонтёрами у нас посильно помогают – работают по адресной помощи, поддерживаем семьи.

Что хотела бы сказать, конечно, о «Комитете матерей Отечества» совместно с Общероссийским народным фронтом. Хотелось бы разработать с Министерством здравоохранения и с Министерством обороны именно пошаговую поддержку военнослужащих – посттравматическое сопровождение тех ребят, которые возвращаются с военных действий.

Чтобы для каждого могли разработать поддержку, пока идёт оформление инвалидности, и психологическую помощь семье, о чём как раз говорили, и помощь этим ребятам, потому что многие, конечно, впадают в депрессию. У нас также на площадке фонда есть психолог, который работает и с семьями вынужденных переселенцев. Очень многие мамы и даже подростки находятся в таком сложном состоянии, и семьи мобилизованных также рассказывают про их нервное состояние, и нужна эта помощь.

В.Путин: Эта проблема реабилитации, о которой мы уже говорили, она многоплановая, многогранная. Это не только чисто такая медицинская, но и психологическая помощь должна быть, социальная. Я уже говорил, очень важно, мне кажется, помочь людям получить дополнительные навыки, знания, образование какое-то дополнительное, помочь с трудоустройством. Это целый комплекс работ.

И я уже пометил, безусловно, это нужно делать. И конечно, Любовь Сергеевна, с помощью ваших структур, общественных организаций, Вашей, как Юлия Александровна сказала, всех будем всячески поддерживать.

Л.Рубаник: Да. Только сообща мы сможем победить.

В.Путин: Да, абсолютно с Вами согласен.

Л.Рубаник: Хотела сказать ещё буквально пару слов, что только матери России рожают лучших сыновей и дочерей нашей Родины.

В.Путин: Так и есть, конечно. Так оно и есть, это правда.

Н.Узунова: Здравствуйте, Владимир Владимирович!

Республика Хакасия, меня зовут Надежда. И как сказала уже Нина Петровна, как мы все считаем, что 30 сентября действительно произошло важнейшее событие для всей нашей страны, и мне посчастливилось быть на Красной площади, принимать участие и быть в этом едином порыве со всей нашей страной. В нашей стране прибавилось детей, прибавилось большое количество семей. А что это такое? Это значит ответственность, огромная ответственность за этих людей.

Донбасс мне знаком не понаслышке, он мне знаком с 2017 года. В составе своей любимой организации «Боевое братство», членом которой я являюсь, под руководством Александра Векшина, руководителя Хакасского отделения, мы эвакуировали тяжелобольных и раненых детей с территории Донбасса. И тогда своими глазами я первый раз увидела эту боль Шахтёрска, Донецка, Горловки, когда ты вытаскиваешь детей из подвалов, когда тебе мальчики, девочки…

Вот Олеся снимает фильм про отважных, а у меня тогда были работы короткометражки, небольшие, которые мы сейчас показываем в школах, потому что ровесники понимают лучше ровесников – эту систему мы выработали. И когда эти короткометражки мы снимали, снимали одноимённо: как зовут ребёнка, так и называется фильм.

Мой первый фильм – «Вовка». Мальчишке десять лет, он берёт, заводит меня в подвал и говорит: вы знаете, я умею лежать, я умею сидеть, я умею стоять по приказу, как мне нужно, как солдат, но я боюсь не пережить этого момента. Артём, у которого погибла на глазах сестра. Как можно это простить, как можно это забыть? И кто-то же нажал эту кнопку, когда она взорвалась. Вадим. Я знаю каждого по именам.

И я мама многодетная, здесь никого этим не удивишь, мы все молодцы, воспитываю ещё и приёмных детей сама, одна. Поэтому, конечно, чужих детей не бывает, однозначно. И с этого момента я решила помогать, я решила идти вперёд.

Недавно я была в Санкт-Петербурге, но отдыхать уже морально не получается, потому что ты перестроен, ты перестроен совершенно на другую задачу. И мы посещали госпитали наших бойцов – 442-й, ВМА. И конечно, посещали мы с нашей братской республикой, Республика Тыва, потому что Хакасия и Тыва – это родные республики, мы очень близко, тесно связаны.

В.Путин: Рядышком.

Н.Узунова: И с женщинами из землячества Республики Тыва санкт-петербургского мы, конечно, посещали наших ребят. Вы знаете, даже здесь проявляется наше единство. В чём? Как порадовать бойцов, чем их удивить? Мы решили приготовить национальное блюдо. И конечно, с этими ведрами пирогов, когда ты заходишь в эти палаты, общаешься с бойцами, где-то слышишь, знаете, такое: «Как вкусно, как дома». Ну что же тебе больше надо? Когда ты понимаешь, что ты являешься проводником любви этих мам, которые сегодня не могут быть с нашими ребятами.

Когда началась мобилизация, конечно, все женщины нашей страны испытали огромное чувство тревоги, это однозначно, это сто процентов. Но вместе с тем, буквально пережив какие-то пару часов, я встала и записала обращение, и оно – об объединении в нашей республике сил, консолидации, в женской энергии женская сила, о том, что нам нельзя сдаваться, и самое последнее дело – это упасть духом, нельзя этого делать.

И мы начали собирать сыновей Хакасии. Я уверена, что так же поступали женщины в других регионах. Мы собирали от рюкзачков до места их назначения, до места их дислокации с молитвами, с провиантом, с продуктами. Все женщины объединились, действительно. Это такая сила, это такая мощь, это такой заряд. И ты понимаешь, что ты становишься настолько сильным.

Когда ребята уходили, ты каждого провожаешь, а у нас ушло 1400 человек. Дальше я последовала за ними на учения, на полигоны, сопровождая их в чаяниях, потому что всё же происходило быстро, и какие-то вопросы и проблемы оставались. Конечно, ты на местах решаешь эти моменты.

Мы пойдём и дальше, Владимир Владимирович, не сомневайтесь, мы знаем уже, это точно.

Конечно, есть сложности, как в любой проблеме, деле, новое дело, сложное. Безусловно, я Вам скажу так, что в Хакасии всё равно все работают 24 на 7: и региональная власть, и муниципальная власть, и жители Республики Хакасия – те, которые сегодня действительно объединились. Нет неравнодушного человека.

Какие есть сложности, сейчас, наверное, я о них расскажу немножко и очень кратко.

Например, как мне кажется, исходя из опыта, потому что ты всё время работаешь, бойцы всегда на связи. Если раньше я спрашивала, как прошёл день, только у своих детей, сыновей, сейчас я понимаю, что у меня вечер увеличивается. Они звонят, говорят, докладывают, грубо говоря, как проходит, что нужно, чем помочь, что нужно уже доставить на передовую, потому что перечень меняется: обмундирование закончилось, есть средства спецсвязи, другие моменты.

Что происходит на местах с региональной поддержкой и помощью, почему Юля сделала акцент. Я Вам поясню: нужно слышать каждую семью, безусловно. Сегодня общая задача и наша задача – людей, которые как раз работают непосредственно с семьями, – мы понимаем и обращаем внимание на каждую семью. Здесь забывать это нельзя, нельзя упускать эти моменты.

На сегодняшний момент, как мне кажется, слушания перед принятием бюджета, они же открытые, и нельзя принимать региональный бюджет без чаяний, без пожеланий и без проблем мобилизованных семей. Они могут, они должны принимать участие, и тогда не будет проблем.

А какие проблемы получаются? Получаются проблемы следующие: у нас вносятся поправки. Что такое поправка? Поправка – это десять дней. Значит, десять дней какая-то семья не получит определённых выплат.

На сегодняшний момент я Вам скажу, что у нас всё урегулировано. Как раз Юля делала акцент, уже в ближайший вторник 29 этих семей получат региональную выплату, то есть всё хорошо. Потому что это была бюрократическая проволочка, опять же прописка – такие моменты. Ещё раз подчеркну, что тема новая, тема сложная.

Ещё один момент, на который мне хотелось бы обратить внимание, – это, конечно, льготы. Правительством Республики Хакасия разработан большой, серьёзный пакет дополнительных мер, помимо финансовой выплаты. Но когда разрабатывается любая льгота, её механизм должен быть проработан. Опять же, например, уголь. Понятно, что у нас в республике с углём проблем нет, я имею в виду с его количеством, но механизм проработки был не до конца завершён. Получается следующим образом: уголь начинает по этой региональной системе выдаваться только буквально сейчас, а у нас в Сибири уже холодно.

Но, опять же, Вам скажу, что ни одна семья без него не осталась, потому что у нас есть партнёры, спонсоры, работа глав муниципальных образований, которые сегодня на местах очень быстро решают вопросы. Естественно, Хакасия – маленькая семья, и, конечно, вопросы решаются в достаточно быстром режиме.

И ещё один момент, на который тоже мне хотелось бы обратить внимание. Понятно, что все стараются, все муниципалитеты. У нас 12 муниципалитетов, которых затронула мобилизация, и каждый глава муниципалитета, естественно, старается для своего муниципалитета, и получается разница льгот. А если есть разница, значит, где-то меньше. Конечно, на следующей неделе мы проговорим эти моменты, потому что главы всегда в контакте и на прямой связи. Конечно, мы считаем, что разницы быть не должно. Это очень важные моменты.

И знаете, Владимир Владимирович, здесь сегодня собрались очень сильные женщины. Женщины, которые действительно могут и своим примером показать, как нужно жить, как нужно воспитывать, потому что мы ориентируемся, конечно, на примеры, наверное, своих бабушек, дедушек, которые ковали Победу в тылу, однозначно. То есть у нас есть хорошая школа, хороший пример.

Но какими бы мы сильными ни были, нам нужно крепкое мужское плечо – Ваше плечо, Ваша поддержка, поддержка нашему комитету. Большое Вам спасибо за то, что Вы нас сегодня приняли, от нас, от матерей. Мы идём вперёд, мы идём вперёд с нашими семьями, потому что семьи – это все семьи наших мобилизованных ребят, добровольцы, которых у нас, кстати, очень много. Действительно, очень много, и мы ими гордимся.

Ну и, конечно, я также не могу от наших бойцов не передать Вам привет, потому что они об этом говорят, они знают, что я сегодня здесь. От всех бойцов, от всех ребят и добровольцев Республики Хакасия огромный Вам привет. Примите, пожалуйста.

В.Путин: Спасибо большое.

Вопрос, казалось бы, такой бытовой, но он и существенный – это льготы и единообразное их применение, механизмы и скорость принятия решений. Для этого не нужно даже какие-то сложные решения в рамках бюджетного процесса, нужно просто заранее всё предусмотреть, и это будет делаться автоматом, здесь нет никаких проблем. Но тем не менее я это всё-таки пометил, обращу на это внимание.

Н.Узунова: Спасибо большое.

В.Путин: А что касается объединений – таких, которые создаются по зову сердца, что называется, здесь уже мы говорили, несколько таких объединений здесь я уже вижу, представители этих объединений присутствуют. И Ваше, конечно, тоже.

Я говорю не только о вас, о присутствующих, а вообще о наших мамах, о наших матерях. Это главная основа, на которой стоит страна. В этом всё – в этом наша история, наша культура, наши традиции, в этом уверенность в будущем страны, уверенность в наших победах в самом широком смысле этого слова, не только в рамках этой военной операции.

Как Марина Фёдоровна говорила, а я так понимаю, Вы говорили о будущем страны, что она должна быть другой. В этом, если вы обратили внимание, несмотря на все вопросы, связанные со специальной военной операцией, мы же не меняем своих планов по развитию государства, по развитию страны, по развитию экономики, её социальной сферы, по национальным проектам. У нас огромные, большие планы, но они могут быть реализованы, если мы будем так же вместе решать все проблемы, все вопросы, которые перед страной стоят, – и в рамках этой специальной операции, и в рамках, как говорили раньше, трудовых наших будней.

Самый главный залог наших успехов – единство. Единство, о котором здесь Олеся Николаевна говорила, о котором Жарадат Хожаевна говорила, говорила Суна Нейфеловна, все из всех регионов, из казачьих наших регионов, из новых регионов, из тех, которые всегда считали, что они являются самым сердцем и основой Российского государства. Всё это вместе: и так называемая периферия, и центр, и юг, север, восток, запад – это всё наша огромная страна Россия.

Но это не только территория и не столько территория – это прежде всего люди, их традиции, их культура, их история, которая передаётся из поколения в поколение и впитывается всеми нами с молоком матери.

In this regard, of course, I would like to recall this. But I understand perfectly well that for you, as well as for so many other women in Russia whose sons are in a war zone, of course, the attitude to this event is more than festive, but most likely connected with a sense of anxiety and concern, in thoughts about what is with your boys. Because for a mother, no matter what age her son is, [he is] always a boy, always a child. And for those, including those of you who are present here and who lost their son, of course, this is also connected with thoughts about this tragedy.

In this regard, I want to say that… You know, the language does not turn to say some formal standard things related to the expression of condolences. But I want you to know that I personally, the entire leadership of the country – we share this pain. We understand that nothing can replace the loss of a son, a child. Especially for mom, to whom we all owe the birth, who bore, nursed.

I want you to know that we share this pain with you and, of course, we will do everything so that we do not feel forgotten, we will do everything that depends on us to feel the shoulder next to us.

It is clear that life is more complicated and diverse than what is shown on TV screens or even on the Internet – you can’t trust anything there at all, there are a lot of all sorts of fakes, deception, lies. There are a lot of information attacks, because in the modern world it has always been so, but taking into account modern technologies it has become especially relevant and effective, information is also a weapon of struggle, and information attacks are one of the types, quite effective types of struggle.

This is why we have gathered with you, that’s why I proposed this meeting, because I wanted to listen to you firsthand, as they say, to hear your assessments – you have the same information coming from there. A lot of information flows to me from different sources, but it’s a completely different matter – it’s your ratings, your opinion, ideas, suggestions. I will try to make sure that everything that we are going to talk about today is taken into account and used in real life to the maximum.

This is what I would like to say at the beginning.

And concluding my brief introductory speech, I would like to say what I am constantly talking about, namely that, first of all, everything comes from the family. The fact that your guys – most of them – have chosen such a fate as serving the Fatherland, protecting the Fatherland, protecting the Motherland, Russia, protecting our people, in this case in Novorossiya, in the Donbas, is also the result of your work, without any doubt. This is not the result of some kind of instructions and moralizing – it is the result of a personal example. It’s always like that.

Because no matter what they say at school, which is very important, of course, but still the basis of any person’s self-consciousness, the basis of his value orientations is laid in the family by the personal example of parents. This is the most basic, most important and most fundamental method of education – a personal example.

Judging by the fact that your guys behave like this, heroically, that’s what I wanted to say, this is, of course, your huge contribution – yours and your men, your husbands, of course, this always happens in the family on both sides. But only they, the guys themselves, know that they are truly heroes.

Why? Because no one except them and their closest commanders, who are standing next to them, do not know what hard work it is and how much it involves a real danger to life and health. Only they themselves feel and understand it.

I talk to them sometimes – I talked to some of them directly on the phone, with the guys. In any case, I talked to those who even surprised me with their mood, their attitude to the case. They didn’t expect these calls from me, also through moms, by the way, these calls were. This gives me every reason to say that they are heroes. It’s true.

That’s all I wanted to say at the beginning. Let’s talk freely. As I said, I will definitely try to take into account everything that you will say today.

My son, Enver, graduated from the Kazan Higher Military Tank School, serves in Buryatia. On his own from the first days, he was wounded twice, was in the hospital. After recovering, he returned to his unit.

We call him sometimes. And when he found out that I was going to meet you, he asked me to send greetings from all his guys and say that they would do everything that was required of them. He says: “My grandfather and two great-grandfathers served in the Great Patriotic War, I also must not let them down.” And his fighters on the front line also often remember their grandfathers. He has them from all over the country, republics. You said something recently, once you said: “I am a Lakh, I am a Dagestani, I am a Chechen, an Ingush, a Russian, a Tatar,” and everyone in Dagestan has heard and seen this speech of yours, and this is very correct.

Our family hails from the highland village of Jaba, Akhtyn district. We have a friendly big family, multinational. My mother–in-law is a heroine mother, she has 12 children. I would like to thank you very much for the fact that this high title of “Mother Heroine” – you have introduced it in our time – is very important for the mothers of Dagestan, Russia.

Vladimir Putin: I am sure that he fulfills his duty with dignity – in the way that is inherent in Russian wars in general, and even more so to soldiers from the Caucasus and Dagestan. I know this very well from 1999 and I will never forget these days and months that were associated with well-known events for Dagestan.

Dagestan is a multinational republic, and Russia as a whole is a unique civilization, where people of different nationalities, ethnicities, and religions have lived side by side for a thousand years. And the uniqueness lies in the fact that over these centuries of living together, people have not just found a common language with each other, but have learned to respect each other’s customs, religion, celebrate together with each other and, if some hard times come, overcome these hard times together.

Therefore, when I said the words that you have just remembered, of course, you can’t write it – I just spoke from the heart. And I know that it is, I know that the guys there do not divide themselves into any separate castes and nationalities: everyone is equal, everyone helps each other and understands that their lives depend on this mutual help and support – that’s what is very important. And they are very worthy of this service, as I have already said.

N.Pshenichkina: Vladimir Vladimirovich, I am from the Luhansk People’s Republic, from the small town of Kirovsk.

The city is on the front line. We are fighting and recovering thanks to the Russian Federation. Our bosses are the Irkutsk Region, and 55 objects are being restored now. Recently, the governor was with us, in my library, at school, and I was here.

But on September 30, as everyone already knows, my girls here, we had a great, joyful, long-awaited event: we have become a subject of the Russian Federation, which is what the militia of the first wave dreamed of.

Russian Russian word, when my son joined the militia in 2014, he said: “Mom, I’m going to fight for Russia, I’m going to fight for the Russian world, I’m going to fight for the Russian word, for the Russian memory.” My dad went through the whole war from 1941 to 1945, came with a Victory. We have been waiting for this event for a very long time, we went the hard way, we lost people dear to us, but we did not lose hope that we would be in Russia, we would come home. And this joyful event has come true for us.

But my son, Konstantin Pshenichkin, died in one of the morning battles defending the city. The situation so developed that the enemy came close to their positions. He jumped out of the trench, called the fire on himself, and his last words were: “Let’s go, brothers, chop “dill”. He was posthumously awarded the medal “For Bravery”.

My heart bleeds, my soul freezes, gloomy memories cloud my mind, tears, tears, and suddenly my son asks me: “Mom, don’t be sad, I’ll see you – you just have to wait. You will go through this life for me, and in that life we will be together again.”

I raised my head, straightened my shoulders and began to actively help the families of the fallen militia. I sought benefits, was a member of the public chamber. I was the organizer of the first two referendums, and the second referendum was a member of the public commission. You know, no one has ever seen such activity: old ladies with sticks were walking with flags and songs. “We’ll drive up to you.” – “No, we want to. And tell Putin hello.” They believe that we are envoys of Vladimir Vladimirovich, so to speak. So I know all this firsthand.

N.Pshenichkina: We are young subjects, we are just integrating into the legislative field of the Russian Federation, as well as medicine. But we have a problem with the examination of the wounded. And this is happening thanks to your son, who is not with us today, and thanks to the sons of those women who are here, and thanks to our guys who are fighting there now, are on the front line, well, on the second, third line – it doesn’t matter, but they are in the zone of a special military operation, I mean the sight of all our fighters, including those who joined the ranks of the Armed Forces on mobilization. This is the first.

Second. Of course, this is a huge tragedy, this is a void that cannot be filled with anything, you have just said this so very convincingly and vividly when there is no loved one, especially a son.

But you know what comes to my mind, I already mentioned it once. We have about 30 thousand people killed in road accidents, about the same amount from alcohol. And it happens, unfortunately, this is how life develops, life is complex and diverse, more complicated than it is written somewhere in the papers, we are all under the Lord, under Allah, under Christ, I do not know, everyone who believes in higher powers, it does not matter what religion he adheres to, it is important that that we are all mortal, we are all under the Lord. And we will all leave this world someday, it’s inevitable.

The question is how we lived. After all, some people live or don’t live – it’s unclear, and how they leave – from vodka or something else – it’s unclear, and then they left. Lived or did not live – it also slipped unnoticed somehow: whether a person lived, or not. And your son lived, you know? His goal has been achieved. This means that he did not leave his life in vain. Do you understand? In this sense, of course, his life turned out to be significant, lived with the result, and with the one he aspired to. This is the first thing I would like to say.

Nina Petrovna touched upon a very important issue – the organization of the work of social services. Of course you’re right. If there are so many problems there that you just mentioned: with trips, with these endless documents. We have this “one-stop shop” system in the civil sphere in Russia.

That’s why there is a big problem of staffing, especially in special forces. The Ministry of Defense dressed, shod, but exists… I will speak for the youngest son. He is in intelligence, and he needs a separate uniform so that it is light, warm, seasonal, even stripes in color. They don’t have any masks… Here is the eldest son – a sniper, he also, for example, does not have a camouflage, what kind of uniform is, this is what it is. The uniform generally falls into disrepair very quickly, because in the trenches, there, you know, mud, wet, cold, you can’t make a fire. Of course, a lot of guys are sick. But what’s the point? The fact is that the form should be as close as possible, and so that it would be easier and faster to replace the old form with a new one, because it becomes unusable very quickly. Even the same tactical belts. Here is a machine–gunner husband, and literally a few months – everything, his pouches are already unusable, to carry zinc.

Another big question. In the war zone, when new territories are liberated, there are a lot of street children, a lot. The good news is that our guys have very good food, that is, there are no problems with food. And they constantly feed the locals, especially the kids. They are so happy about these cookies, sweets and so on.

I know that, of course, work is being carried out to find these children, to help them, their families, and this, of course, cannot be abandoned. It is necessary to strengthen, probably, the help to these children. Moreover, in the Krasnodar Territory now, probably, sanatoriums will be free – at least to take them out here, because it is very cold, very wet, there is no light, no water, no food. This is a big problem.

The guys are very united, positive, do not lose heart. Everyone understands that he is in his place – they are like that. They say we even like to laugh – it’s such a release.

Vladimir Putin: Irina Viktorovna, of course, the Cossacks are a special caste here.

I. Sumynina: Cossacks – yes, of course. I forgot to say – our chieftains are constantly collecting cars, at least once a month they try to take humanitarian aid. We, of course, take part in all this – we collect and send the same boxes with sweets, with gingerbread, so that they give it to children. Because our fighters don’t really need it anymore, and the kids – yes, it’s food for them.

And there was not an ounce of doubt in his words, and that’s right. Because every man’s duty is to defend his homeland. Just like his father once did, who is no longer with us, but he put 25 years of service to the Motherland. He also participated in hot spots, was a combat veteran. Just like his great-grandfather, who during the Great Patriotic War, from 1940 to 1944, defended our Homeland, and in September 1944, personally leading a battalion, went on the offensive, was wounded in this battle and subsequently died of wounds and was buried on the territory of Ukraine. He was awarded the Order of the Patriotic War I degree, the Order of Alexander Nevsky. He was a little older than my son, he was 26 years old.

Our sons defend our Homeland in the epicenter, and we try to support them in the rear. Our governor Alexey Gennadievich Dyumin, you know, he accepted the mobilization not even as the head of the region, but as a father who personally controls all the processes of providing uniforms, all the processes of training mobilized soldiers, for which everyone is very grateful to him. So we, the common people, do not stand aside. We have in every city, almost in every village, collection points of support for mobilized soldiers. Personally, I observe how everyone wants to participate, to support our soldiers. And even from our small, small town, nine cargoes have already been sent in different directions.

And I agree with the previous mother, Irina Viktorovna, who said about the lost things that it is paperwork that does not allow you to quickly make up for lost things. In the same way, the procedure for writing off both destroyed equipment and the same things is outdated.

They’ve been waiting for this for a long time.

Initially, he was a company commander in the 40th engineer-sapper regiment. This is the same crossing over the Seversky Donets, which they have brought several times, the famous one. He returned home, on July 29 he turned 26 years old. He was delighted that he was celebrating his birthday at home for the first time in 10 years, on August 4 he again left for the combat zone as a company commander in the 74th Motorized Rifle Brigade, and on August 10, near the village of Disputable of the Donetsk People’s Republic, the reconnaissance group was ambushed, and, having received a signal for help, Andrey with his characteristic independence and with confidence he rushed to help the guys, covered the direction of fire with his BMP and himself.

He saved the sappers, Andrei himself died, but thanks to him the guys are alive. And you know, when, after his death, a video was played in the American media for a week that they had neutralized Senior Lieutenant Andrei Kovtun, I finally, probably, made his decision that he could not have done otherwise. And the belief in his work, which he did for life, for life, and – our case – at the cost of his own life, took root inside.

And today, as a mother, I tell all our girls, our mothers, that today we are the first to show an example of how to appreciate the feat of our sons, not to reset it and, first of all, to live. Life, no matter how painful, is bitter. Open your eyes every day and live. To live by ourselves, to help others live and to teach them to live and appreciate this life, for which our guys fought there and are fighting now.

Pain does not choose whether you are an entrepreneur, a teacher or an official, it hits a person. Here I am the mother of an officer, but I am the deputy chairman of the Government of the Jewish Autonomous Region. I am the same official about whom they write everywhere today that we hide our loved ones from our own, that we are trying to sabotage the mobilization. I do not know where they see them, where they see such officials, I know completely different examples.

The guys are doing their military duty there today, and we are here in the rear, really in the rear, we must all do civilian duty together today. Because my son defended his big homeland, but each of them has a small one in his soul. And the boys who are there today, they all have a small homeland: they have their own yard, their own entrance, they have the road along which they went to school. And when they come back from there, what will they see?

I think they should see a new country. They should see the country for which they are now fighting and fighting there. They should see it equipped, well-maintained, clean. And, probably, we all have to do this with you. Maybe we can multiply the funding of programs, maybe unite all together, local communities, but we have to change for them.

If I may, literally two examples. They wrote all around – again, social networks, the media – that Moscow was empty, big cities were empty as soon as mobilization was announced. We had queues. The small village of Teploozersk in the Jewish Autonomous Region – at the beginning of the working day, there is a queue at the military enlistment office. Half of the team came from the cement plant and they say: “Take us together with him (with the conscript), he is small, frail, he can’t cope alone, we will go with him.” Is this not an indicator? Isn’t it necessary to try for them?

Or, already when the combat coordination was taking place in the village of Bijan, a mobilized man, Mikhail, approaches the governor Rostislav Ernstovich [Goldstein] and says: “Talk to my wife.” Everyone tensed up: what can he ask, what can he talk about? He says: “She runs around, collects certificates that I am unfit for military service. She doesn’t listen to anyone, you talk. I’m not coming back, I’m not going, I’m going with the guys. I’ll come back from there with them later.” And for their sake, we need to do everything today.

You know, ITS united us all today, it really united us. Today there is such a surge of civic activity, volunteering – a great gratitude that it is supported today, and God grant that it will continue to be supported. Because you and I have replaced the iron curtain with iron doors, we have locked ourselves in our apartments and lost each other. And today it is such a real, big, powerful appeal, a powerful association.

And first of all, I would like to address you with such a request, if I may. Today it is necessary to organize memorable places, some squares of memory, places of memory, to name art objects in honor of our heroes, to break up parks and not listen to those who write everywhere today and say: when everything is over, then. Why? Are we shy of our heroes? Or do we doubt our victory? Who doubts? Here we are, mothers, there are millions more behind us, we can convince any inhabitant of our country and others of what kind of victory, what price is given, and that it will be ours, it is ours. Give us these people who doubt.

And you know, I would like to add here that … of course, I would probably hang stars on the doors of these heroes as a sign of respect from society, as in the Great Patriotic War. But the veterans who come from there, guys, here they need to fill the military enlistment offices today. Why? Because today they know the price of life, and they know that behind every combat unit there is a real human fate. So that there are no cases when a 25-year-old widow comes to the military enlistment office, lost, who does not know what to do and how to do, and they say to her: “Do you know how many people like you? Come back in a month.” And the girl gets lost. And then they stray, excuse the phrase, into the widow’s realms, there are three or four of them, 24-25 years old, and they are already lost. They hire some kind of military lawyers. For what? On the contrary, we must show them that their husband is a hero, that today we appreciate his feat and support this family.

Well, the boys are there – they help them: they fill the refrigerator, and help them to somehow hold on, and they are engaged in children. But then they leave for the tape, they continue to work, they continue to fulfill their duty. Who are these girls for?

They cannot get a pension, because for at least three months, I even say by my example, it is impossible to get a certificate. Our regional military enlistment office has already been connected, but we cannot simply get a certificate that the girl does not receive benefits there. But she has me. And those girls who are single, what do they live on now? How do they feel inside? Their husband gave his life for our country.

In general, I think that it is necessary to make sure that our veterans of the SVO – the guys who are now returning from there – are in schools every day. Because it is they who understand the meaning of life today, who can openly, truly tell who the hero is. They can form a real image of today’s hero, you know, maybe a hero of our time. They will succeed – not all of them, but these will succeed.

If I may, there is one more request. Today, in my understanding, it is a very terrible situation when chat rooms are spread on social networks, where the Ukrainian CIPsO [Center for Information and Psychological Operations] and our foreign agents – “ours”, what does “ours” have to do with it, Lord, I said something – mislead our moms. They convince them, playing on their anxiety, beat them to the most painful, vital point, that they should talk to their sons so that they surrender, leave their place of service, leave military operations. They convince them in such a way that they come there, promising to give up their son from captivity or promising to give up the body. They write to moms in chat rooms, communicating with them like moms. What are our moms doing? They write the current phone number of their son when he is there, and then they arrive there. When they correspond in these chats, they write where exactly the unit or company in which their son is stationed is stationed. And then there’s a flight. Her son and other sons, someone’s husbands, brothers, fathers are dying. It’s scary, I understand that you have to work with moms. We are ready to help in this situation. I know that there are various initiatives there, various public groups are being created. They are needed precisely in order for us to act more effectively. In the end, if we do as you suggest, this is the road to our more effective work and to achieving the result that you also said that the country would be different. He is currently staying at our home, in the Republic of Tyva. I received help in the form of rehabilitation in the sanatorium “Serebryanka”, which we have in the city of Kyzyl.

As the mother of a wounded soldier who needs long-term treatment, I am concerned about the development of a rehabilitation system and support for their families when they are already injured. I would like some kind of targeted program to be developed, where not only wounded soldiers and fighters, but also their families would receive help, because these mothers, wives, children are also facing this for the first time, and not everyone understands, knows where to turn, to whom to turn. And some families solve this problem for a long time, let’s say.

Also, in the Republic of Tyva, on your instructions, a medical diagnostic center was built in 2020, the main focus of which was to protect the population from coronavirus infection, and this center played a huge help and support during the outbreak of this pandemic. But now this [virus] has been minimized, and I would like this center to have the status of a military hospital, so that the guys, after they arrive at home, in this case in Tyva, know that there is a place where they will receive treatment, rehabilitation.

It’s also good, you just mentioned that you need help finding employment for these citizens. Because my son, when he was just signing a contract, he thought that he would be a military man, his whole life would be connected with this. And when on October 25 of this year the military commission recognized him unfit for service in military units, there is already a rethinking: where, how, further employment. Therefore, it is also necessary to attract these guys to work in military enlistment offices, also in the educational sphere, where they will explain how to be a patriot of their country. In the military enlistment offices, they will give advice because they know, because they have passed it all.

And there are dozens of genders being measured there, some kind of “transformers” – I don’t even understand what they are talking about. This is not our culture at all, this is a completely different code of some kind.

O.Shigina: Yes, it is a mixture of cultures, and the war, of course, is for spirituality, for our spirituality.

Vladimir Putin: Yes, of course. Our unique civilization is the unification of people of different ethnic groups, different cultures and different faiths into one single whole. This is the first.

Second. At the turn of the 2000s, 90s, it seemed to us that everything would be fine, but it turned out that this was not the case at all. Moreover, we began to live and play in some strange clearing and enthusiastically indulged in the fact that they were trying to control us. And in the end, those who tried to control us – in general, thanks to their efforts, we found ourselves in this situation, including in the zone of a special military operation. After all, they brought it to this.

I understand that we are not here for serious conversations on political issues, but still, if there had not been a coup d’etat in Ukraine in 2014, there would have been nothing, there simply would have been nothing. And so they had a lot of influence over this country, and after 2014 they actually took control of all the authorities and administrations in fact.

And who are they? The Banderites are essentially. And what is Bandera? Neo-Nazis. Bandera was Hitler’s henchman, shot both Russians, and, by the way, Poles, Jews, all in a row on Hitler’s instructions. And today they have elevated such people to the rank of national heroes, that’s what our guys are fighting today in the zone of a special military operation, that’s who. And those who oppose them, many do not even understand what they are doing, do not understand that they are being used simply as pawns in someone else’s game. They are playing someone else’s game, but we have to fight for our interests, for our people, for our country. That’s what we’re doing.

And what happened in previous years was largely due to the fact that we played as if we had always lived in someone else’s clearing. And today’s events are a path to some kind of inner cleansing and renewal. And of course, people like you, people of creative professions who think like you, of course, they have always been in demand, and in such difficult moments for the life of the country in particular.

But since everything has developed in a certain way over the previous years, clearing a clearing is quite difficult for you, believe me, even from my level. Because it’s deep enough there everything sits. But we will definitely do it.

I am a mother of seven children from St. Petersburg, Rubanik Lyubov Sergeevna.

Vladimir Putin: We have such families in St. Petersburg – it’s nice to hear that. Not only in Chechnya, not only in Dagestan, but also in St. Petersburg.

L. Rubanik: We have six sons and an adopted daughter.

Vladimir Putin: That’s great.

L. Rubanik: The eldest two sons, Dmitry and Daniel, have already served in the army, and are now ready to go on mobilization. The middle son, Panteley, went to the military enlistment office himself in June and joined the army. In October, he signed an agreement, and is now in preparation. Vladislav is also with us now, in December, going to his brother’s service. The two youngest children are 11 and 12 years old.

I would like to tell you about patriotic education, since our grandparents went through the entire blockade. Grandfather was a hearing invalid, but from the age of 14 he worked at the Baltic factory, then he reached Berlin, although he was deaf, he fought. And a few years ago, he was already 92 years old, our dad passed away. He also devoted his whole life to the Navy, served in Murmansk. It turns out that this is the grandfather of my children, so we have such an upbringing, initially all children are patriots, everyone knows what our Homeland is.

When we were at school in our time, we had initial military training, we were proud that we were Octobrists, then pioneers, and, of course, everyone was happy and aspired to be in the Komsomol.

I would like to tell you a little about our organization. This is the charity foundation “Tide” of the city of St. Petersburg, which is part of the All-Russian movement “Mothers of Russia”, St. Petersburg branch.

Due to the recent events in the country, of course, we could not stay away either. We do our best to help internally displaced persons who come to St. Petersburg, help pregnant women, and also support the families of [participants] of the SVO who find themselves in a difficult life situation.

Just the other day, one mother turned. She has to give birth to a baby one of these days, and the others are babies, she says: “There is no one to meet me now – dad is fighting – from the maternity hospital.” And our volunteers, respectively, will go to conduct, meet. This is our organizational work. The older children, until they had to mobilize now, they also help us as much as possible as volunteers – they work on targeted assistance, we support families.

What I would like to say, of course, about the “Committee of Mothers of the Fatherland” together with the All-Russian People’s Front. I would like to develop with the Ministry of Health and the Ministry of Defense exactly step–by-step support for military personnel – post-traumatic support for those guys who return from military operations.

So that we can develop support for everyone while disability registration is underway, and psychological assistance to the family, which we just talked about, and help for these guys, because many, of course, fall into depression. We also have a psychologist at the foundation’s site who also works with families of internally displaced persons. A lot of mothers and even teenagers are in such a difficult state, and the families of the mobilized also tell about their nervous state, and this help is needed.

Vladimir Putin: This problem of rehabilitation, which we have already talked about, is multifaceted, multifaceted. This is not only a purely medical, but also psychological help should be social. I have already said that it is very important, I think, to help people get additional skills, knowledge, some additional education, to help with employment. This is a whole range of works.

Republic of Khakassia, my name is Nadezhda. And as Nina Petrovna has already said, as we all believe, on September 30, an important event really happened for our whole country, and I was lucky enough to be on Red Square, take part and be in this united impulse with our whole country. There are more children in our country, a large number of families have been added. And what is it? It means responsibility, a huge responsibility for these people.

Donbass is familiar to me firsthand, it has been familiar to me since 2017. As part of my favorite organization “Combat Brotherhood”, of which I am a member, under the leadership of Alexander Vekshin, head of the Khakass branch, we evacuated seriously ill and wounded children from the territory of Donbass. And then I saw with my own eyes for the first time this pain of Shakhtersk, Donetsk, Gorlovka, when you pull children out of basements, when you have boys, girls…

Olesya is making a film about the brave, and at that time I had short films, small ones, which we are now showing in schools, because peers understand better than peers – we have developed this system. And when we shot these short films, we shot them with the same name: the name of the child is the name of the film.

My first film is “Vovka”. The boy is ten years old, he takes me to the basement and says: you know, I know how to lie down, I know how to sit, I know how to stand on orders, as I need to, as a soldier, but I’m afraid not to survive this moment. Artem, whose sister died in front of his eyes. How can you forgive it, how can you forget it? And someone also pressed this button when it exploded. Vadim. I know everyone by name.

And I am a mother with many children, this will not surprise anyone here, we are all well done, I also raise foster children myself, alone. Therefore, of course, there are no other people’s children, definitely. And from that moment I decided to help, I decided to go forward.

Recently I was in St. Petersburg, but it is already morally impossible to rest, because you have been rebuilt, you have been rebuilt for a completely different task. And we visited the hospitals of our fighters – the 442nd, VMA. And of course, we visited with our fraternal republic, the Republic of Tyva, because Khakassia and Tyva are native republics, we are very closely connected.

N. Uzunova: And with the women from the fraternity of the Republic of Tyva of St. Petersburg, of course, we visited our guys. You know, even here our unity is manifested. In what? How to please the fighters, how to surprise them? We decided to cook a national dish. And of course, with these buckets of pies, when you go into these wards, communicate with the fighters, somewhere you hear, you know, this: “How delicious, how at home.” Well, what do you need more? When you realize that you are the conductor of the love of these moms who can’t be with our guys today.

When the mobilization began, of course, all the women of our country experienced a great sense of anxiety, this is unequivocal, this is one hundred percent. But at the same time, having literally survived for a couple of hours, I got up and wrote down an appeal, and it is about the unification of forces in our republic, consolidation, female power in women’s energy, that we cannot give up, and the last thing is to lose heart, you can’t do this.

And we began to gather the sons of Khakassia. I am sure that women in other regions did the same. We collected from backpacks to their destination, to their place of deployment with prayers, with provisions, with food. All women united, indeed. It’s such a force, it’s such a power, it’s such a charge. And you realize that you’re getting so strong.

When the guys left, you see everyone off, and 1400 people left us. Then I followed them to the exercises, to the training grounds, accompanying them in hopes, because everything was happening quickly, and some questions and problems remained. Of course, you solve these issues on the ground.

We will go further, Vladimir Vladimirovich, do not doubt, we already know, that’s for sure.

Of course, there are difficulties, as in any problem, case, new case, complicated. Of course, I will tell you this, that in Khakassia everyone still works 24 to 7: both the regional authorities, the municipal authorities, and the residents of the Republic of Khakassia are those who have really united today. There is no caring person.

What difficulties there are, now, probably, I will tell you about them a little and very briefly.

For example, it seems to me, based on experience, because you work all the time, the fighters are always in touch. If I used to ask how the day went, only with my children, sons, now I understand that my evening is increasing. They call, speak, report, roughly speaking, how it is going, what is needed, how to help, what needs to be delivered to the front line, because the list is changing: uniforms are over, there are special communications facilities, other moments.

What is happening on the ground with regional support and assistance, why Yulia made an emphasis. I will explain to you: you need to hear every family, of course. Today, the common task and our task – people who work directly with families – we understand and pay attention to each family. You can’t forget it here, you can’t miss these moments.

At the moment, it seems to me, the hearings before the adoption of the budget are open, and it is impossible to adopt a regional budget without aspirations, without wishes and without problems of mobilized families. They can, they should take part, and then there will be no problems.

And what problems do you get? The following problems are obtained: we are making amendments. What is an amendment? The correction is ten days. So, for ten days some family will not receive certain payments.

At the moment, I will tell you that everything has been settled. Just Julia was making an emphasis, already next Tuesday 29 of these families will receive a regional payment, that is, everything is fine. Because it was a bureaucratic delay, again a residence permit – such moments. I would like to emphasize once again that the topic is new, a complex topic.

Another point that I would like to draw attention to is, of course, benefits. The Government of the Republic of Khakassia has developed a large, serious package of additional measures, in addition to financial payments. But when any benefit is being developed, its mechanism must be worked out. Again, for example, coal. It is clear that we have no problems with coal in the republic, I mean with its quantity, but the mechanism of study was not fully completed. It turns out as follows: coal begins to be issued under this regional system only literally now, and it is already cold in Siberia.

But, again, I will tell you that not a single family was left without him, because we have partners, sponsors, the work of the heads of municipalities, who are very quickly resolving issues on the ground today. Naturally, Khakassia is a small family, and, of course, issues are resolved in a fairly fast mode.

And there is one more point that I would also like to draw attention to. It is clear that everyone is trying, all municipalities. We have 12 municipalities that were affected by the mobilization, and each head of the municipality, of course, tries for his municipality, and there is a difference in benefits. And if there is a difference, it means somewhere less. Of course, next week we will discuss these points, because the heads are always in contact and in direct communication. Of course, we believe that there should be no difference. These are very important points.

And you know, Vladimir Vladimirovich, very strong women have gathered here today. Women who can really show by their example how to live, how to educate, because we are guided, of course, by the examples, probably, of their grandmothers, grandfathers who forged Victory in the rear, unequivocally. That is, we have a good school, a good example.

But no matter how strong we are, we need a strong man’s shoulder – your shoulder, your support, support for our committee. Thank you very much for receiving us today, from us, from mothers.
